My comment stated: Due to the presence of swelling clay soils, perimeter drains should be installed around foundations. Perimeter drains prevent excessive ground moisture from saturating the soils and thus reduce the overall potential for expansion or consolidation. The CGS is in general agreement with the underdrain system recommendation in the Hepworth-Pawlak report. The recommendation in the HP Geotech report (9-16-02), states: Although free water was not encountered during our exploration, it has been our experience that local perched groundwater may develop during times of heavy precipitation or seasonal runoff. Frozen ground during spring runoff can create a perched condition. A perimeter drain system for shallow crawlspaces should not be required provided that proper drainage is maintained around the buildings. Any building sites with basement levels or retaining walls should be protected from wetting and hydrostatic pressure buildup by an underdrain system. I agree with the HP Geotech recommendation to include drain systems for deep foundation elements, such as basements or retaining walls. Shallow foundations elements including: mat foundations, short stem walls and utility crawl spaces would not benefit significantly form the installation of a drain system. I suggest that foundation designs in this subdivision including shallow foundation elements be allowed a variance form the requirement to install perimeter drains. Sincerely, Sean P. Had you intended to revamp the Findings? Also, I assume that the last sentence in Condition # 14 is a hold -over from another projects Staff Report and does not apply to Valley View Village. Did you review the Open Space Issue as it relates to the entire property that was included in the original PUD Zone amendment? Following is the summary of acreages for the total PUD area.
