As the Engineer and Surveyor working on the development of Lot 2 Coke Ovens Subdivision Exemption, we respectfully request an ingress and egress easement across two points in the Right of Way of County Road 163 (Airport Road). The property owner proposes to construct two twelve foot wide gravel driveways to access a proposed two story office and shop building. The lengths of the proposed upper and lower driveways across the Right of Way would be forty-eight and sixty feet in length respectively. The distance between the proposed driveways, as measured from each centerline along the existing west edge of the County Road, is 568 feet. The southern access is constructed within an access easement that is depicted on the recorded plat of the Coke Ovens Subdivision Exemption Plat for a common driveway serving both Lots 2 and 3 of the Coke Ovens Subdivision Exemption. With respect to anticipated future traffic volumes, we offer the following information. According to the owner of Lot 2, he expects to have 6 full or part-time employees working from the building. On that basis, according to the 8th Edition of the ITE Trip Generation Manual, 6 full-time employees would result in a calculation of 22 vpd. Using another approach, the proposed building is a two-story building with the upper level being the office and the lower level being a maintenance shop. Each level contains approximately 3,245 sq.ft. Therefore, on the basis of floor area, according to the ITE (Single Tenant Office Building - 715), the office area would result in a calculation of 38 vpd. And, the lower level Access Permit Letter - Lot 2 Coke Ovens Subdivision Exemption, Garfield County, CO January23, 2017 Page 1 of 2 maintenance shop area (General Light Industrial - 110) would result in a calculation of 23 vpd, for a total of 61 vpd for the site. We believe that this is probably an over-estimate of the actual vpd for this site. Regarding traffic counts for the adjacent property to the south (Lot 3), it is our understanding that the adjacent property is currently vacant. Therefore, under current conditions the ADT should be essentially zero. Under future build -out conditions, this property is zoned Commercial/General in Garfield County, the allowed uses of which are extremely varied based on the County's zone district standards, and therefore it would be difficult to estimate the future traffic volumes for that Lot. However, we would expect that whatever future use is developed on Lot 3 it would require another access permit with the City and at a minimum it would require that the common portion of the driveway be widened from the currently proposed one -lane configuration to a two-lane configuration.
