FUGITIVE DUST EMISSIONS CONTROL PLAN
This fugitive dust control plan is being submitted to satisfy CDPHE and/or Garfield County SUP
requirements. The construction & use of the PA 41-9 Pad Location is a source / activity that could
potentially result in fugitive dust emissions. The control plan must enable the source to minimize
emissions of fugitive dust to a level that is technologically feasible and economically reasonable. If
the control plan is not adequate in minimizing emissions a revised control plan may be required. The
control plan will be followed by Williams to meet its obligations under the Garfield County Special
Use Permit.
PREVENTION
The goal of this dust control plan is to:
1. Prevent dust from exiting the property,
2. Prevent visible emissions from exceeding opacity regulations, and
3. Prevent public nuisance.
This implies the use of adequate measures during the appropriate evolution of each construction and
operation activity. Best Management Practices will be implemented through Stormwater
Management Plan in order to decrease potential soil loss through wind or water erosion. May also
include; wind breaks and barriers, frequent watering, application of soil additives, control of vehicle
access, vehicle speed restrictions, covering of piles, use of gravel at site exit points to remove caked
on dirt from tires and tracks.
The following checked items are a summary of the ongoing dust control measures that the company
has committed to under the Rulison Industrial Support Facility SUP:
I. Control of Unpaved Roads on Site
® Watering
❑ Frequent (Watering Frequency of 2 or More Times Per Day)
® As Needed
❑ Application of Chemical Stabilizer
❑ Vehicle Speed Control
Speeds limited to 15 MPH maximum. Speed limit signs must be posted.
(Generally 30 mph is maximum approvable speed on site.)
❑ Gravelling
II. Control of Disturbed Surface Areas on Site
® Watering
❑ Frequent (Watering Frequency of 2 or More Times Per Day)
® As Needed
❑ Application of Chemical Stabilizer
Cl Vehicle Speed Control
Speeds Limited To 15 MPH Maximum. Speed Limit Signs Must Be Posted.
® Revegetation Revegetation Must Occur Within One Year Of Soil Disturbance
® Seeding with mulch
❑ Seeding without mulch
® Furrows at right angle to prevailing wind

Construction Activities: Focus will be on soil preservation and segregation of soil types to facilitate reclamation of site
Erosion: Soil loss will be minimized through BMP under the Stormwater Management plan
Dry Conditions: Watering and/or dust suppressants will be applied as needed to minimize fugitive dust
High Wind events: Watering and/or dust suppressants will be applied as needed to minimize fugitive dust
Open Burning: Open burning of any vegetation and/or industrial materials will not take place at this site
