GARFIELD COUNTY BUILDING AND PLANNING 970-945-8212 MINIMUM APPLICATION REQUIREMENTS for SINGLE FAMILY DWELLING CONSTRUCTION including NEW CO-.\STRUCTION MANUFACTURED HOMES ADDITIONS ALTERATIONS and MOVED BUILDINGS In order to understand the scope of the work intended under a permit application and e>pedite the issuance of a permit it is important that complete information be provided. .adequate and complete infoniiation will prevent delays in the plan review process. Reviewing a plan and the discovery that required information has not been provided by the applicant may result in the delay of the issuance and in proceeding with building construction. The owner or contractor may be required to provide this information before the plan review may proceed. This causes delays because other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan re\iew. if you do not, it may be helpful to obtain a book titled "Dwelling Construction under the Uniform Building Code". This book is available to you through this department at our cost. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following check list prior to and during design. Applicants are require to indicate appropriately and to submit the completed check list at time of application for a pennit. Dear Mr. Lyons: As requested, a representative of Hepworth-Pawlak Geotechnical, Inc. observed the excavation at the subject site on March 31, 1997 to evaluate the soils exposed for foundation support. The findings of our work and recommendations for the foundation design are presented in this report. The work was done in accordance with our agreement for geotechnical engineering services to you, dated March 28, 1997. The proposed residence will consist of a single story manufactured home over a walkout basement level. A small portion of the residence on the south side will be built over a crawlspace. Basement floor will be slab -on -grade. The site is located on a moderately steep north facing hillside. At the time of our visit to the site, the foundation excavation had been cut in four levels from 2 to 61/2 feet below the adjacent ground surface. The soils exposed in the bottom of the excavation consisted of basalt gravel, cobbles and boulders in a sandy clay matrix. An area of clay with organics was observed in the southeastern portion of the crawlspace excavation. We recommended overexcavating the organic soil to the granular subsoils. The results of a gradation analysis performed on a sample of the gravels (.minus 5 inch fraction) obtained from the site are presented on Fig. 1. No free water was encountered in the excavation and the soils were slightly moist. Considering the conditions exposed in the excavation and the nature of the proposed construction, spread footings placed on the undisturbed granular soil designed for an allowable soil bearing pressure of 2,000 psf should be adequate for support of the proposed residence. Footings should be a minimum width of 16 inches for continuous walls and 2 feet for columns. Loose and disturbed soils in footing areas should be moistened and compacted or removed and the bearing level extended down to the undisturbed natural soils. Exterior footings should be provided with adequate soil cover above their bearing elevations for frost protection. Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 12 feet. Foundation walls acting as retaining structures should be designed to resist a lateral earth pressure based on an equivalent fluid unit weight of at least 45 pcf for on-site soil, excluding topsoil and oversized rock, as backfill. A perimeter foundation drain should be provided to prevent temporary buildup of hydrostatic pressure behind the walls and prevent wetting of the lower level. Structural fill placed within floor slab areas can consist of the on-site soils devoid of topsoil and oversized rock compacted to at least 95 % of standard Proctor density at a Jim Lyons April 4, 1997 Page 2 moisture content near optimum. Backfill placed around the structure should be compacted and the surface graded to prevent ponding within at least 10 feet of the building. The recommendations submitted in this letter are based on our observation of the soils exposed within the foundation excavation and do not include subsurface exploration to evaluate the subsurface conditions within the loaded depth of foundation influence. This study is based on the assumption that soils beneath the footings have equal or better support than those exposed. The risk of foundation movement may be greater than indicated in .this report because of possible variations in the subsurface conditions. In order to reveal the nature and extent of variations in the subsurface conditions below the excavation, drilling would be required. It is possible the data obtained by subsurface exploration could change the recommendations contained in this letter.
