The line would connect to the existing water main south and east of County Road 109 just south of the RFWSD WWTP entrance and extend across the Roaring Fork River within the same structure as the proposed sewer main to connect to a water main extending across the CI Property to where it joins the proposed Highway 82 Water Transmission Line (Item 3, below) as generally depicted on Exhibit D. River Edge Water Storage Tanks (Item 2) First Developer shall construct a 400,000 gallon buried concrete tank, meeting RFWSD Rules and Regulations. If First Developer is CI, the tank would be considered adequate to support approximately 366 total single family and attached dwelling units, together with approximately 10,000 square feet of community center space, and necessary utility and maintenance buildings (375 EQRs) as defined in the River Edge Colorado PUD application submitted to Garfield County in January 2011. If GCCI is the First Developer, the Development would be limited in scope based on the capacity of the tank. Highway 82 Water Transmission Line (Item 3) The Highway 82 Water Transmission Line (Item 3, Exhibit D Map) would be designed and constructed with a 12" diameter in conformance with the RFWSD Rules and Regulations including appurtenant facilities necessary to maintain water quality requirements and provide for water transmission to the CI Property. The line would connect to the existing water main south of the entrance to Aspen Glen and extend north the Proposed River Edge Water Storage Tanks (Item 2, Exhibit D). The total line length is approximately 12,500 feet. Teller Springs Connection for District Water Main (Item 4) The Teller Springs Connection for District Water Main (Item 4, Exhibit D) would be designed and constructed with a 12" diameter in conformance with the RFWSD Rules and Regulations including appurtenant facilities necessary to maintain water quality requirements and provide for water transmission between the County Road 109 Water Transmission Line (Item 1) and Ironbridge following the RFWSD Ironbridge Force Main and terminating at the connection point to water mains at the most southerly point within Ironbridge. The total line length is approximately 2,600 feet. WWTP Expansion would be designed and constructed in conformance with the District phasing plan for WWTP facility development and expansion by adding the next 0.107 MGD extended aeration WWTP module to serve the first 375 EQRs. The module would be consistent in all respects with the existing WWTP modules except as provided for herein. The first 375 EQRs would necessitate the construction of the following WWTP improvements on RFWSD property adjacent to the existing RFWSD WWTP: 1. Aeration basin; 2. Clarifer; 3. Blower capacity; 4. Filter expansion; 5. Flow equalization which shall be limited to the equalization required to serve the 0.107 MGD WWTP Expansion only; 6. Digestion capacity and dewatering/thickening; 7. Site work and yard piping to make required connection between the existing WWTP and WWTP Expansion; and 8. Miscellaneous appurtenances associated with the WWTP Expansion except any such appurtenances required to correct any current deficiencies associated with the existing WWTP. Due to changing State and Federal discharge standards including the Colorado Department of Public Health and Environments (CDPHE) currently proposed nutrient discharge limits, the WWTP Expansion may require additional compliance measures which can only be determined at the time of WWTP Expansion permitting which compliance measures for up to 0.107 MGD shall be part of the WWTP Expansion. The additional 375 EQRs proposed by the Second Developer, as contemplated by the Agreement, will result in additional improvements and expansions to the WWTP at such time as the Second Developer wishes to secure service and are subject to further analysis to determine what WWTP improvements shall be completed by the Second Developer. Roaring Fork River Crossing Sewer Main The Roaring Fork River Crossing Sewer Main (Exhibit H) shall be designed and constructed to accommodate the EQR volumes based on Regional EQR Projections (Exhibit L) and programmed operational requirements associated with the lift station and equalization storage under "buildout" conditions (Year 2031) shall be designed and constructed in accordance with RFWSD Rules and Regulations. The line shall connect the WWTP Expansion to the CI Property via a lift station(s) located thereon which sites are shown on Exhibit H.
