Apparently, a cul de sac has been constructed that does not meet the original county approved plot plan and this proposal dated 8-31- 98 is an attempt to improve the existing condition. I was approached to determine if this new proposal would satisfy our departments requirements for fire apparatus access roads and turn a rounds. Although the proposal does not show a 90 foot cul de sac, it does have the provisions for a "J Hook" turn a round. This is an acceptable alternative to the cul de sac and appears to be acceptable for our needs. We have approved similar designs on other projects. I did require that a 20 foot driveable surface be constructed. The designers are proposing 16' paved surface and a 2 foot shoulder on each side which will maintain the weight of our fire apparatus. I have also required that "No Parking Fire Lane" signs be posted. Although this design is not perfect, it will satisfy our needs for apparatus turn a rounds and prevent hardships on the adjoining property owners. This is a big improvement over what now exists. I recommend approving this design. As requested I have reviewed the soils reports by CTL Thompson and Hepworth Pawlak Geotechnical for the upper portion of ShellJo Drive. Having also reviewed the soils reports for the lower loop and entrance roads to the subdivision, I have concluded that the reconstruction of this upper road can be done in a manner similar to the lower loop and entrance just completed. In summary, the upper portion of ShellJo Drive consists of a mixture of chipseal, class 6, aggregate base course of varying depths, and native materials. This road section can be scarified to a depth of approximately 8", mixed to create a uniform material and recompacted to 95 % standard proctor density. Upon completion of this, a 3" thick asphalt surface can be placed upon the prepared subgrade. This structural road section will have a better performance than the original road design consisting of chipseal and basecourse. Please do not hesitate to call should you have any questions. This plan shows the widening of the circle drive which can only improve the access for fire equipment. I have no problem with this concept and it does meet the Glenwood Springs Rural Fire Protection District's requirements for access and the turning around of fire apparatus. Please consider this letter as our approval of the design. If you have any questions, please give me a call.
