HomeMy WebLinkAboutSupplemental Project InformationMarch 2nd, 2017 Mr. Andy Schwaller Building Official Garfield County Community Development Colorado Department of Health & Environment Mr. Schwaller: 6SGM www. sgm-inc.corn This letter is to accompany the building permit application for the Eastbank Lift Station, which is a sanitary pumping station to be constructed on parcel 218535415002 within the Southwest quarter of Section 35, Township 6, and Range 89. The lift station will be assigned a permanent & exclusive easement in the name of Roaring Fork Water & Sanitation District, of which a draft copy is attached in Appendix A. The structure will include a 20'x20' at -grade building of wood frame construction that will house the pumps and other necessary mechanical equipment. The station will pump from two below -grade concrete vaults. The Eastbank Lift Station is being constructed as part of a joint cost sharing agreement between Eastbank LLC and the Roaring Fork School District pursuant to concurrent construction projects on the two adjacent properties. Both properties are found within the service plan area of the Roaring Fork Water & Sanitation District, which will permanently own and operate the facility. The Eastbank Lift Station will facilitate sanitary sewer service to developments currently in construction on the School District property and Eastbank property, as well as potential future developments on adjacent properties. The Eastbank Lift Station site was previously reviewed by Garfield County in compliance with the site approval process required by the Colorado Department of Public Health and Environment (CDPHE). The site application was approved by the Garfield County Board of Commissioners on September 12th, 2016. The staff report and comments prepared by the County are included in Appendix B. Subsequent CDPHE Site Approval and Design Approval letters are included in Appendix C. We respectfully request prompt building permit review to facilitate a construction start date of April 3`d, 2017. The sequencing of the lift station construction work is critical to several aspects of the larger Roaring Fork School District construction project. Box 1002, Glenwood Springs, Colorado 81602 ("RFWSD"). RECITALS A. Eastbank is the fee title owner of certain real property located in Garfield County, Colorado, identified as Lot 2 of the Eastbank, LLC Minor Subdivision recorded in the Garfield County land records at Reception No. 867716 ("Lot 2"). The exterior finish of the lift station building and surrounding landscaping shall be completed and maintained according to plans approved by Eastbank, the approval of which shall not be unreasonably withheld by Eastbank. 4. GENERAL PROJECT DESCRIPTION The Lift Station Site Application has been referred to the Board of County Commissioners and the Board of Health for comments and recommendation. The Colorado Revised Statutes and Colorado Department of Public Health and Environment (CDPHE) State Regulations call for Lift Stations to be forwarded to the County and Local Health Authority for review and comments. The proposed lift station will exceed the threshold of 2,000 gallons per day review by the County therefore permitting by CDPHE is required. The lift station is proposed to be located on a 16.983 -acre parcel owned by Eastbank, LLC who has been working with the Roaring Fork Water and Sanitation District (RFWSD) regarding easements and other agreements for placement of this infrastructure. The site is adjacent to the Roaring Fork River. The Eastbank Wastewater Lift Station is designed for a service population of 135 -acres, including the 35 -acre RE -1 School District site as well as ten (10) adjacent parcels. This will include the RE -1 School District property where two schools are planned, consisting of 54 EQR's with additional School District uses proposed at the site will yield a total of 80 EQR's for that property at buildout. Other properties in the area are currently zoned Rural and for planning purposes low density residential was used to estimate a contribution of 285 EQR's. This would result in a total of 365 EQR's for the expanded service area. The flow from the lift station will be received and treated at the Roaring Fork Wastewater Treatment Facility which is currently permitted for 0.107 MGD and master planned for 0.321 MGD. The projected flows from the expanded service area have resulted in RFWSD commencing the planning and permitting process to expand the treatment facility. 1 1 P E;� Site Approval Eastbank Lift Station Figure 1- Site Location The lift station will be operated by Environmental Process Control (EPC) under contract by RFWSD. EPC currently operates the existing RFWSD lift stations and the Water and Wastewater Treatment Facilities. The lift station will be under 24-hour surveillance by SCADA system that can convey multiple alarm regarding high water and other various system fault alarms. Redundant measurements and controls will be provided including an on-site backup generator sufficiently sized to power the pumping equipment, instrumentation and controls. The generator will be natural gas. Sufficient emergency storage will be provided to facilitate a 45 -minute allowance for response and remedial action without risk of overflow. II. REVIEW AND STAFF ANALYSIS 1. The CDPHE and State regulations call for Lift Station Applications to be forwarded to the County in which the facility is to be located for review and comments. The local authorities are requested to comment on the relationship of the lift station to its local comprehensive plan and/or utility plans for the community as it affects water quality. 2. The Board of County Commissioners will also convene as the Board of Health for the purpose of reviewing the referral. 21 Site Approval Eastbank Lift Station 3. The Garfield County Comprehensive Plan 2030, as amended contains goals and policies in Section 7 — Water and Sewer Services relevant to the request. Key elements from Section 7 that support the Application and a finding of consistency with the plan are provided in the following excerpts: Section 7 — Vision: High water quality has been preserved and enhanced through stringent regulation of waste water treatment and disposal as well as regulation of detrimental surface uses. Development located adjacent to municipalities or sanitation districts with available capacity in their central water/sewer systems will be encouraged to tie into these systems. 2. County will strongly discourage the proliferation of private central water/sewer systems.... 5. Higher density development ....should be located in areas where central sewage treatment facilities are either currently available, or feasible in the future. The location of the lift station is designated on the Comprehensive Plan Future Land Use Map as Urban Growth Area. This designation is consistent with the Application and the proposal to connect to an existing regional waste water treatment facility. III. REFERRAL COMMENTS The Application was referred to Garfield County Environmental Health Department. Morgan Hill from Environmental Health noted that their comments, Exhibit D, are limited as the applicant and their engineer have demonstrated that they will address any concerns from an environmental health perspective. Of importance are: The ability of the system to handle the capacity of the new residential and commercial facilities at peak use. Backup power generation to keep the pumps running in the event of a power failure. Adequate response time of a septic service to pump out the lift station, as well as a large enough vault space to store water before the service arrives. Hill also noted that Public Health recommends that a spill response plan is in place in the event of failure, which can happen even with the best practices in place. IV. The operator of the lift station should have the contact information for the City of Glenwood Springs water treatment plant, which intakes off of the Roaring Fork River. The City has developed a Source Water Protection Plan for this water source and the site of the lift station is within their source water protection area. Overflows are usually caused by sewer pipes becoming plugged or by lift station pumps failing. Examples of ways to stop overflows include: A) Bypass the problem by opening and/or closing valves B) If a manhole is overflowing, call the collection's crew to come and vac it out at 970-379-1974 C) Jetting may be necessary to unplug a line, call collections for this D) Running pumps and standby systems in manual may be necessary if controls fail E) There are mobile backup sewage pumps (aka the Honda pump) at 13,000 that can be used if normal lift pumps fail 2) Immediately notify all downstream users: (tell them the time of occurrence and approximate gallons spilled) 6 Boaters — contact the County Sheriff's Office/ Garfield County Health Department. Run chemical oxygen demand, E. coli, and total suspended solids on the samples. 4) Clean and sanitize the entire effected area — close area to human and animal contact. There is a spill kit located in the WWTF garage containing "Caution DO NOT ENTER" tape and construction cones. Use these items to close the area. The spill kit also contains a 2 gallon sprayer. Use this to spray/sanitize the entire effected area with a 5% bleach solution (3/4 cup bleach to 1 gallon of water). Let solution have sufficient contact time, at least 1 hour, before removing cones and tape and opening back up area. 5) Notify the CDPHE within 24 hours by calling the 24 hr incident reporting line at 1-800-877-5186. The CDPHE will need to know the location, volume and type of water for the spill.
