Ena mia ConsuLumir July 21, 2016 Ms. Rue Balcomb Canyon Creek Properties Via email: rue@ranchland.com RE: Canyon Creek Properties Well Pump Test Report Dear Rue: It is our understanding that the 21 acre subject property (Assessor's Parcel #218105100292) is to be subdivided into two parcels, which will require Garfield County approval. As part of the county process, an adequate potable water supply needs to be demonstrated. To that end, Zancanella and Associates conducted a 15 -hour pump test on the property's existing well, Permit #76692-F, on June 22 and 23, 2016. We have summarized the pump test data below. Water quality samples were collected and shipped to ACZ Laboratories in Steamboat Springs, Colorado for laboratory testing. Well Construction The well is situated in the SE1/4 of the NE1/4 of Section 5, Township 6 South, Range 91 West, 6t' P.M. as shown in Figure 1. The well was completed on September 6, 2012 to a total depth of 110 feet by Shelton Drilling Corp. Information about the well construction was obtained from the well completion and test report obtained from the Colorado Division of Water Resources website. The well was drilled with a hole diameter of 9 inches from 0 to 110 feet. Steel casing with a diameter of 7 inches was installed in the upper 100 feet of the well. Cement grout was emplaced between depths of 10 to 25 feet to prevent surface water infiltration into the well. Steel perforated casing, also with a diameter of 7 inches, was installed from 100 feet to 110 feet. The geologic log indicates the well was drilled in sand, clay and cobbles from 0 feet to 70 feet. Below 70 feet the well was drilled into cobbles, sand and gravel, perhaps an ancient meander of the Colorado River. Figure 2 presents a detailed well diagram. Puma Test The static water level prior to the pump test was 86.0 feet below the top of the well casing. The pump that was already in the well was used for the test. The pump intake had been set at 108 feet according to records at the Division of Water Resources website. This setup allowed for a maximum drawdown of 22 feet (108 feet minus 86 feet). The pump test began at 4:00 PM on June 22, 2016 and pumping ended at 7:17 AM on June 23, 2016. A pumping rate of approximately 5 gallons per minute was maintained throughout the duration of the test, which was 15 hours and 17 minutes. A total of approximately 4,585 gallons was pumped from the well. The well's water level was tested manually using well sounding equipment. Water level measurements are shown in Table 1. The water level during pumping portion of the test is shown in Figure 3. A maximum drawdown of 1.8 feet below the static water level was achieved at 28 minutes into the test. This pumping level was equal to 12.2% of the total available drawdown. The well was able to sustain the 5 gallon per minute pumping rate as evidenced by the level line of the drawdown graph, Figure 3. The well even showed some recovery from its maximum drawdown during the pumping portion of the test. Recovery was monitored in the well using a manual well sounder after pumping stopped. The monitored recovery period was 12 minutes, between 7:17 AM and 7:29 AM on June 23, 2016. The well recovered back to the pre-test static water level of 86.0 feet during the 12 minutes following cessation of pumping. The water level, plotted as residual drawdown, during recovery is shown in Figure 4. The well recovered normally. We estimate that the well can be pumped at the rate of at least 5 gpm for extended periods. While the West Divide Water Conservancy contract (#120816CCP(a)) provides for up to 1.0 acre-feet per year, the maximum pumping rate for the well is limited to 15 gpm and 0.58 acre-feet per year by the well's permit. The permit also limits the water use to one single family dwelling, 1,000 feet of home gardens and lawns and up to 11 head of livestock. The permit will need to be amended as provided for in the West Divide Contract for service, which has already been approved (see attached). Water Quality During the pump test, water samples were collected and sent to ACZ Laboratory in Steamboat Springs, Colorado for testing. Final results of those analyses are attached. Summary and Conclusions The pump test data indicates that the subject well should be adequate to supply the household needs of two single family residences. A well sharing agreement between the two owners of the subdivided property is recommended. If you have any questions, please contact our office at (970) 945-5700. Please read the contract carefully if you have not already done so, but please especially note paragraph 2 concerning availability of water. West Divide obtains its augmentation water from a number of sources and operates its water supply program pursuant to a Temporary Substitute Supply Plan (TSSP) approved annually by the State Engineer's Office. TSSPs are common for water conservancy districts and West Divide has operated pursuant to a TSSP for several years with no significant reliability issues. Federal policy relating to endangered species, environmental concerns, and forces of nature are always such that no source of water can be guaranteed during any season or from year to year. Further, the State Engineer's Office periodically reviews the geographic area served by West Divide and has recently made a decision to reduce West Divide's Area A Service Area. While your structure is currently located within the West Divide Area A Service Area, the Division Engineer's Office could make another adjustment to the Service Area in the future and your structure could fail outside the Service Area and be subject to curtailment by the State Engineer's Office. West Divide continues to make good -faith efforts to obtain alternative long-term supplies in an effort to make reliable and predictable the water supply anticipated by your contract with us. West Divide also continues to make good -faith efforts to maintain its existing TSSP and keep its Area A Service Area intact. For most years, we expect to be successful in these efforts. As part of the county process, evidence of the ability to construct adequate on- site wastewater treatment systems (OWTS) is required. To that end, Zancanella and Associates researched the NRCS soil surrey information and conducted an on-site soils evaluation. Our findings are discussed below. Physical Location and Limitations The well is situated in the 5E1/4 of the NE1/4 of Section 5, Township 6 South, Range 91 West, V1 P.M. as shown in Figure 1. The limiting setbacks from existing physical features are also shown on Figure 1. Additional setbacks will be incurred due to the development of the property with residential structures and possibly other features. The possible additional setbacks are summarized in the attached table taken from the county OWTS regulations. NRCS Classification and Information The NRCS soil data is attached and included in the Appendix "NRCS Soils Data". The soil was #51, Olney loam. The typical profile indicated increasing sand and gravel with depth, with some clay in the 12 to 43 inch depth area. This soil classification would indicate a long term acceptance rate (LTAR) of 0.5 to 0.8 (gal/d/sq.ft.). Field Investigation Our field investigation indicated a soil profile similar to what the NRCS data indicated. The soil was indeed rocky with increasing depth. No water table nor bedrock was evident to the depth of the profile hole. Percolation testing indicated that the LTAR suggested by the NRCS classification was appropriate. Summary and Conclusions The field investigation and the NRCS data indicate that the site will be acceptable for the construction of typical on-site wastewater treatment systems. They highlight soil limitations that affect various land uses and provide information about the properties of the soils in the survey areas. Soil surveys are designed for many different users, including farmers, ranchers, foresters, agronomists, urban planners, community officials, engineers, developers, builders, and home buyers. Also, conservationists, teachers, students, and specialists in recreation, waste disposal, and pollution control can use the surveys to help them understand, protect, or enhance the environment. Various land use regulations of Federal, State, and local governments may impose special restrictions on land use or land treatment. Soil surveys identify soil properties that are used in making various land use or land treatment decisions. The information is intended to help the land users identify and reduce the effects of soil limitations on various land uses. The landowner or user is responsible for identifying and complying with existing laws and regulations. Although soil survey information can be used for general farm, local, and wider area planning, onsite investigation is needed to supplement this information in some cases. Examples include soil quality assessments (http:l/www.nres.usda.gov/wps/portal/ nres/main/soils/healthn and certain conservation and engineering applications. For more detailed information, contact your local USDA Service Center (http:11 offices.sc.egov.usda.gov/locatorlapp?agency=nres) or your NRCS State Soil Scientist (http://www.nres.usda.gov/wps/portaYnres/detail/sails/contactus/? cid=nres142p2_053951). Great differences in soil properties can occur within short distances. Some soils are seasonally wet or subject to flooding. Some are too unstable to be used as a foundation for buildings or roads. Clayey or wet soils are poorly suited to use as septic tank absorption fields. A high water table makes a soil poorly suited to basements or underground installations. The National Cooperative Soil Survey is a joint effort of the United States Department of Agriculture and other Federal agencies, State agencies including the Agricultural Experiment Stations, and local agencies. The Natural Resources Conservation Service (NRCS) has leadership for the Federal part of the National Cooperative Soil Survey. Information about soils is updated periodically. Updated information is available through the NRCS Web Soil Survey, the site for official soil survey information. The map unit descriptions, along with the maps, can be used to determine the composition and properties of a unit. A map unit delineation on a soil map represents an area dominated by one or more major kinds of soil or miscellaneous areas. A map unit is identified and named according to the taxonomic classification of the dominant soils. Within a taxonomic class there are precisely defined limits for the properties of the soils. On the landscape, however, the soils are natural phenomena, and they have the characteristic variability of all natural phenomena. Thus, the range of some observed properties may extend beyond the limits defined for a taxonomic class. Areas of soils of a single taxonomic class rarely, if ever, can be mapped without including areas of other taxonomic classes. Consequently, every map unit is made up of the soils or miscellaneous areas for which it is named and some minor components that belong to taxonomic classes other than those of the major soils. Most minor soils have properties similar to those of the dominant soil or soils in the map unit, and thus they do not affect use and management. These are called noncontrasting, or similar, components. They may or may not be mentioned in a particular map unit description. Other minor components, however, have properties and behavioral characteristics divergent enough to affect use or to require different management. These are called contrasting, or dissimilar, components. They generally are in small areas and could not be mapped separately because of the scale used. Some small areas of strongly contrasting soils or miscellaneous areas are identified by a special symbol on the maps. If included in the database for a given area, the contrasting minor components are identified in the map unit descriptions along with some characteristics of each. A few areas of minor components may not have been observed, and consequently they are not mentioned in the descriptions, especially where the pattern was so complex that it was impractical to make enough observations to identify all the soils and miscellaneous areas on the landscape. The presence of minor components in a map unit in no way diminishes the usefulness or accuracy of the data. The objective of mapping is not to delineate pure taxonomic classes but rather to separate the landscape into landforms or landform segments that have similar use and management requirements. The objective of mapping is not to delineate pure taxonomic classes but rather to separate the landscape into landforms or landform segments that have similar use and management requirements. The delineation of such segments Custom Soil Resource Report on the map provides sufficient information for the development of resource plans. If intensive use of small areas is planned, however, onsite investigation is needed to define and locate the soils and miscellaneous areas. An identifying symbol precedes the map unit name in the map unit descriptions. Each description includes general facts about the unit and gives important soil properties and qualities. Soils that have profiles that are almost alike make up a soil series. Except for differences in texture of the surface layer, all the soils of a series have major horizons that are similar in composition, thickness, and arrangement. Soils of one series can differ in texture of the surface layer, slope, stoniness, salinity, degree of erosion, and other characteristics that affect their use. On the basis of such differences, a soil series is divided into soil phases. Most of the areas shown on the detailed soil maps are phases of soil series. The name of a soil phase commonly indicates a feature that affects use or management For example, Alpha silt loam, 0 to 2 percent slopes, is a phase of the Alpha series. Some map units are made up of two or more major soils or miscellaneous areas. These map units are complexes, associations, or undifferentiated groups. A complex consists of two or more soils or miscellaneous areas in such an intricate pattern or in such small areas that they cannot be shown separately on the maps. The pattern and proportion of the soils or miscellaneous areas are somewhat similar in all areas. Alpha -Beta complex, 0 to 6 percent slopes, is an example. An association is made up of two or more geographically associated soils or miscellaneous areas that are shown as one unit on the maps. Because of present or anticipated uses of the map units in the survey area, it was not considered practical or necessary to map the soils or miscellaneous areas separately. The pattern and relative proportion of the soils or miscellaneous areas are somewhat similar. Alpha - Beta association, 0 to 2 percent slopes, is an example. An undifferentiated group is made up of two or more soils or miscellaneous areas that could be mapped individually but are mapped as one unit because similar interpretations can be made for use and management. The pattern and proportion of the soils or miscellaneous areas in a mapped area are not uniform. An area can be made up of only one of the major soils or miscellaneous areas, or it can be made up of all of them. Alpha and Beta soils, 0 to 2 percent slopes, is an example. Some surveys include miscellaneous areas. Such areas have little or no soil material and support little or no vegetation. Rock outcrop is an example. 9 Custom Soil Resource Report Rifle Area, Colorado, Parts of Garfield and Mesa Counties 28—Heldt clay loam, 1 to 3 percent slopes Map Unit Setting National map unit symbol: jnxs Elevation: 5,000 to 6,000 feet Farmland classification: Prime farmland if irrigated Map Unit Composition Heldt and similar soils. 90 percent Estimates are based on observations, descriptions, and transects of the mapunit Description of Heldt Setting Landform: Alluvial fans, valley sides Down-slope shape: Linear, convex Across -slope shape.
