The undersigned, Bruce L. Payne, President of Laramie Energy, LLC, a Delaware Limited Liability
Company (hereinafter referred to as the "Company"), does hereby appoint Wayne P. Banker' of 744
Horizon Court, Suite 115, Grand Junction, Colorado 81506 (hereinafter referred to as "Agent") to act as
attorney-in-fact on behalf of and in the natne of the Company for the purpose of acquiring permits and
authorizations for the development of the Company's oil and gas properties from agencies and offices of
the U.S. Government and of the State of Colorado, including, but not limited to, the Bureau of Land
Management, the U.S. Forest Service, the Colorado Department of Wildlife, and the Colorado Department
of Health and Environment and to execute such documents in the name of the Company as may be incidental
to such purposes, including without limitation: (a) rights of way authorizations, (b) special use
authorizations, (c) temporary use authorizations, and (d) road use permits. This Power of Attorney shall be
effective as of January 22, 2016 and shall remain in effect until revoked by the Company.
Any party dealing with Agent shall be entitled to rely upon his authority to act on behalf of the
Company unless and until such party has received written notice that the same has been revoked.
