Dear Sirs:
On behalf of Mr. Tom Wilson, Owner of duplex Lot D-l,I am writing to request
approval for a building envelope change.
Our site development studies for duplex development indicate that the current building
envelope shape results in an architectural configuration that is excessively linear, thus
inconsistent with the visual character and massing preferred by and harmonious with the
architecture design guidelines of Aspen Glen.
Development Obi ectives
ft is the intention of Mr. Wilson to construct a duplex unit, each side being approximately
2,gAA $quare feet plus a two-car garage of approximately 500 square feet.
Site. Physical Characteristics
e the site is generally linear. The long dimension of the
building envelope (N.E. boundary facing highway 82) is approximately 185' long, while
the midpoint depth is approximately 65 ft. nanowing to 25 feet + at each end.
A 10ft. utility easement bounds the N.E. boundary of the building envelope; while the
S.W. boundary (generally parallel to the alignment of the Roaring Fork River) is situated
about 20 ft. back from the Glenwood ditch easement.
No neighboring parcels exist to the east (upriver) side of Lot D-l and the neighboring- parcel to the S.W. is a developed parcel.

The views and solar orientation (thus building orientation) are south and southeast to Mt.
Sopris and the Roaring Fork River. Being the closest parcel to Highway 82, the views in
that direction, along with highway noise, are generally unattractive.
The site genfly slopes toward the Glenwood ditch easerhent and the river beyond.
Architectural Desim Obi ectives
While maintaining the architectural massing and character of a single-farnily residence,
including a consolidated garage element, the primary site objectives are:
A. View orientations to Mt. Sopris and Roaring Fork River
B. Separation of entries, and enty "courts" for privacy and identity
C. Outdoor living areas (covered porches), view and solar oriented,
aciessible from primary family living spaces.
D. Landscaped outdoor activity areas on the S.E. perimeter, away from
highway noise
Proposed Building Envelope Change
Ib*idrfu building envelope boundary on the southwest (River side) to be moyed
approximately 20 ft to coincide with the edge of the Glenwood dirch easement.
This would permitthe following design and development outcomes.
A. Vehicular access wittrin the building envelope. As shown on site Diagram A this
.is very difficult and virtually impossible without taversing the existing utility
easement.
B. Permits two more or less equal landscape entry courts withworkable garage
access, turning and vehicle radii. As shown on site Diagram A, the entry court on
= unit I is "pinched" to nearly impossible by virtue of the very ruurow building
envelope configuration at the easterly (up river) end.
C. Most importantly, the enlargement of the envelope permits the building massing
to vary from a linear configr.ration, allowing architectural massing variety and
human scale. The architectr.ual guidelines require that "Larger residences have at
least three distinct masses visible in each building elevation." Shown on site
diagram B attached, a test building configuration can be much less linear, can
accommodate roof gable and pitch variation, and can improve on the privacy and
life style between two attached dwelling units.

D. It is our further hope that the envelope change would permit development on
parcel D-l to be firther distanced from the adjacent parcel with better mutual
privacies.
I appreciate your consideration ofthis request, which wb believe is without impact and
greatly improves the opportunities of development on parcel D-l, consistent with the
community development standards.

Dear Ms Pregl,
As an owner at Aspen Glen with a lot (lot D-5) on the river in
close proximity to the D-l lot of Mr. Thomas Wilson, I should like
to make some observations on his request for a variance. He is
asking to move his entire building 18' closer to the river from the
original building envelope he was given when purchasing this lot.
o As we know, the river is common property-firstly of the
wildlife and secondly of all the citizens. This proposed
building site would seriously impact the riparian zone.
o Ifthe proposed building site is so close to the crest of hill
that begins the riparian zone, where will the patio and decks
be located? They are allowed outside of the building
envelope and that puts them squarely over the Glenwood
: Ditch The Ditch needs access and how will this be

o LotD-2,which Mr. Wilson initially owned, is in foreclosure
and doesn't have a representative. It would be severely
impacted as they would have a significant loss of upriver
vlews.
. Aspen Glen is very concerned with our communit-y relations
anO it already has an image problem. Will this be
'exascerbated by a large building sitting so close to the river.
In fact, as Lot D-1, it will be the first house seen as the
p*fit tomes down the river. Does this set a good
rimpression of Aspen Glen?
r When purchasing'a lot, we agree in principlg lg abide by fte
building envelope and to fit our buildings within that and
within ihe Design Review Committee rutes and regs. In my
particular case, I could have done a very different building
irun f been able to change the rules. Although I didn't like
' 'having to submit to prescribed criteria, I felt it was better for
, the entire Aspen Glen cornmunity, and willingly obliged. If
one is building and living in a PUD, there is a need for
thinking not jilst of one'iown situation, but of that of the
whole commumty. Mr. Wilson is a verysophisticatgd l1ttd
developer. I am certain he understood what he was buyrng
and that there would, of necessity, be constraints on how and
where the building would be allowed.
I feel that the criteria of the Department of Wildlife, the
existing PUD of Aspen Glen anO tfre necessity of the Aspen
Glen residents to have heightened awareness of community
feelings would override the wishes of.Mr. W_ilso.n ard his
architects to receive a variancg for building the duplex house
