HomeMy WebLinkAbout2.0 Planning Commission Recommendation 05.10.1977• 2014 BLAKE AVENUE GARFIELD COUNTY PLANNING DEPARTMENT GLENWOOD SPRINGS, COLORADO 81601 May 10, 1977 MEMO TO: Board of County Commissioners FROM: Planning Department PHONE 945-8212 SUBJECT: Planning Commission Recommendation on Lake Springs Ranch Sketh Plan At their regularly scheduled meeting of Monday, May 9th, 1977, the Planning Commission considered the re -submission of the Lake Springs Ranch Sketch Plan. The Planning Commission had taken action on the sketch plan in March, 1977, and now considered the change from multi -family dwelling units to duplex dwelling units. After discussion of the petitioners' presentation and the Planning Department's recommendation (attached) , Arnold Mackley moved that the Planning Commission recommend to the Board of County Commissioners that the sketch plan be denied based upon the fact that the present A/R/RD zoning does not allow the proposed duplex units as a use by right, and further, that the subdividersbe advised to: 1. Proceed with a PUD zoning approach to the project on both the single-family and duplex units. 2. The lots bordering on the lower pasture be examined for their effect upon the aquifer in the area, and that percolation tests be performed on all the lots intended for duplex units. 3. The subdividez be encouraged to continue their efforts to further study the available water supply for this area and possible methods of long-term management of the resource. 4. All of the open space and recreational facilities be available to all owners within the project on an equal basis. Board of County Commissioners Page 2 5. The re -alignment of the County road be accomplished at the expense of the subdividers. Mr. John Tripp seconded the motion. The motion was passed by a vote of three to one with one abstention. Voting aye were: Carter Jackson, John Tripp and Arnold Mackley, voting no was Dale Albertson, and Dick Martin abstained from voting. RAW/ka y 2014 BLAKE AVENUE • • GARFIELD COUNTY PLANNING DEPARTMENT GLENWOOD SPRINGS, COLORADO 81601 March 21, 1977 MEMO TO: Board of County Commissioners FROM: Planning Department SUBJECT: Planning Commission Recommendation on Lake Springs Ranch Sketch Plan PHONE 945-8212 On Monday, March 14th, 1977, the Garfield County Planning Commission considered the sketch plan application for the Lake Springs Ranch. After considerable discussion the Commission members decided that this sketch plan did conform to the County's 1968 General Plan. John Tripp then moved to recommend approval of the sketch plan subject to the following conditions: (1) The subdivider proceed with a PUD zoning approach to the project which includes both the single-family and the medium density residential development. (2) The density for the multi -family area be approximately 6 units per acre with the present 11.7 acre parcel being expanded to approximately 21 or 22 acres maximum, by the addition of abutting lots. (3) The single-family lots which border the pasture, open area and the high water table area should be closely examined for the possible effect of their development on the aquifer. (4) The subdivider be encouraged to continue their efforts to further study the available water supply for this area and possible methods of long-term management of the supply for the benefit of all landowners in the area. The motion carried unanimously with Carter Jackson, John Tripp, Dale Albertson, Arnold Mackley, and Dotti Pretti all voting to approve the motion.
