HomeMy WebLinkAbout09.0 Memo to BOCC 07.24.1997MEMORANDUM TO: BOARD OF COUNTY COMMISSIONERS FROM: MARK BEAN DATE: JULY 24, 1997 RE: CONTINUED PUBLIC HEARING - TEEPEE PARK TIMBER HARVEST On February 10. 1997, the Board opened a public hearing to consider the application from Clay Tucker, Sharon Tucker, David Frase and Timothy & Stacey Frase for a Special Use Permit for natural resource extraction for a commercial logging operation. The public hearing was continued for a number of different reasons. The primary reason for the continuance was to allow the City of Rifle and U.S. Forest Service to complete their respective permit processes. Additionally, there was discussion about possible alternate solutions to the proposed condition of approval No. 7, regarding the need for "engineered plans for the construction of intervisible turnouts on County Road 317". The following is a discussion of the these issues and others: City of Rifle: The City of Rifle has approved an application for a Watershed District permit from Tim D. Frase, Stacey D. Frase, Dave P. Frase Clay K. Tucker, Sharon L. Tucker, Paul R. Quatraro and Kay Quatraro. (See pgs. 3. 7 ) U. S. Forest Service: On June 9, 1997, the USFS released the Tucker and Frase Right -of -Way Draft Environmental Assessment for a 30 day public review. In a verbal conversation with the USFS this week, it was stated that the Notice of Decisio should issued shortly, with the preferred alternate identified in the decision. (See pgs. I • Z ) Continued Public Hearing: At the last hearing, there were a number of proposed conditions of approval discussed, in addition to the conditions recommended by the Planning Commission. The following is a continued list of proposed conditions, numbered consistent with the previously proposed conditions: 10. All vehicles used in conjunction with the logging operation must be licensed in the State of Colorado, through the Garfield County Clerk & Recorders Office. 0/4,44-//15 hovv)14.1 411/1r24242- 11. The hauling of logs will be discontinued a4times1when local ranches are moving cattle up or down County Road 317, when requested by a local rancher with grazing rights or property in the Beaver Creek drainage. 12. The applicant will not allow employees to drive personal vehicles to the site and will provide a crew cab for the transport of erployges on and off of the site. olL 11/r/ 13. County Road 317 will be resurfaced(by the applicant from the intersection with CR 320 tothee' : h. tCS_ The applicant has verbally indicated that they intend to propose a different method of dealing with traffic conflicts on CR 217 than the "intervisible turnouts" proposed in condition No. 7 in the original report.
