Request for 40 single family units, 20 duplex units, 40 fourplex units totaling 100 units on 60 lots located on 285.08 acres. EXISTING ZONING: PUD PROPOSED ZONING: Same ADJACENT ZONING: North: A/R/RD South: A/R/RD East : A/R/RD West : A/R/RD DESCRIPTION OF PROPOSAL: Project lies to the south of the existing platted lots upon a series of benches which comprise the less steep portion of the hilly terrain. A portion of the site that will be crossed by the access road is an abandoned gravel pit. The property is veg- etated with pinyon/juniper and sage brush. The project consists of the last filing (#4) of the West Bank PUD. This comprises a total of 100 units on 60 lots on 285.08 acres. Access is entirely on the internal street system. MAJOR CONCERNS AND ISSUES: The preliminary plat of filing #4 was reviewed by the Planning Commission on June 8, 1981. The County Couuuissioners recommended approval of the preliminary plat on May 11, 1981 with several conditions. (See attached resolution #81-333) FINDINGS: This proposal meets all the conditions that were placed upon it at preliminary plat. The application is complete. RECOMMENDATION: Approval with the condition that $500.00 per lot be paid to Garfield County for the impact to the Hardwick Bridge. Koss when the following proceedings, among others were had and done, to -wit: , Commissioner , County Attorney , Clerk of the Board RESOLUTION N0. 81- 333 RESOLUTION CONCERNED WITH THE APPROVAL OF AN AMENDED PRELIMINARY PLAN FOR WESTBANK RANCH PLANNED UNIT DEVELOPMENT SUBDIVISION. WHEREAS, Westbank Ranch #1, Ltd., has filed an application with the Board of County Commissioners of Garfield County, Colorado, for the approval of a preliminary plan for the herein described property in the unincorporated area of Garfield County; and WHEREAS, a public hearing was held by the Garfield County Planning Commission on the llth day of May, 1981; and WHEREAS, based on the evidence, testimony, exhibits, study of the general plan for the unincorporated area of the County, recommenda- tion of the Garfield County Planning Commissicn, comments of the'Garfield County Planning Department, comments of public officials and agencies, and comments from all interested parties, this Board finds as follows: 1. That proper publication and public notice was provided as required by law for the hearing before the Planning Commission. 2. That the hearing before the Planning Commission was extensive and complete, that all pertinent facts, matters and issues were submitted, and that all interested parties were heard at that hearing. 3. That the proposed subdivision of land is in compliance with the recommendations set forth in -the general plan for the unincorporated area of the County. 4. That all data, surveys, analyses, studies, plans, and designs as are required by the State of Colorado and Garfield County have been submitted, reviewed, and found to ;meet all sound planning and engineering requirements of the Garfield County Subdivision Regulations, provided that certain conditions are complied with. 5. That the proposed subdivision of land conforms to the Garfield County Zoning Resolution, provided that certain conditions are complied with. 6. That for the above -stated and other reasons, the proposed subdivision is in the best interest of the health, safety, morals, convenience, order, prosperity, and welfare of the citizens of Garfield County. No slopes resulting from cut or fill associated with the proposed subdivision shall be steeper than 2:1 ratio, horizontal to vertical measurements. 3. A guardrail plan acceptable to the Garfield County Road Supervisor and the Board of County Co:n_nissioners shall be provided and included as part of required subdivision improvements. 4. A revegetation plan acceptable to the Board of County Commissioners, but including large trees, shall be provided and included as part of the required subdivision improvements. 5. The impact of the proposed subdivision upon the Hard- wick Bridge shall be mitigated by the provision of $500.00 per lot for each lot within the subdivision, which amount shall be paid to the Board of County Commissioners at the time of final plat approval, for application toward the improvement of the Hardwick Bridge.
