It looks to be a well designed and constructed structure. My only comments that might need a review by you involve the attachment of the staircase to the rim joist on the upper landing and possibly the flashing detail above the windows. It would appear the rather large lag screws from the metal stairs into the rim joist on the upper landing pulled the rim joist away from the cantilevered floor joist during the process of tightening the lag screws. I think one could add some washers between the rim joist and steel to correct the problem or some other attachment detail. Through bolts over lags any day is a better option if one needs to remove the existing lags. The problem is easy to see if one goes under the landing and looks up. The other problem may not be a problem. The flashing over the windows is more of a small gutter. I am not sure how the flashing will react to freeze thaw or how well the water will drain on the ends. Thanks for your time with the various Carbondale civic projects you are involved with. Next time they are pouring any concrete at the rodeo grounds, they should add a sidewalk from the handicap parking to a handicap viewing area adjacent to the stands.
