A RESOLUTION CONCERMD WITH THE APPROVAL OF THE PRELIMINARY PLAN OF MITCI{ELL CREEK
PIANI{ED UNIT DEVELOPMENT.

I^/IIEREAS, based on the material submltted by the applicant and the comments of
rhe Garfield County Planning Department, this Board finds as follows:
1. That Proper publication and public notice was provl-ded as required by law
for the hearing before the Planning Cournission.
2. That the hearing before the Planning Cournission was extensive and complete,
that all pertlnent facts, matters, and issues were submitted and that all interestedparties were heard at that hearing.
3. That the Garfleld County Planning Conrnission recoiltrnended approval of thePreliminary Plan.,
4. That the proposed subdlvision of land is in compllance with the reeommendations
set forth in the Comprehensive Plan for the unincorporated area of the county.
5. That all data, surveys, analyses, studies, p1ans, and designs as are required
by the State of Colorado and Garfield County have been submltLed, reviewed, and found
ro meet all sound planning and engineerlng requirements of the Garfield County Subdivision
Regulations.
6. That the proposed subdivision of land conforms to the Garfield County Zoning
Re so lut ion.
7. That for the above-stated and other reasons, the proposed subdivision is in
the best interest of the health, safety, morals, convenience, order, prosperi.ty, andwelfare of the citizens of Garfield County.
NOW, THEREFORE' BE IT RESOLVED that the Preliminary Plan of Mitchell Creek PlannedUnit Development the fo"l-lowing described unincorporated ara of Garfleld County be approvedwith the following conditions:
1. The developer pay remainder of $139.50 submitral fee.
2. The developer comnit to specific improvements (as determined acceptabte by the
Board of County Corrunissioners or their authorized representative) in their Subdivision
Improvements Agreement prior to Fina1 Plat for the following:
a. Park including play equipment;
b. Trail system (along Mitchell Creek and connecting the two cul-de-sacs);
c. A11 retaining wa1ls1
d. Flood-proofing of any lots susceptible to the 100 year floodplain;
e. Revegetation of all road cuts and fitls;
f. Dollar figures for their fair share of eventual channelization of State Highway
6 & 24 wlth Counry Roads 132 and 133;
g. Fire hydrants and street lighting, paving, bridges, culvert.s, diversion diEches;
h. Debris flow mitigation.
3. Fire Mitigation Plan be submitted by final plat reasonably addresslng the
concerns of the COlorado StaEe Forest Service and the Glenwood Springs Dire Department.
4. The dollar value of .58 acre of land be paid to the Roarlng Fork School DistricE
at Final Plat or $200.00 per 1ot (minlrnum).
5. Agreement between the ditch company and the property o\,,iners be supplied prior toFinal PIat.
6. Mitchell Creek Court be privately
7. Proof of legal access from County
prior to Final Plat.
B. 30 foot set-back be shornm on Final Plat from high-water line on Mitchell Creek
and suitable building envelopes delineated.
9. Park and open space to be dedlcated to the home owners association and maint.enance
thereof provlded for in the covenants and Homeovmers Association documerrts.

10. Malntenance access to the improved mudflow channels be provided for on the
Flnal Plat.
11. Plat note be provided indicating that school buses wi-ll not necessari.lty access
I'Iltchell Creek Court.
12. A plat note be provided indicating that lots 23-29 wlll utillze evapotranspiration
septic systems.
f3. A11 lots have ai,building envelope shown on the Final Plat.
14. Lots w111 have a 25f set-back shown on the buildlng envelopes.
15. The Divlslon of Water Resource recommend approval of the 1ega1 waler supply prior
to submittal of the Final Plat.
16. Developer address and/or include wlthin Ehe Subdlvision Improvements Agreement
the following items prior to Flnal Plat, as suggested by the City of Glenwood Sprlngs
Engineer:
A. DMINAGE
1. Was charmel and culvert improvement cross section determined on calculaEed
mud flow volumes and water? Has allowance been made for channel clogging
by mud or debris in plans for storm water flow?
2. I^Iill "improved" channel profile match existing or will grade of charu:el
be increased?
3. Wi'|l consolldation by pre-wetEing be monitored to assume adequacy prior to
construction?
B. ROAD DESIGN
1. Roadside ditches should be eroslon protected, particularly in 87" grade
areas. Ditches should be aligned to prevent safuratlon of road trase
and subbase and eroslon of roadway side slopes.
C. I^TATER
1. Number of fire hydrants should be increased. Pulls to any house should not
exceed 500 feet.
2. Line size on north section ls inadequate for fire protection. General
recornnendation for fire and domestic in areas to be assumed by Dlstrict
or Cit.y for maintenance is 8". ,
3. SoiI reslstlvity should be tested to determlne required protectlon for
water llne.
D. WATER/WASTEWATER
1. Inlater and sewer lines should be a minimum of 10 f eet apart horizontally
vhen possible (if not posslble, then speeial lnstallation should be performed).
2. Recorrnend blow-offs be installed on all dead end water mains.
3. Developer should be responsible for lnstallation of proposed Bt'DIP loop
into existing B" water mains on Donegan Road and Chalet Village. and }{ountaln
Shadows Drive.
4. Proper easements should always be malntained.
5. No corunents on sevrer. (Lines are not the responslbility of the City of
Glenwood Springs)
6. Blue llne elevation is 5,875 feet. Pressure problems could exist above Ehis
elevation
7. Recoumend a generator for back-up electrlc supply to the proposed booster
pump.
B. Proposed booster pump and storage tank should not be the responslbitity
of the City of Glenwood SPrings.
9. The proposed 2\" water line under Mitchell Creek should be lnstalled ln such
a manner as to prevent contamination and to slmpllfy repalrs lf a I^IaEer
leak should develop in this area.
10. Whenever water and sewer l-ines cross each other, Ehey should do so ln a manner
that ls acceptable to the Colorado Department of Health.
11. Precautlons should be taken to prevent storage tank or bo0ster pump frorn
becoming damaged during debiis flows.
L2. Request more details concerning the piping from the booster pump to the
storage tank, from the booster pump to the distributlon systems, and from
the storage tank to the dlstribution system.
13. Sizing of water lines (2" and 2\") and, booster punp may be inadequate.
14. Question the reasoning for 2!4t' suction line to booster pump then reduced
back down to 2t', then back up to 2Lr", then back down to 2rr.
