As requested, we visited the Eiseman Residence on Lot 19 of Mineota Es-
tates, Filing No. 2 in Garfield County on August 12, 2016. The purpose of our
site visit was to evaluate the approach taken to construct foundations from our
professional engineering perspective. The residence is being constructed on
footing foundations supported by a 2-feet thick mat of granular structural fill.
Footings were constructed and foundation walls were formed prior to our visit.
CTL I Thompson, Inc. did not observe placement of structural fill or perform den-
sity testing. The structural fill material is imported aggregate base course. Sub-
surface conditions below the structural fill mat appear to consist of very stiff natu-
ral clay and very hard weathered shale.
Supporting foundations on variable subsoils and bedrock typically involves
increased risk of differential building movement. Subexcavation of the in-situ ma-
terials and replacement with structural fill is a reasonable method to enhance po-
tential building performance. In our opinion, the aggregate base course is a suita-
ble material to create a reasonably uniform bearing layer of structural fill for the
building, provided the fill was densely-compacted.
