COLORADO:
Pursuant t• C.R.S. 1973, 30-28-101(10)(d), Eulene H. Rankin,
Joanne M. Ranki , and Robert M. Rankin respectfully petition the
Board of County Commissioners of Garfield County, Colorado, to
exempt by resol tion from the definition of the terms '"subdivision`
and "subdivided land," as set forth in C.R.S. 1973, 30-28-101(10)(a),
one parcel of 1 n located in Garfield County, Colorado and par-
ticularly descr bed on .EXHIBIT ONE attached hereto and made a part
hereof.
In support of this Petition the undersigned respectfully
submit:
1. The sarcel of land is owned by Eulene H. Rankin,
Joanne M. Ranki and Robert M. Rankin (Rankins), end it contains
one building co prised of four one -bedroom apartments. The
location is sho.n on a survey map of Rankins1 property attached
hereto es XHIE'T TWO.
2. When the existing apartment building was constructed
in 1973, underg ound water and electricity connections were
provided for co struction of additional housing, (see EXHIBIT TWO).
3. The ankins propose to construct in a manner which
satisifies all i•ertinent Garfield County end Colorado State
regulations. additional dwelling units on the parcel.
4. The proposed addition will consist of eight two-bedroom
apartment units, one of which will be occupied by Eulene H.
Rankin as her place of residence.
5. The existing structure and the proposed structures are
not and will n be separ•a'ted by streets, roadways or driveways.
6. The Rankins will own, manage and maintain the entire
parcel, includ'ng present and proposed improvements, and will
occupy a part •hereof.
7. Consequently the creation of additional dwelling
units in this manner is not within the purposes of Part 1 of
Article 28 of Title 30, Colorado Revised Statutes, 1973.
WHEREFORE, the undersigned respectfully request that
the Board of County Comrnis::,ioners of Garfield 'County, Colorado
Grant to them an exemption to permit the Rankins to construct
eiEht two-bedroom apartment units on a single parcel of land
presently containing one four -unit apartment building; without
the resulting construction of such units beim considered as
the creation of a "subdivision" or Itsubdivided land."

I talked with Ken Aske from Wright McLaughlin Engineering in regard
to the water supply available from an 11/2" water line. According to
his hydraulic tables, the following supply is available.
At 50 lbs of pressure an 11/2" line will supply 30 gallons per minute.
At 100 lbs. of pressure it will supply 45 gallons per minute.
To calculate this out for you; total water supply, you would have
available ( at 100 lbs. of pressure ) 64,800 gallons per 24 hour
day. (45 X 60 minutes X 24 hours)
According to Mr. Aske, you should plan a maximum flow of 150 gallons
per day per capita. Your maximum usage for 8 two bedroom units with
3 people and 4 single bedroom units with 2 people would be 4,800
gallons per day.
(8 units X 3 people X 150 g.p.d. plus 4 units X 2 people X 150 Gpd)
According to the previous figures, your supply is more than adequate
to meet your demand.

Dear Mrs. Rankin:
I have been instructed by the Board of Directors of the West Glenwood
Springs Sanitation District to inform you that the sewage treatment
plant presently has adequate capacity to treat the sewage from the
eight units you propose to construct on Market Street in West Glenwood
Springs, Colorado.
The sewage line from the plant to the intersection of Highway 6 & 24
and Market Street is of adequate size to carry the flows from the
0_ eight units you propose to construct.

The sewer line which runs up Market Street is a 6 -inch line already
serving a large number of units. Colorado State law states that,
"No public sewer shall be less than 8 -inches in diameter." Therefore,
the District will not allow any more connections to this sewage line
until it is brought to an 8 -inch minimum size.
