recharge to rnaintain the reported yield.s on a long ternt ba.sis. Thus the

Aecording to T. Carter Page, the Elh Creeii Subd,ivision water system operator,
the ve11 is approxirnately Bd feet cleep uith a static rrater'level a-t !8 feet.
Mr. Page reports that to his kncwledge a,n official I'el1 test has never been
performed. on the r,re1l , but noted tirat tlurj.ng tirc tin:,e he has oper"atecl the

In terms of vater quality, vater from l,{ancos shale aquifers is typicall-}'high
in total d.issolved. solid.s a.nd. can often contain hyirogen su-] fiie. A1-though
requirements are not set forth for either of these constituents in Coloraclors
Primary Drinking Water Regrls.fisns, high d'issolr''ed solids can effect
palatability and. have a laxative effect on some ind.ividuals. Iiyd.rogen
sulficle irnparts attrotten eggt'odor. The substancleLrd riater qual.ity that is
normaily assoeiatetL vith mancos shal e can t,e improved r-ith *,]re ad.ciitj.on of

water is acceptable for in-house use. Mr. Page states that a recent ctremical
analysis on water from the Elh Creek Subd.ivision we1] showed. no voilations of
mandatory parameters set forth in the Primary Drinking Water Regulations. He
ad.ded that the vater has no taste or odor but was quite hard(2J grai.ns/ga11on=
l+5oms/l. )

Both lots will be served. by ind.ivi.dueil- se\{age d"isposal systems. The penrdt
for the existing system servl-ng the Turkts resid.ence in Lot l reports a
pereolation rate af 20 minutes per inch. This rate is in the acceptable
range of 5-60 minutes per inch requ:ireC by Garfield. County's Ind.ividual
Sewage Disposal System Regulations.
Lot 2 contains sinilar soils to Lot 1. Thus, it is anticipated, that sircilar
percolation rates lrould occur in Lot 2 ancl a stanrLard, septic tank -
leachfield could be utilized..
Dra.inage
No major drainages cross the proposed clevelopment. A rid.ge to the noriheast
rises over a thousand, feet above the tvo proposed lots. 9everal smeLl-I
drainages descend, from this rid.ge, but none of them enter the proposed.Iots.
They either drain to ttie north or to the south through E1k Creeh Subdivision.
It should be noted that no major provisions for hand.ling d"rainage seen to
exist in the EIk Creek development. Ttrus i'b is feltthat a najor storm could
result in sheet flow across portions of El-h Creek SubCivision which coufd
enter the proposetl d.evelopment, particui-ar1y Lot 2. Thus it is reconunended.
that the new residence in Lot 2 not be built directly over any of the srnal-l-
drainages where sheet fl-ows could concentlate. In acldition, final grading
around the resid.ence should be perfornei" tc <1j,rect sheet f1ovs arountL the
building.

No slope stabilitl, provlems were observed, rlo landslides,
rockfalls, or mudflows were noted. Somc minor debris fIow activity
may come off the hogback to the North, however, flo recent evidence
of flows wcre found"
Soils encountered on the siL.e will consist of lean sancly clays
and possibly, Mancos Shale bedrock. Swell potential l=or these

Dear Davis:
Thank you for the opportunity to comment on this proposal. Due to the
fact that as of yet New Castle does not have an adopted Master Plan and
Guide for Growth, my comnents will be in general.
Castle Val1-ey Ranch, a mixed use P.U.D. subdivision, has been subrn-itted
to the Town for consideration as to annexation. The Castle Valley
Ranch i-s approximately % nite south of the Turk Proposal and has a pro-
posed overall- density of 4.4. Consequently the Turk Proposal- poses no
problem as to density with the Town.
We are considering requesting that the Castle Valley Ranch devel-oper
dedicate an additional 40' R.0.W. along County Road 11245 to facilitate
possible future expansion/improvement of this road. LIe reconrmend that
you request the same from this developer and any future developers along
this road and that front set backs be held from this proposed future
R.O.W. You might also recommend a clause be included on the Final Plat
stating that if the additional R.O.W.rs not used within a specific num-
ber of years the property revert back to the owners.

The permitted well would apparently have to obtain water fron the
Mancos shale. We have doubts concerning the yield and quality of this water.
We would therefore recommend a pump test and water quality analysis be required
prior to final approval of this subdivision. It may be that an existing water
system would offer a better potential for water supply and there is apparently
a source appurtenant to this lot.
If the applicants are able to demonstrate that the supply will provide a
sufficient volume and quality of water, then we would recommend approval. We
will be happy to review this additional information at your request.

Dear Mr. Farrar:
The Sil-t-New Castle Fire Protection District is wil-fing to
accept the instal-lation of a l-000 gallon cistern in the
Turk Subdivision for fire protection. The cistern should.
be equipped. vlth a ffoat valve and connected to the water
supply of one of the two residences in the subdivision so
that it vifl remain ful]- at a].l- times. The tank must be
equipped. for easy install-ation of suction piping to al-l-ov
for pumping from the cistern vith fire equipment.

The flora anal fauna of the proposed- Turk Subd.ivision
is best d.efined. as the Pinon Pine - Juniper Community.
This community is characterized by pinon pine and juniper
wlth a sparse understory comprised of sagebrush, mountain
mahogany, numerous grasses and. forbs. A more d.etall-ed.
l-ist of the fl-ora and fauna which inhabits this vegetive
community is given in Tabl-e 1.
The proposed" devel-opment shoul-d have very littJ-e effect
on the plant and animal- community in the area beeause
of its low d.ensity.
