RE: Rifle Service Park

Following public inquiry as to the status of the Rifle Service Park, the
following details have been established:
1. As per the Garfield County Attorney's Memo, date 5/10/84, no
additional building permits are to be issued with the exception
of Lots 3 and 7, until such time as the improvements required
under the subdivision improvements agreement have been completed.
2. Building permits were issued by Garfield County on lots 3, 4, and
7. (Building permit #1744 was issued for Lot 4 on 5/22/81).
Improvements were constructed and are in place on these three
lots.
3. Lots 3 and 4 are owned by William and Stephanie Beaman
Lots 11-14 are owned by David Johnson
Lots 5, 8-10, 1 and 2 are owned by the FDIC as receiver
Lot 6 was shown as owned by Pierre Barthelemy, now deceased.
4. The second phase of the Subdivision Improvements Agreement
remains partially incomplete. Completion of the cul-de-sac and
verification of fire protection provisions for water storage are
needed, according to Building Department Memo dated March 18,
1983.
5. In regard to purchasers of lots within the subdivision, financial
responsibility for completion of improvements is a private matter
to be handled by the property owners and any legal entity (EX:
Home Owners Association) that is responsible for administration
of the subdivision's affairs.
