The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector.
2, Permanent address assigned by the Garfield County Building Department posted where
readily visible from access road,
3. A finished roof, a Iockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, kitchen
floor coverings, counter tops and finished walls, ready for stove and refrigerator, all necessary
plumbing.
4. A complete bathroom, with wash bowl, tub or shower, toilet stool, hot & cold running, water,
floors and walls finished an a privacy door.
5. All steps outside or inside over three (3) steps must have handrails, guardrails on balconies
or decks over 30" high constructed to all 1994 UBC requirements.
6. Outside grading done to where water will detour away from the building.
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e,, weather, but a Certificate of Occupancy will not be issued
until all the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE ABOVE
ITEMS HAVE BEEN COMPLETED.

CONDITIONS FOR PLAN REVIEW # 04 -95

GENERAL REQUIREMENTS:
G-1 All references are taken from the 1988 Uniform Building Code (U.B.C.),
1988 Uniform Plumbing Code (U.P.C.), and the 1988 Uniform Mechanical Code (U.M.C.)
Provide for protection of concrete during freezing weather. All concrete materials and all
reinforcement, forms, fillers, and ground with which concrete is to come in contact with shall be
free from frost, (Section 2605, U.B.C.)
Also, reference plans submitted from the owner dated 01/24/95. The plans are not
stamped and this office has not received a soils test. If soils tests are required (Section 2905, (a).,
(b)., (c)., U.B.C.) shall apply. Please keep in mind that the Garfield County Building
Department, may require special reports as deemed necessary per. (Section 302 (b)., U.B.C.)
Soils, engineering data at the garage floor, compaction reports, etc.
G-2 The conform polystyrene form system proposed is governed under I.C.B.O. Report No.
457, this report is available from Garfield County. Exposed walls in the basement shall be
separated from the interior with a minimum 1/2 thick regular gypboard as set forth in this report
(see pg. 2. of 4., (Report No. 4575 I.C.B.O.) All of the findings of this report are required.
G-3 In reference to the 2 x 12 rough sawn native spruce pine fir proposed structurally
throughout the plans. Please refer to (Section 2505 of the U.B.C.) which states: All lumber,
plywood, board, structural glued - laminated timber, end jointed lumber, fiberboard
sheathing (when used structurally), hardboard siding (when used structurally), piles and poles
regulated by this Chapter shall conform to the applicable standards or grading rules specified in
this Code and shall be so identified by the grade mark or a Certificate of Inspection issued by an
approved agency.

other ways of identifying grade marks and Certificates of Inspections are throughout
(Section 25.401., of the Uniform Building Standards)
G-4 The garage floor calls for 2 x 10 hem fir at 12 inch o.c. (Sheet S-1., also, Sheet A-1.,)
shows 2 314 inches of concrete over concrete. Please reference condition G-3., above (Section
2303, 2304, (a)., (b)., (c)., (d)., (e)., U.B.C.) (Reference Section 302, (b)., shall apply) The
Building Official may require plans computations and specifications to be prepared concerning
these specific Code Section. The design work needs to be performed by a Engineer or Architect
licensed in the State of Colorado.
G-9 It is our understanding that the owner desires to construct the house for himself and
therefore does not need a general contractor. However, it is the duty of the owner to notify the
Building Dept. when the construction is ready for inspection. Schedule the inspection at least one
day before such inspection. All work is subject to inspection prior to any cover up,
(Section 305, entire Section of the U.B.C.)
G-10 Utility cut permit is required when any installation of utilities (gas line, water line, etc.),
shall be placed in the County right of way or across any County roadway. Obtain this permit from
the Road and Bridge Office, either at 1015 School St., Glenwood Springs, Co 8160I, or call
945-6111.
G-14 All grading on site must comply with Chapter 29 and 70, of the U.B.C. (i.e., maximum
slope of cuts and fills, etc.) Provide adequate drainage away from the structure at all locations
around the building (use Section 2905 (f) and Section 2907 (5) of the U.B.C.)
BUILDING CODE ITEMS:
B-2 Submit engineer reports which indicate satisfactory means of compaction if fill is used for
bearing, under foundation systems, (Section 2905, U.B.C.), coordinate with the Building
Inspector as needed.
B-6 Locate all utilities for line locations and approval prior to beginning any excavation on site
(water, electric, telephone, etc.)
B-10 Anchor bolts shall comply with, (Section 2907, (f), U.B.C.)
13-15 (Section 503 (d). 3., U.B.C.) A one hour occupancy separation will be required between
the garage and the rest of the dwelling. The separation may be limited to the installation of
material approved for one-hour fire -resistive construction on the garage side. 5/8 inch Type X
drywall must be applied to bearing walls throughout and structural members supporting any
portion of the single family dwelling above.
A self closing, tight fitting solid wood door 1 3/8 inches in thickness will be permitted in lieu
of a one-hour fire assembly, (Section 503 (d)., exception 4. U.B.C.)
Coordinate wall construction with the Building Inspector during construction for the
one-hour fire -resistive construction requirements at framing inspection.
13-18 Water closet compartments minimum 30" wide with 2' x 0" clear space in front, (Section
511, (a)., U.B.C.).
B-21 Provide premises identification which is legible from the street in accordance with,
(Section 513, U.B.C.)
B-24 The contractor needs to be aware of (Section 1204 of the U.B.C.), when ordering
windows. Each sleeping room shall have at least one window or door which may be used for
escape or rescue.
The following required:
Maximum sill height above floor: 44 inches
Minimum net clear opening width: 20 inches
" " " " height: 24 inches
" " " It . 5.7 square feet
A minimum of 20 inches wide by 41 inches high or 34 inches wide by 24
inches high is needed to achieve the required 5.7 square feet.
B-29 The basement can not be used as a sleeping area unless egress windows comply with the
U.B.C., are installed. An additional permit will be required prior to finishing the basement, at that
time window wells and true egress windows will be required. Egress windows and window wells
complying with U.B.C., can be installed with this permit for future finishing of the basement. Be
aware of the egress window requirements for the upstairs bedrooms when ordering windows,
(Section I204, U.B.G.)
B-32 Provide smoke detectors in accordance with (Section 1210, of the U.B.C.) One smoke
detector is required on each level and they shall be inter connected. Audible from the bedrooms
with the door closed. Also one will be required at the high point in the living room.
B-34 Bathrooms without, operable windows shall be equipped with a fan vented directly to the
outside. It appears that operable windows are called out on the plans, however, the owner may
desire a fan. The fan should provide five air changes per. hour. In addition the laundry room will
have the same requirements, (Reference Section 1205 (c)., U.B.C.)
13-39 R-19 batt insulation is shown, be aware that vapor barriers or breather papers cannot be
left exposed, (i.e., attic, crawl space, unfinished areas,) (Section 1712., and 1713., of the U.B.C.)
B-53 Wafer board shall not be used as subfloor unless it complies with applicable I.C.B.O. or
C.A.B.O. report, (Section 2517 (e), U.B.C.)
13-58 Provide solid bridging over bearing partitions, walls, and beams, (Section 2506, (h).,
U.B.C.) and bridging / solid blocking / cross bracing per (Section 2506, (h)., U.B.C.)
B-70 Fire stopping and draft stopping shall be installed to cut off all concealed draft openings
(both vertical and horizontal), (Section 2516 (f)., U.B.C.)
B-77 Rafter ties minimum 4' oc where ceiling joists and rafters are not parallel, fastened as
required (Section 2303, 2517, (h) 4., U.B.C.)
B-79 Any deck construction outside the building will need to meet the minimum GO lb. live load
requirements, load designs based on (Table 25 - U - J - I., of the U.B.C.) coordinate with your
Inspector.
B-94 Manufactured joists and beams (T.J.I.s / glu-lams, etc.,) shall be sized and installed in
accordance with the manufactures documents and installation guide. For boring holes and cutting
T.J.I. joists, these documents must be followed (i.e., the flanges, top and bottom must never be
cut or notched.) (Reference N.E.R. 119. and N.E.R. 200).
B-100 Attic ventilation is required to be in accordance with (Section 3205 (c).,) coordinate with
the Building Inspector during construction.
13-110 Ice and water shield, shall extend up from eaves to a line 24 inches inside exterior wall
line, inside the building, or two layers of 30# felt shall be applied shingle fashion and solidly
cemented together, (Reference Table No. 32-B-2 with footnotes, U.B.C.
B-112 The walls and soffits of the enclosed usable space under the stairs shall be protected on
the enclosed side only as if for one-hour fire -resistive construction, (5/8 inch Type X drywall,
Section 3306 (m)., U.B.C.)
B-113 Section 3306 Subsection (c), shows that the stairs may be constructed with 8 inch
maximum rise and 9 inch minimum run. The greatest riser height and largest tread run within any
flight of stair, cannot have more than 3/8 of an inch deviation.
Stairway handrails: (minimum height 34 inches, maximum height 38 inches) hand grip
portion shall be not less than 1 1/2 inch nor more than 2 inches in x -section dimension. Minimum
of one handrail required on all stairways with more than three risers. Minimum 1 1/2 inch space
required between wall and handrail, (Section 3306 (j)., U.B.C.)
Guardrails of 36 inch minimum height shall be installed at open sides of stairways,
landings, ramps, decks, or porches more than 30 inches above grade or floor below. Open
guardrails shall have a pattern such that a sphere 6 inch in diameter cannot pass through, (Section
1711, U.B.C.)
B-118 Headroom, every required stairway shall have headroom clearance of not less than 6 feet
8 inches measured vertically from the tread nosing to the nearest soffit above, (Section 3306 (p).)
B-120 Provide safety glazing in all hazardous locations as defined in (Chapter 54 of the U.B.C.)
Glass and glazing must also comply with all State and Federal requirements, (i.e., doors,
windows, showers and bathtub enclosures, etc.)
PLUMBING CODE ITEMS:
P-1 Coordinate all water and sewer extensions, connections, and pressure tests outside the
building with the Building Inspector for Garfield County, prior to back fill, (Section 317 (a), (b),
(c), (d), of the U.P.C.)
P-3 Plumbing and mechanical must comply with the Uniform Plumbing Code (U.P.C.) and the
Uniform Mechanical Code (U.M.C.)
P-4 Dishwashers must hook to the drainage system through an approved air gap. Contact
Building Department, for other approved method prior to installation, (Section 608 (c), U.P.C.)
P-5 All boilers shall be equipped with an approved backflow device (double check with an
atmospheric 'vent is acceptable), (Section 1003, U.P.C.).
P-6 Hose bibbs shall be equipped with self -draining approved backflow prevention devices,
(Section 1003 (h) and (i) U.P.C.)
P-7 The basement shall have a floor drain installed close to the boiler and hot water heater.
Providing a floor drain for the temperature / pressure relief valves on the boiler and hot water
heater will protect the home from flooding. Tliis floor drain needs to be accessible and close to
the boiler and hot water heater, (Section 1007, U.P.C.).
P-11 All gas piping shall be installed and sized correctly, pressure test is required a minimum of
10 Ibs, for 15 minutes, (Section 1206 of the U.P.C.)
P-12 All high pressure yard piping, placement of the meter and shutoff valve is the responsibility
of the gas purveyor, (Rocky Mountain Gas Co.)
MECHANICAL CODE ITEMS:
M-1 The fitrnace, boiler, or H2O heater, shall comply with the U.P.C. and U.M.C.,
(i.e., combustion air, installation, clearances, access, venting, etc.) All of the gas appliances will
be accompanied with manufactures documents (owners manuals) these documents will assist in
installation, also they need to remain with the appliances.

M-2 The clothes dryer vent cannot terminate in the crawl space. Will need to be a minimum
4 inch diameter and duct directly to the outside, (Section 1903 (a)., (b)., (c)., of the U.M.C.)
M-4 Provide disconnects and receptacles for all mechanical units as required (Section 509,

M-7.1 (Section 1706 (a).6.,) gas vents and factory built chimneys are required to have draft
stops at each floor and ceiling properly installed and inspected prior to cover - up.
G-1.1 Every attempt is made by the Building Department to perform a thorough plan
review, however please be aware of (Section 303 (c) of the U.B.C., which states):

shall not be construed to be a permit for, or an approval of, any violation

jurisdiction. No permit presuming to give authority to violate or cancel the
provisions of this code shall be valid.
The issuance of the permit based upon plans, specifications and other data
shall not prevent the Building Official from thereafter requiring the correct-
ion of errors in said plans, specifications and other data, or from preventing
building Operations being carried on thereunder when in violation of this code
or of any other ordinances of this jurisdiction.

plumbing and mechanical codes, applicants are requested to review the following check list prior to

PROCEDURE REQUIRED FOR COMPLIANCE WITH THE GARFIELD COUNTY SEWAGE DISPOSAL
REGULATIONS.
Step I: Application
A. Obtain a standard "Individual Sewage Disposal System" application from the Building and Sanitation
Department, 109 8th Street, Suite 303, Glenwood Springs, Colorado 81601, 970-9458212 or 625-
5571
B. Return completed application, map to property, site plan and diagram of site to the Building and
Sanitation Department (Pages 2 and 3) and building plans. INDIVIDUAL SEWAGE DISPOSAL
SYSTEM PERMITS WILL NOT BE ISSUED WITHOUT AN APPROVED BUILDING
PERMIT.
C. Make check or money order payable to "Garfield County Treasurer" (The cost for the permit fee and
percolation test is $150.00 or if a Registered Professional Engineer does the percolation test, the cost
is $50.00 permit fee). FEES ARE NOT REFUNDABLE.
D. Your Individual Sewage Disposal Permit will be issued along with your building permit provided no
prohibitive problems are encountered.
Step II: Percolation Tests -SEE DETAILED INSTRUCTIONS ON PAGE 6
A Prepare three (3) percolation holes 4 feet deep, 8 to 12 inches in diameter, and 20 feet apart in the
area of the proposed leach field area (Instructions for post hole or back hoe holes are on page 4).
B. Fill percolation holes with water oact for the required eight (8) hour soaking period.
C. Request percolation test by Sanitarian. (To avoid construction delay, we suggest arrangements for
percolation test be made at least 24 hours prior to the end of the soaking period). Please have at
least five (5) gallons of water for each hole available at the site for the percolation test.
!! ! ! IMPORTANT! ! ! ! Please be advised that if the Sanitarian's initial field visit to your property reveals any unusual
difficulties such as high water table, excessive percolation rates, bedrock, etc., the services of
a Colorado Registered Professional Engineer and/or Board of Health approval will be
required.

Final Inspection
When all components are in place, connected and ready to cover, request a final inspection by the
Sanitarian.
DO NOT backfill any part of the system prior to the inspection.
The initial fee covers the percolation test and one inspection before cover up. Any additional
percolation tests will be charged at $100.00 each and additional inspections will be charges at $42.00
each.
Upon final approval, carefully cover the entire system.

PERCOLATION TESTS
The successful operation of your septic system depends on the rate the soil in which your leach field will be installed
will accept water. THIS IS CRITICAL. The rate of absorption is called the percolation rate and it determines the size
of the leach field needed for a particular flow of sewage and in some cases even determines the feasibility of the
installation of a septic tank and leach field system. In some cases, the profile hole may be waived but only by specific
approval of the Environmental Health Department. PERCOLATION TEST MUST BE DONE AT THE GROUND
DEPTH WHERE ABSORPTION WILL TAKE PLACE. STANDARD SEEPAGE BEDS (LEACH FIELDS) ARE
INSTALLED THREE FEET DEEP, SO THE PERCOLATION HOLES ARE DUG FOUR FEET DEEP, AT LEAST
20 FEET APART, IN A TRIANGLE SHAPE. THE PERCOLATION TEST IS DONE IN THE BOTTOM ONE (1)

A post hole digger, auger or back hoe can be used to dig the percolation test holes. If a back hoe is used, dig the back
hoe hole three (3) feet deep, with a bite for steps, and put a test hole one (1) foot deep and 8 to 12 inches in diameter
in the bottom. Installation of absorption areas (i.e. drywells) deeper than three (3) feet require the permission of the
Environmental Health Department,
Saturation with water will affect the percolation rate, and since the system will be expected to operate when the soil is
saturated with water, THE HOLES MUST BE FILLED WITH WATER AT LEAST EIGHT (8) HOURS BEFORE
THE TEST AND ALLOWED TO STAND. More water will be needed to perform the percolation test, so AT LEAST
FIVE (5) GALLONS OF WATER PER HOLE SHOULD BE ON HAND WHEN THE TEST IS PERFORMED.
AN EIGHT (8) FOOT PROFILE HOLE IN THE LEACH FIELD AREA IS REOUIRED IN THE STATE OF
COLORADO TO DETERMINE THE PROXIMITY OF GROUND WATER AND BEDROCK. (One soil profile hole
shall be drilled or dug to provide observation of the sod profile of the area of the soil absorption system. The hole shall
be prepared at least eight (8) feet deep. The hole may be terminated when groundwater or bedrock is encountered.
The hole shall be prepared in such a way as to provide identification of the soil profile four (4) feet below the bottom
of the soil absorption system).

It is desirable to provide sufficient land area for entire new absorption system if needed in future.
In every case, sufficient land area should be provided for the number of bedrooms (minimum of 2) that can
reasonably be anticipated, including the unfinished space available for conversion as additional bedrooms.

Absorption area is figured as trench -bottom area and includes a statistical allowance for vertical side wall area.

Dwelling on less than two acres, areas of high water tables, or areas with a percolation test rate faster than 1" in 5
minutes must have alternative sewage facilities, i.e., central collection, holding tanks, individual treatment, etc.
EXCEPTION: Absorption areas may be allowed with percolation rates faster than one (1) inch in five (5) minutes
provided the soil is a sandy texture and no water table problems are encountered.

Septic construction should be of concrete, concrete block or of a material that will resist deterioration and which
can be made reasonable watertight.
Acceptable drain field pipe materials include plastic, terra cotta or concrete. If the house sewerline is Ionger than 10
feet between house and septic tank, a clean-out Y should be installed as near as practical to the house.
Septic tanks should be inspected once a year and cleaned when necessary. Cleaning is recommended when space
between the scum accumulation and sludge residue on the tank bottom is less than eighteen (18) inches.
The Department recommends pumping a septic tank once every four (4) years when a yearly inspection by the
owner is not practical.
