Box 1926 Rifle, CO.81650-f926 RE:Exemption Petition - Rifle Gap Land Company Dear Mr. Savage: I have been reviewing your Exemption Petition for the above referenced project and have the following con@rns: Description of proposal is listed as four tracts of approximately 10, 10 and 19 acres, more or less (page 1). Exhibit A shows four lots being created with a flfth by default. While it is obvious that The Rifle Land Co. has a substantial amount of available water, water to these lots is somewhat dubious. Planning Department comfort in rwiewing this proposal wotrld be gfeafly enhanced if the answer to this question was more substantial. At this time, to continue the review of your application I will need the following: An exact count of lots to be created and their acreage - please bear in mind that a total of four lots can be created. If a lot is created by default that has to count toward the four lots. There must be a "proved up" source of water that meets the following criteria: That a four hour pump test be performed on the well to be used; A well completion report demonstrating the depth of the well, the characteristics of the aquifer and the static water level; The results of the four hour pump test indicating the pumping rat€ in gallons per minute and information showing down draw and recharge; A written opinion of the person conducting the well test that this well should be adequate to supply to the number of proposed lots; 5. An aszumption of an average or no less than 3.5 people per dwelling unit, using 100 gallons ofwater per person, per day; The water quality be tested by an approved laboratory and meet State guidelines concerning bacteri4 nitrates and suqpended solids; A water sharing agreement will be filed with the exemption plat that defines the right of the properly owners to water from the well. The property is within the boundaries of the Rifle Fire Protection District and fire suppression and emergency medical services are provided to the area by the District. In order to assist the District in the providing of these services, we would make the following recommendations: 1. Vegetation should be removed from near any structures in order to provide a safe zone in the event of a wild land fire. When constructing access roadways into the parcels, consideration should be given to the weights and turning radius' of emergency apparatus to permit access during adverse weather conditions. Addresses of the individual properties are to be posted where the driveway intersects the County Road and on the individual residences if shared driveways are used. Letters are to be a minimum of 4 inches in height, Yzinch in width, and contrast with background colors. As stated in the petition, fire protection water is available from irrigation ditches and adjacent ponds. The District would recommend the installation of a dry hydrant in the pond to provide a year-around water supply for fire protection use. As the time draws closer for construction of the structures, please contact the District for final approval of the water supply.
