Subject: Caverns Amusement Park Build Out
Hi Ron,
David Argo said you have some concerns regarding access, turnaround, and general congestion with the added growth
at the facility. I would suggest the fire district require the Caverns to review their emergency plan and address any
specific areas of concern that you might have. The last land use permit amendment appears to be in 2012. I believe
Anchor Point did a detailed analysis of the existing and proposed uses at the Caverns with this amendment. An updated
report in 2017 sounds like a good idea to me to verify the proposed uses and possibly anticipated maximum number of
people using the facilities is in line with the original review. There might be other changes to the road, access, available
water, or other design criteria that should be updated.
We believe an updated emergency plan would be a good idea if there is not one on file presently. Let us know if you
need any information from us on the Caverns.

Dave,
The occupancy loads will drive the voice evacuation fire alarm and sprinkler requirements. They may push back on those
requirement saying there will not be 169 people in or around the Mine Drop Event building at one time. Do you know if
people will also be waiting in the Wild Tours Staging room on the lower level. If so what is the OC load for it? The limited
exiting is a concern of mine also.
Here are a few other requirements to pass on to Bruce and/or the Cavern Staff:
They shall present to Glenwood Springs Fire Department the following documents for review and approval:
• Safety/evacuation plan for the ride (well shaft) and building
• Copy of Mine Drop staff training manual
• Manufactures' document giving the safety features built into the ride

In my view, the primary concern for egress & life safety in this building focus on the following three areas which will be
used by people standing in line for this amusement park ride:
• Ride Queue 350 SF/5 = 70 people
• Covered West Plaza 215 SF/5 = 43 people

• Covered Walkway 280 SF/5 = 56 people
I am concerned that there is only one exit door out of the Ride Queue , especially because in the event of an emergency
people will not be able to escape across the actual hole in the ground that is the attraction of this ride (the open mine
shaft). In addition, as currently designed all of the people in the Ride Queue must exit into the Covered West Plaza which
is actually enclosed on more than 3 sides before everyone spills out onto the Covered Walkway which is fully open on
one side.

Wanted to reach back out to you regarding the new building up at Glenwood Caverns. After Bruce Barth submitted
revised plans to us last week, Andy & I met with Bruce, Nancy (general mgr.) and the contractor on Wed. to discuss the
latest plans. As I understand it, you conducted a recent site visit up at the top of the mountain to inspect items related
to overall development up there and to address your concerns related to receiving an updated fire access plan.
Have you received a copy of these updated drawings? Please let me know if I need to remind Bruce to get those over to
you.
I have reviewed the main level egress & fire exit plan with associated occupant loads and exit requirements — see
attached drawing — and I wanted to hear your thoughts about the following items:
1. Ride Queue — They have added an additional door exiting onto the covered walkway (as clouded on drawing).
Configuration of this door does (barely) meet the requirement for it to be placed 1/3 the distance of the
diagonal of the room.
2. Covered West Plaza — The number of occupants in the room itself (48) is just under the threshold of 49 people
which requires a second means of egress, but when adding 50% of the people in the Ride Queue, who
theoretically will use this intervening space to exit the building, this number gets pushed up to 77 occupants
total which will require a second exit door. My opinion is that this additional exit should be located in the rear
1/3 of the room to effectively provide an alternative exit in the event of a problem. Do you agree with this
assessment?
3. East Plaza — Occupant load at this elevated deck is 39 people for the plaza itself, but if additional occupants from
Bathrooms, the Amusement Ride + Operator Booth, and Photo Lab are considered too, the total number is 60
people. Since there is only one end of the plaza open to on -grade exiting (at north end) does this create any
problems for you? I'm not as concerned about this area as the Covered West Plaza because that room is fully
enclosed on 3 %Z sides and this outdoor deck is not enclosed space, but I'm interested in hearing your take on
this.
4. Lower Level — Updated plans show that the walk -out basement is no longer open to the public, as it will only be
used for storage and mechanical/crawl space.
Please let me know your thoughts about these items and any other concerns you may have.
