The construction documents I received indicate a 1 story structure built into the hillside. The existing construction consists of concrete footings with a foam form product and wall reinforcing in place. The forms appear as if construction was stopped just prior to placement of wall concrete. The original construction has been left exposed to the elements for approximately 3 years. The forms are very soft to the touch and flake if rubbed by a hand. I spoke with a foam form supplier and asked if tests or documentation existed for the effect of long term exposure to ultraviolet rays. I was told none existed because the foam is always covered by earth or a stucco type finish. Therefore the performance of the block cannot be predicted and the concrete pour should proceed with low lifts with minimal loading to the block. A test pour area might also be advisable to check the block performance. Additional bracing will be required , due to the compromised nature of the block, until the wall is poured and cured. The existing reinforcing bars show signs of rust, however placement in the forms allowed water and snow to flow out the bottom of the form and not encase the rebar. The rusting process on the bars will theoretically stop if the bars are properly encased in concrete and removed from contact with oxygen. Based on the minimum level of rust that exists presently, the rebar will perform adequately once inside the concrete walls. Based on the 1000 PSF allowable soil bearing pressure indicated in the original general notes, the existing footings are adequate for the revised framing layout. The bearing soils at footing elevation were also exposed to the elements for the past 3 years. It is likely that the footings have undergone seasonal movement due to the lack of frost cover. The low bearing pressure of 1000 PSF also indicates a soft soil type. It • would therefore be advisable to obtain a copy of the original soils report and consult with a soils engineer as to the long term effects of the exposed bearing soils. I will begin investigating getting a copy from Chen -Northern in Denver. We also discussed the possibility of a shallow insulated footing detail at the walkout area. The typical shallow insulated footings are designed for use with good, granular soils. The soft soils on this site may not be conducive to this type of detail. The footings should therefore be lowered to frost depth or the soils engineer may be consulted after obtaining the existing soils report. Please call if 1 may be of additional assistance.
