This letter summarizes the special inspection and materials testing services GROUND Engineering
Consultants , Inc. (GROUND) performed during construction of the Atlantic Aviation FBO Addition -Garfield
County Airport Project located in Rifle, Colorado. The special inspection and materials testing services were
performed at times and locations scheduled by the Contractor and/or Subcontractors between October 28th ,
2015 and August 181h, 2016.
During construction, representatives of our office were present on a part time basis to periodically observe the
open hole excavations and structural fills placed for foundations and structural walls . Exterior site
improvements , including sidewalk subgrades, pavement subgrades and aggregate base course were also
periodically tested during placement operations. Nuclear-moisture density testing was periodically performed
on the processed soils at times and locations scheduled .
Representatives of our office observed reinforcing steel placement and performed periodic testing on the
structural concrete placed for the foundation footings, walls and slab on grades at times and locations
scheduled. We also performed periodic testing of site concrete placed for sidewalk, curb and gutter.
Structural steel welded and/or bolted connections were periodically observed during field construction of
structural elements by a certified welding inspector (CWI) at times and locations scheduled .
Based on our review of the test results the field observations to date, it is our opinion that the materials tested
or observed as noted above were in general accordance with project plans, specifications , approval from the
design team, and/or applicable RFl 's.
The observations and materials testing as indicated above were performed as scheduled to provide data to
the Owner, Contractor and Subcontractors to assist them in evaluating the general compliance of the
materials and/or work with the contract documents at the times of our observation and testing . We did not
supervise, direct nor have any control over any of the Contractor's or Subcontractor's work. We were not
responsible for the Contractor's or Subcontractor's scheduling of our services , means , methods, procedures,
techniques, or sequences of construction, nor responsible for ensuring that any Contractor or Subcontractor
performed or completed the work in accordance with the contract documents or construction industry
standards .

As scheduled, a representative arrived to perform special inspection services. The following is a
summary of the services provided on this date.
Whi'e on site , we performed a preliminary observatioo of the structural wood framing for the FBO Addition main level within

hold downs boundary studs , and sheathing, window and door types, headers. king/jamb studs. and materials. The following is a
list of items that were observed to be out of conformance w1lh project documents
-114 "x3"x3" plate washers were not installed at shear wall anchor bolt connections to wall bottom plates .
-Some built up columns were not nailed in 4" OC staggered pattern as specified in Typical Details
• Simpson A35 Clips not installed above shear wall top plates
• Nail spacing at shear wall panel edges was greater than specified in some areas .
Rich Reeser with Blue Valley Carpentry was notified of discrepancies and wifl make necessary repairs prior to our next visit Al
