DESCRIPTION OF THE PROPOSAL BOcc LO/05/87 Exemption from the Definition ofSubdivision John Reed A tract of land situated in the NEl/A of Section 27, T65, R89W,located approximately one milesouth of Glenwood Springs off of County Road 116 in the vicinity ofthe Glenwood Springs Airport. The site consists of approximately2.0 acres. PROJECT INFORMATION AND STAFF COMMENTS REQUEST: APPLICANT: A. Site Descgi.ption: The site is located in a commercial areaffieG1enwoodSpringsAirport.Improvementsonthesite include a two-story office warehouse buildingr 6rn airplanehanger 1 d. log house used as the airport office, and a 3-unitapartment building also with some office space. B. ProjecL Description: The applicant proposes to divide the siteinto 2 one aCre lots, with the office warehouse and hangerseparated from the remaining uses. No new construction isproposed at this time. C. Histogy: The two acre parcel has beenETffiary 1, Lg7 3 . ITI. MAJOR ISSUES AND CONCERNS in existence since prior r. The application has been referred to the city qf GlenwoodSprings. Their comments are attached. (See page - / ) Letters from the City addressing domestic water service, and fromthe Glenwood Springs Fire Protection District addressing fireprotection on the site have been submitted. (See vages / { ? I Thq two proposed lots will each be served by separate existingindividuaL sewage disposal systems ( r . S. D. S. ): rhe proposed oneacre lot sizes are in compliance with section 5.04:03- of theGarfield County zoning Resolution. This Section establishes oneacre as the minimum rot size for parcels with r.s.D.s., providedthat domestic water is from a central source. 2. 3. -9- 4. The multiple uses on the existing parcel currently have apre-existing, non-conforming statusr dS it relates to current County regulations allowing for only a single principal use on a Iot. The applicantrs proposal to divide the parcel does not represent an intensification of the degree of non-conformity. 5. Soil Conservation Service informabion on the site indicates severe limitations for septic systems, based on large stones inthe soil and pollution potential. Further development or redevelopment of the site may encounter limitations due to domestic water supply, sewage disposal andfire protection in this area. The applicant's present proposal does not represent any changes in the current land use on thesite. IV.SUGGESTED FINDINGS 1. The proper posting and public notice was provided as required for the meeting before the Board of County Commissioners. 2.That the meeting before the Board of Countyextensive and complete, that all pertinent issues were submitted and that aLl interestedat that meeting. commissioners wasfacts, matters andparties were heard V. 3. RECOMMENDATION APPROVAL, with the following conditions: I. That the following plat notes be included on the Exemption plat: That the creation of separate interests on Parcel "B', byselling one residential structure separate from the other,is not authorized by this exemption. B. Each lot may be subject to engineered septic systems. C. Further development of this site may be limited, and theCounty may be required to withold building permits due tol-imited domestic water supply, sewage disposal- constraints, and fire protection problems. 2. That all access and utility easements on the site be inc.Luded onthe Exemption plat. 3. That aIl represenLations of Lhe applicant, either within theapplication or stated at the meeting before the Board of County Commissioners, shaII be considered conditions of approval.
