Simonson, PE, CFM DATE: January 16, 2017 RE: Culvert Capacities and Temporary Pipeline Impacts Dear Matt, The purpose of this memorandum is to summarize and transmit the following calculations relative to the culverts that are to be utilized to cross roadways for the temporary water pipeline from the B&V pad to the Tompkins Pipeline in Battlement Mesa. We have calculated the capacities and the anticipated design flows to each crossing based upon the 25-year rainfall event. In the drainage calculations, we have utilized the TR-55 method of runoff estimation in concert with the Isopluvial maps as published in the SCS technical release no. 55 entitled “Procedures for Determining Peak Flows in Colorado”. With this reference, the rainfall for the 25-year, 24-hour storm is 1.8 inches. The summary of the calculations are as follows: For those driveways with a 15” CMP, the culvert capacity from the CR 300 Bridge to W Battlement Parkway intersection is 4.73 cfs (based on inlet control with blockage). The estimated 25-year flow to the lowest (worst case) culvert is 1.78 cfs. Thus the 15” culverts have adequate capacity to be used as a sleeve for the 6” FlexFlow pipe. For those driveways with an 18” CMP, the culvert capacity from the CR 300 Bridge to W Battlement Parkway intersection is 7.68 cfs (based on inlet control with blockage). As stated previously, the estimated 25-year flow to the lowest (worst case) culvert is 1.78 cfs. Thus the 18” culverts have adequate capacity to be used as a sleeve for the 6” FlexFlow pipe. For the driveway with an 15” CMP, the culvert capacity of the culvert just down from the CR 300 Bridge to W Battlement Parkway intersection is 4.73 cfs (based on inlet control with blockage). The estimated 25-year flow to the culvert is 2.76 cfs. The tributary basin to the culvert includes the residential neighborhood along Battlement Creek Trail, a portion of the golf course and an undeveloped brush with grass understory area. Thus the 15” culverts have adequate capacity to be used as a sleeve for the 6” FlexFlow pipe. Because of the location of the pipe, it may be necessary to install a new 15” CMP (on similar roadway slope) to maintain an alignment in the right of way. 118 W. 6th St, Ste 200 Glenwood Springs, CO 81601 Phone: 970-945-1004 Fax: 970-945-5948 For the culvert crossing at the golf course driveway and the maintenance road off of CR 301, the 42” culvert capacity, based on inlet control is 57.04 cfs while the 25-year estimated flow to the culvert is 11.22 cfs. Thus the culverts have ample capacity to share use with the 10” HDPE DR-7 water pipe. For the culvert crossings of Spencer Parkway and CR 301/309 intersection, the 54” capacity, based on inlet control is 107.60 cfs while the 25-year estimated flow to the culverts is 38.24 cfs. The controlling intersection is that of the 301/309 intersection as the crossing exists with one 54” RCP while the Spencer Parkway crossing exists with two 54” CMP’s. Again, these culverts have ample capacity to share use with the 10” HDPE DR-7 water pipe. Please contact me with any questions regarding these calculations and this memorandum you may have. In addition, a raised walkway platform is being proposed on top of the pipe. This is represented schematically in the figure on the following page. It is our understanding that the proposed piping and walkway are intended to be a temporary condition that may be in place for approximately 3 years. SGM has evaluated the loading condition that this represents and we have concluded that the available load carrying capacity of the bridge will not be compromised with the additional weight of the pipe and walkway. We estimate that the pipe, casing and walkway represent a total load of approximately 100 pounds per linear foot. It can be assumed that the exterior girder will carry the majority of this load. It is assumed that the existing downstream exterior girder was designed to carry vehicular traffic and the capacity of this girder line is the same as all of the other girder lines. This is standard industry practice. It is also standard practice to design all bridge girders in the typical section to have the same capacity, regardless of their location (exterior vs. interior). In the case of this bridge, the design loading demand is greater on the interior girders; and presumably the exterior girders have more reserve capacity for additional loads such as utility lines. Our analysis indicates that the proposed loading is less than 10% of the vehicular load that the exterior girder would have been designed for. Given the fact that the deck area above this girder line is only used for pedestrian traffic, the downstream exterior girders have abundant capacity to support the proposed pipeline and walkway.
