Dear Mr. McGregor:
We have reviewed the sketch plan materials for the above referenced proposal to
subdivide a L01..72 acre parcel into 22 lots varying in size fuom 9.29 to 2.0 acres. Each
Iot will contain one primary dwelling and one guest house which will not exceed 900
square feet. The irrigated area for each lot will be limited to 2,000 square feet and no
cattle or horses will be boarded on the site.
The proposed water service is to be from a central water system, supplied by up to
6 wells located on the project site. The combined production from the wells will be limited
to 100 gallons per minute and an annual diversion of 15.5 acre feet. The wells will be
augmented with water from the Basalt Water Conservancy District. The project is located
in area 'A', which indicates that District water can fully augment stream depletions. The
applicant has filed an application for the 6 wells and a plan for augmentation with the
Division 5 Water Court in Case i.lumber 91CW189.
Any wells that will operate under an augmentation or replacement plan must be
Iocated at least 600 feet from any existing well. If a well is located within that distance,
then the applicant must obtain a waiver from the well owner indicating that they do not
object to the new well. Since the proposed water supply depends on operation of an
augmentation plan, a homeowners association should be formed to carrSr out administration
of the plan and maintenance of water supply system.

We have no objection to the proposal at this stage, however we request that prior
to final approval, we have the opportunity to comment on the adequacy of the Water Court
decreed plan for augmentation.

The Iot sizes proposed will certainly accommodate septic svstems. }{e would be
concerned about the pJ-acement of the drinkinq water wells in relation to the
Iocation of the individual leach fields.
I{e have been approached by a representative of Aspen Glen Development regarding
an apDroximately 800 unit golf course subdivision. ire have requested that the
developer perform a 201-like study to identify the -[onq term conprehensive plan
tor the area and how that wi. 11 relate to water otralit.v* in the area. The area
that this 201-like study might encomDass may include the sub.iect proposed
development.

RE: Wooden Deer Subdivision Sketch Plan
Dear Scott:
At their meeting on January 8,1992,the Garflreld County Planning Commission discussecl your
subdivision sketch plan. In addition to those comments voiced by staff in the packet, the
Planning Commission had the following comments:
l. Theapplicant should consider requiring sprinklers foreach single family residence. The
hre hazard would be exacerbated by the abundance ol'trees.
2. Concern that restricting outdoor lighting might jeop ardize public safety and enco urage
crime. Another commissioner expressed concerns about too much outdoor lighting and
suggested that the developer restrict light quantities as a function o[ the restrictive
covenants.
3. The applicant should consider the potential inrpacts of the proposal to C.R. 103 and
consider making improvements to ollset those impacts.
4. A suggestion was made to consider increasing the size of water lines to six (6) inchcs and
add fire hydrants.

There is one (l) additional item that has not beeu mentioned that may have some bearing on
your project. This is Section 5.04.01 of the Zorung Resolution (see enclosed). This section
places limitations on development on lets with slopes in excess of forty (40) percent. This may
or may not eflect lots within your proposed development.
