Per your letter, dated May 6, 2003, to Bruce Smith of the Consolidated Metropolitan District, the following revisions have been made: Water Distribution System -Water Report 1. HCE's Preliminary Water Report has been significantly revised to analyze a connection to the higher -pressure system, `Zone -B'. Section III. System Demand has been revised to discuss proposed demand flows and existing water storage volumes. 2. HCE's previous analysis for `Zone -A' was performed by adding the Fire Flow Demand to the Peak Day Demand as required. The report has been revised for `Zone -B' by adding the Fire Flow Demand to the Peak Hour Demand to analyze a more intensive situation. Section IV. WaterCAD Analysis has been revised to discuss the method of analysis. 3. The Appendix has been revised for the `Zone -B' system analysis and storage calculations have been better separated from demand calculations. Individual fire flow scenarios have been performed as requested. These analyses are marked in the Appendix by a `*' and a `*'. 4. As required, the use of `Zone -A' has been abandoned. The proposed system shall tie into `Zone -B' at an existing stub at the intersection of Stone Quarry Road and 302 Road. Upon Preliminary Plan approval, which includes approval of phasing, plans shall be better detailed to delineate the extents of construction for each phase and resubmitted for Final Plan approval. A specific condition of phasing shall be that water mains be continued beyond the constructed phase as necessary to provide for a system loop and that all stubs be equipped with blow -off valves. The developer is not interested in constructing the entire project in a single phase. 2. It is unclear as to what specific information is being requested. In trying to meet this condition, the Master Utility Plans notes have been revised to require that warning tape be installed 24" above all water main at all sewer crossings, 10 -feet each side of the crossing. 3. Water and sewer have been removed from the roadway profiles and additional sheets have been created for each individual sewer run as required. 4. The graphic scale has been corrected. 5. Bryan Loop has been added. 6. The proposed system shall tie into an existing water stub at the intersection of Stone Quarry Road and 302 Road. No hot taps shall be required. 7. The Master Utility Sheet views have been revised to accurately represent the proposed system. 8. Individual services have been included as required since all units will be individually owned. 9. Valves have been added as required. 10. The service connection has been corrected. 11. An existing Xcel Energy high-pressure gas main runs through the center of Angelica Circle along the east/west portion of the alignment. This main is approximately 30- 36 inches below the existing grade. Alan Morgan field of Xcel Energy has indicated that the minimum separation between the main and any parallel utility must be at least 7-'/2 feet and that crossings should be reduced to the least number necessary to provide service. Therefore, the water main has been shown nearest to the gas main since it will be installed at the shallower depth. All sewer main joints have also been called out with concrete encasement for additional protection. Installing the water and/or sewer mains within the roadway on the south side of the gas main and crossing the gas main with numerous services would greatly increase the probability of damage to the gas main and/or place the installer in greater risk. 12. All units will be individually owned. Therefore, separate services have been added as required. Sewer Collection System 1. The existing manhole will be replaced as required to connect to the existing 12" sanitary sewer main. Information on the type of existing pipe will be requested from the Consolidated Metropolitan District and shown on the Final Plans. 2. Manholes have been relocated as required. 3. A 15 -foot utility easement has been added within Lot 26 to provide access to the proposed sewer alignment. The Open Space does not require an additional utility easement. 4. Services have been added as required. 5. See #11 of the Water Distribution System — Plans comments. 6. A minimum 10 -foot separation has been maintained between water and sewer along the sewer run from MH -B2 to MH -A7. 7. The deflection angle at MH -A7 is greater than 90° (95° to be precise) and not acute. 8. Building envelopes have been included on the Master Utility Plans as required. 9. All units will be individually owned. Therefore, separate services have been added as required. 10. Sewer alignments and stationing has been incorporated into the additional sewer profile sheets. 11. Sewer service line stationing has been added as required. 12. PURPOSE This Preliminary Water Repo: t has been prepared to conform to Battlement Mesa Metropolitan District and Garfield County Subdivision Regulations and Zoning, November 2002, water system requirements for new developments and West Water Engineering, Inc.'s Review Comments on Preliminary Plan for Valley View Village PUD, dated May 6, 2003. The specific scope of this study includes the following: 1. Define and describe existing potable water system characteristics on and surrounding the site. 2. Calculate projected potable water demand for Average Day, Peak Day, Peak Hour and Fire Flow demand. 3. Present design criteria and calculations for the potable water system to handle these demands. 4. Determine the system requirements to service the proposed development. II. LOCATION AND DESCRIPTIONS The proposed residential development for Valley View Village, P.U.D. is located in Garfield County, Colorado. The proposed development consists of 41 single-family lots, 3 attached single-family lots, 2 multi -family parcels and 1 neighborhood commercial parcel situated on approximately 36.4 acres. See the enclosed Vicinity Map (Exhibit 1) for site location. The proposed development is located adjacent to two (2) existing water systems defined by the Battlement Mesa Metropolitan District as Zone -A and Zone -B. Zone -A contains an 18" 0 main that originates at a tank east of the cemetery, then flows west within County Road 302 to Stone Quarry Road, then turns north and flows adjacent to the proposed development to Battlement Mesa Parkway, then turns west and flows adjacent to the proposed development and beyond. According to Mr. Bruce Smith of the Consolidated Metropolitan District, Zone -A possesses a pressure of approximately 37 psi near the southeast corner of the proposed development. This system was previously analyzed for the proposed use and found to be deficient by West Water Engineering, Inc. Zone -B also contains an 18" 0 main that originates at a different tank east of the cemetery, then flows west within County Road 302 to Stone Quarry Road, then turns south to serve the school and other developments. This system may contain an 8"0 stub that is accessible at the intersection of County Road 302 and Stone Quarry Road near the southeast corner of the property. The location and/or presence of this stub has not been verified. According to Mr. Doug Ayers of the Consolidated Metropolitan District, Zone - B possesses fluctuating pressures near the school between approximately 80-110 psi. Fire hydrant testing by the Grand Valley Fire District resulted in a static pressure of 112 psi and a test pressure of 110 psi at 1306 gpm near the school. SYSTEM DEMAND As stated, the proposed development consists of 41 single-family lots, 3 duplex single- family lots, 2 multi -family parcels and 1 commercial parcel. One of the multi -family parcels will contain 18 condominium units while the other will contain 42 condominium units and 12 townhome units. Each duplex lot will contain 2 residential units. Thus, the currently proposed residential demand will be for a total of 119 units. The Neighborhood Commercial parcel (northeast portion of the development) is not being proposed for development at this time. It is possible that the commercial parcel will be rezoned for residential use at a later date with an estimated maximum density of 96 condominium units. If the commercial parcel were developed as zoned with an estimated 30% floor space, the rezoned residential use would generate the greater demand. Therefore, the residential design density for the entire development has been assumed to be 215 units. Assuming the presence of 3.5 people per unit with a per capita demand of 100 -gallons per day (1 EQR=350 gpd), the Average Daily Demand for the entire project will be 75,250 gallons per day. Using a Peak Day multiplier of 3.0 and a Peak Hour multiplier of 4.0, the equivalent demands are 225,750 and 301,000 gallons per day. According the 1997 Uniform Building Code and the 1997 Uniform Fire Code, the proposed residential structures are Type V buildings with the single-family, duplex units requiring a fire flow of 1,500 gallons per minute and the townhome/condominium units requiring 2,250 gallons per minute. The system must be able to sustain each fire flow for a time period of at least 2 -hours. Thus, the respective fire flow storage requirements are 180,000 and 270,000 gallons per day, with 270,000 being the design amount. Bruce Smith has indicated that the Consolidated Metropolitan District has a 1,000,000 storage tank and a 3,000,000 gallon storage tank and that these tanks are sufficient in size to accommodate the proposed development, therefore, additional storage is not required. IV. WATERCAD ANALYSIS The proposed water system was modeled using the Haestad Methods WaterCAD v.5.0 software and theorizing 8" 0 PVC pipe and system connection pressures using a modeled reservoir and pump. System junctions were located at all pipe intersections and at all fire hydrant locations. Each junction was then assigned an specific finish grade elevation and a specific Peak Hour demand. The theoretical pump curve, used to model the existing system, was created using three (3) points, the static pressure, a measured pressure at a measured flow and the provided estimated minimum system pressure at the proposed Peak Hour Demand plus Fire Flow Demand flow. A pressure reducing valve with a pressure setting of 60 psi was proposed at the intersection of Valley View Drive and Stone Quarry Road. Using this method, the calculated Peak Hour Demand resulted in a minimum system pressure of approximately 60 psi near the subdivision entrance at Stone Quarry Road and a maximum system pressure of approximately 84 psi near the subdivision entrance at Battlement Mesa Parkway. Fire Flow Demands were then individually applied to each node and fire flow analyses were prepared to determine the effects of required fire flow from each to the nodes to ensure that the proposed system maintained a minimum residual pressure of 20 psi. A Fire Flow analysis was also performed to determine the Total Available Fire Flow at each of the nodes while maintaining a minimum residual system pressure of 20 psi. The results of these analyses and a synopsis of the WaterCAD software can be found in the Appendix. V. SYSTEM REQUIREMENTS Based on the system analysis for the entire proposed development, Zone -B provides the proposed development with adequate flow quantities but with excessive pressures. Therefore, a pressure reducing valve with a setting of 60 psi should be installed inline and prior to any residential service taps, and the system main should be constructed of 8"0 PVC C900 Class 200 pipe. During the construction of each phase, water mains shall be continued beyond each phase as necessary to provide a system loop. Each residential unit shall have a single 3/4"0 water service stub. Per the Consolidated Metropolitan District, residential units are not permitted to share a service stub. All fire hydrants, valves and other appurtenances shall be constructed in accordance to the Consolidated Metropolitan District Rules and Regulations. VI. CONCLUSION The Water Report for the Valley View Village, P.U.D. consists of 41 single-family lots, 3 attached single-family lots, 2 multi -family parcels and 1 neighborhood commercial parcel situated on approximately 36.4 acres The purpose of this report is to determine the proposed potable water system characteristics under Peak Hour and Fire Flow demands. The system was analyzed using standard EQR rates and the Haested Methods WaterCAD v.5.0 software. Due to marginal available pressures, West Water Engineering, Inc. will not accept a connection to the Zone -A system. Therefore, the Valley View Village Subdivision will connect to the Zone -B system with the installation of a pressure reducing valve set at 60 psi and a secondary bypass valve. Fire Flow Analysis One of the goals of a water distribution system is to provide adequate capacity to fight fires. WaterCAD's powerful fire flow analysis capabilities can be used to determine if the system can meet the fire flow demands while maintaining various pressure constraints. Fire flows can be computed for a single node, a group of selected nodes, or all nodes in the system. A complete fire flow analysis can comprise hundreds or thousands of individual flow solutions - one for each junction selected for the fire flow analysis. Fire flows are computed at user-specified locations by iteratively assigning demands and computing system pressures. The program calculates a steady-state analysis for each node in the Fire Flow Alternative. At each node, it begins by running a Steady -State analysis to ensure that the fire flow constraints that have been set can be met without withdrawing Fire Flow from any of the nodes. If the constraints are met in this initial run, the program then begins iteratively assigning the Needed Fire Flow demands at each of the nodes, and checking to ensure that the constraints are met. The program then runs another set of Steady State analyses, this time either adding the Maximum Fire Flow (as set in the Fire Flow Upper Limit input box of the Fire Flow Alternative) to whatever normal demands are required at that node, or replacing the normal demand(s). In either case, the program checks the residual pressure at that node, the Minimum Zone Pressure, and, if applicable, the Minimum System Pressure. If the Fire Flow Upper Limit can be delivered while maintaining the various pressure constraints, that node will satisfy the Fire Flow constraints. If one or more of the pressure constraints is not met while attempting to withdraw the Fire Flow Upper Limit, the program will iteratively assign lesser demands until it finds the maximum flow that can be provided while maintaining the pressure constraints. If a node is not providing the Fire Flow Upper Limit, it is because the Residual Pressure at that node, the Minimum Zone Pressure, or the Minimum System Pressure constraints are not met while attempting to withdraw the Fire Flow Upper Limit (or the maximum number of iterations has been reached). If a node completely fails to meet the Fire Flow constraints, it is because the network is unable to deliver the Needed Fire Flow while still meeting the pressure constraints. After the program has gone through the above process for each node in the Fire Flow Analysis, it runs a final Steady -State calculation that does not apply Fire Flow demands to any of the junctions. This provides a baseline of calculated results that can then be compared to the Fire Flow conditions, which can be determined by viewing the results presented on the Fire Flow Tab of the individual junction editors, or in the Fire Flow Tabular Report. The baseline pressures are the pressures that are modeled under the standard steady-state demand conditions in which fire flows are not exerted. Note: Results of fire flow calculations, which are obtained from calculations performed separately for an automatic batch run, are only reported in the Fire Flow tab of the individual element editors and in the Fire Flow Tabular Report (accessed from the Report menu or the Tabular Reports button). Results reported in the other Element Editor tabs do not take into account any fire flow, unless you explicitly entered the fire flow as a demand at a specific junction.
