As the Board of Cormty Commissioners is aware, the Aspen Glen Home Otmcrs Association (HOA)
petitioned Garfield Cormty by Public Meeting on December I l, 2006 to change some of the sfieet
names within the Aspen Glen Planned Unit Development (PUD). On December l l, 2006, the
Garfield County Board of County Commissioners vot€d rmanimously to approve this application
fromthe Asp€nGlenHOA.
The Amended Plat involved conecting street names which were enoneously labeled at &e point of
construction and the creation of sales mqs. The currently labeled sheet nanes have now b€come the
stsh$ quo. According to the Aryen Glen HOA, "some Aspen Glen street names aro in use elsewhere
in Garfield County. Due to the poteltial for confirsion particularly in an e'mergenry sitration this plat

Since the approval of the Aspen Glen HOA amended plat, Cormty Sbffhas received a couplo lemers
and calls from affected residents who arc concerned with the outcome of the December I1,2006
Public Meeting. In an effort to proactively address this sinration before a Mylar is submitrcd to fte
Boud for signtrre, sCaffhas scheduled this second Public Meeting to at&rd to the situdion at hand-

1. BACKGROUND AND DESGRIPTION OF THE PROPOSAL
This request is for an Amended PIat of the Aspen Glen Planned Unit Development street
names. The Amended Plat involves conecting street names which were enoneously
labeled at the point of construction and the creation of sales maps. The cunently labeled
street names have now become the status quo. The street name changes are as depicted
in the submifted maps by Schmueser, Gordon, Meyer dated August 2006 and listed in
Exhibit E. According to the applicant, usome Aspen Glen street names are in use
elsewhere in Garfield County. Due to the potential for confusion particularly in an
emergency situation this plat corection also proposes to clear up these redundancies.
Because Aspen Glen is relatively newwe plan to change our street names and use names
that are unique to Garfield County.'
There will no change in any property boundaries with this amended plat. No new
development potential will be created with this proposed application.

2. STAFF RECOMMENDATION
The Applicant has provided all required documentation and has satisfied the applicable
standards for this plat amendment. Therefore, Staff re@mmends the Board of County
Commissionefti approve this amended plat request with the following conditions:
1. That all representations of the Applicant, eitherwithin the application orstated atthe
meeting before the Board, shall be considered conditions of approval.
2. Allplat notes from the original Final Plat of Aspen Glen Planned Unit Development
shall be shown or referenced on this amended plat.
3. Within 90 days of approval, theAmended FinatPlatshallbe reviewed (papercopy),
. then signed and dated (mylarcopy) bythe Gounty Surveyor, then signed and dated
by the Chairman of the Board and recorded in the Clerk and Recorde/s ffice of
Garfield Gounty. The Amended Final Plat shall meet the minimum CRS strandards
for land survey plats, as required by Colorado state law, and approved by the
County Surveyor and shall include, at a minimum, the information outlined in $5:22
of the Garfield County Subdivision Regulations.

Aspen Glen are okay.

John....... It is my understanding that you have already spoken to Bonnie Chance, our neighbor
on Midland Loop in Aspen Glen. It is my understanding that the commissioners approved the
changing of the Midland Loop addresses in Aspen Glen on or about December 5-7, 2006. As a
resident of this address, I would like to request the forma! denial of the completion of this
process. I understand that this has already been approved by the county commissioners, however
I am not sure they are aware that no homeowners at this address were notified, NOR was any
input from the homeowners sought prior to this voluntary decision. The full-time residents of
M.idland Loop in Aspen Glen were neither notified, vote taken, nor was contact made before we
were made aware - by chance - of the process in the works of our street being voluntarily
renamed. Thus, to avoid the great expense and personal ramification of this change we would like
to formally request that the Garfield Commissioners stop this formal review of the name change
on the Aspen Glen Fairways plat immediately until residents of the affected area can be notified
and their input noted.

*ir"A questions with some members of the Commission about this effort. The Board of Aspen Glen
Homowners Association thinks it might bc useful to plovide the commission with backgrormd on
the reasons we feel it necessary to proceeO with re-naming various streets and changing various plats
in Aspen Gten
We have known for some time that thone aro significant problems with sfiect narnos listed on the plats
for Aspen Glen as the community continues to U" Uoittbut. The problems became ryl over the
last year or so and wEre brouglit to our attention as new building permits were applied for with
C.rdaa Cou"ty. W" ur" not sut of ths dcrivation of thosc problcms, butwc assume it is a result of a
lack of diligence on the part of the developer as Aspen Glen was designed. The streot name issues we
have encorrntered are three fold; l) street *mer "r.a in Aspen Glen do not correspond to those on the
pf"U il **" rtnrot narn3s are dupticarcs of those already existing in fficld County; and 3) in-onc
;.r", ; steet has duplicate house numbers assigned to property on the same street. These thrce
problems affect nine stnEets in Aspen Glen.
