Dear Mark:
This letter, along with the attached plans and supplemental information'
represents a sketch plan submittal for the St. Finnbarr Farm property located
between the Roaring Fork River and Hwy. 82, and accessed by County Road 100.
The property lies immediately south and adjacent to the Preshana Farms Planned
Unit Development. I will act as the Applicant for this submittal on behalf of
the property owner, St, Finnbarr Land Company, a Colorado Corporation.
SITE CONDITIONS
The site is approximately 89 acres in size and is characterized by significant
stands of cottonwood, riparian vegetation and scattered groupings of ponderosa
pine, interrupted by open meadows which have historicalJ-y been irrigated
pasture land. A significant portion of the site lies within the 100-year
flood plain of the Roaring Fork River. The proposed building sites avoid the
floodway channels, but wilI be susceptible to shallow fringe flooding. This
will require all finished floor building elevations to be completed at an
elevation 1-foot above the identified flood water elevation.
Wetlands are abundant throughout the site. Ken Jacobson of the Grand Junction
Office of the Corps of Engineers, walked the site with me in early Spring to
investigate the potential conflicts between our proposed building sites and
wetland area. Mr. Jacobson's initial comments suggested that the building
sites may be free of wetland conditions. He recommended that we utilize a
consultant, specializing in wetlands, to study the sites nore carefully later
in the Spring when vegetational growth would assist in defining the wetland
areas. Subsequently, we engaged Aquatic and Wetland Consultants of Boulder,
Colorado to investigate the wetlands. Melany Fisk of A.W.C. visited the site
on May 31, and staked the wetland edges wherever they were in close proxinity
to our proposed building sites. Attached with this application, is a sketch
plan showing 100-year floodway boundaries and the wetland edges as staked by
Aquatic and Wetland Consultants.

The primary access roads serving the 9-1ot development is not in conflict with
the 100-year floodway or with wetland areas. Driveways serving the individual
building sites may in sone areas cross floodway channels and some are&s of
wetlands. It is our understanding that these driveway crossingsr ES well as
utility line trenching, may be instalLed under the jurisdiction of nationwide
permits if constructed under the specific guidelines identified by the Corps
of Engineers. We are in the process of submitting our proposed development
and wetlands mapping to Ken Jacobson, along with a request that he again visit
the site if necessary to verify if the proposed development will meet the
approval of the Corps of Engineers.

PROPOSED DEVLEOPMENT
The proposed development consists of 9 lots incorporating the entire acreage
of the parcel. Large areas of each of these lots will be overlayed with a
common-use easenent that wilL allow residents to move throughout the site so
as to enjoy the unique vegetational, strean and wildlife qualities of the
site. Lots containinEi large pasture areas wiIl allow Iimited Iivestock
privileges while other lots will be restricted from permanent boarding of
Iivestock and horses. Six of the proposed lots will be directly accessed by
the proposed County standard road, accessing from County Road 100. Three of
the lots will be serviced by access easements from the proposed road. The
individual building sites, in addition to the floodway and wetlands criteria,
have been located so as to take maximun advantage of the visual quality of the
waterways and large tree stands. Construction on these building sites can be
accomplished with very little removal of healthy mature vegetation. It wiII
be advisable to remove some of the dead and decaying vegetation in the
immediate area of the building sites to protect against windfall damage. The
unique natural character of the site, including access to the Roaring Fork
Riverr &s well as the quality of BIue Creek and the access to Hwy. 82,
suggests that the development of these building sites will be of an extremely
high-quality. Architectural and site development design guidelines wiII be
established and enforced to assure the preservation of this quality. I
anticipate consulting with an Officer of the Colorado Division of Wildlife to
identify any conflicts with the existing wildlife at the site, and to gain
guidance on enhancing the wildlife and fisheries potential for the property.

UTILITY SERVICES
At this time, there are several options potentially available to the property
for domestic water and wastewater services. Domestic water services can be
provided by individual wells with appropriate augmentation backup, either from
water rights attached to the property or through a contract with the Basalt
Water Conservancy District. Also, with specially engineered systems, the
wastewater treatnent could occur on each individual building site. The St'
Finnbarr property ordners are presently investigating a potential of
contracting with the Ranch at Roaring Fork for the provision of wastewater
treatment services. It is not known at this time whether or not there is a
cost-effective alternative for domestic water service through a ioint effort
with the preshana Farm PUD. Other utitity services would be provided by HoIy
Cross Electric Association, Rocky Mountain Natural Gas and U.S. West Direct
Phone Service.

A copy of a Soils Report, prepared for a previously proposed development on
the property, is attached herewith. There appear to be no significant
tinitations to development from the soils standpoint.

The content of this rePort is a
geological site evaluation and subsu,rface soils investigation
vrith engineering reconunendations f:or a L42 acre parcel of
land located in the west half of Section 31. TownshiP 7
South, Range 87 West of the 6th Principai lteriaian, Gar-
field Countyr Colorado. The site ties between Highvray 82
and the Roaring Fork River, just south of the Catherine
Store. A 52 acre tract along Highway 82 is proposed Eo be
left as meadow and pastureland and the remainder of the site
to be subdiVided into single an/or multiple f amily dwellings '
It is our understanding that central water supply and
septic disposal are to be supplied to the property by an ex-
tension of the system at the Ranch at the Roaring Fork.
Vegetation consists of large
cottonwoods along braided stream drainages with many willows,
elms and oak. Mountain grasses, shrubs and other low terbals
are abundant. The site is predominately level anC con-
sists of terrace and river alluvial deposits of Ehe Roar-
ing Fork River. Several drainages and igigation ditches
cross the site in a westerly direction-

It is our recomrnendation that

columns and other points of concentrated load be used to
carry the weight of the proposed structures. The presence of
shallow grounil water will necessitate special consideration
in foundation design and this will be discussed in ttris
section. Foundations rn'hich rest on the alluvial gfravels of
soil Type Nc- 2 may be propcrtioned on tl:e basis of a r'aximurn
allowable bearing caPacity of 3oco psf with no minimum dead-
load pressure required. The bottoms of foundations should be
located a minimun of 3.5 feet below finished grade or greater

If a slab on grade type o-f foundation
is used the floor slabs should be placed above a capillary
breal< consisting of a clean compacted grravel lalrer of aPProx-
imately 6 inches in thickness. It is recomnrended that the
bottom of this eapillary breal< Iayer be located at or above
the finished exterior grade elevation. The capillary brea.li
should be provided with a free drainage outlet to the exter-
ior so as not to sertr'e as a water trap beneath the floor
sl-abs. A vapor barrier is recommended.beneath aJ.J. fJ-oor
slabs between the sJ-ab and the capillary break.
Floor slairs should be constructed
in such a manner that they aet independentilr of columns a:rd
bearing walls. Additionally, concrete floor slabs on grade
should be placed in sections no greater than 25 feet on a
side. Deep const.ruction or contraction joints could be r
placeC at these lines to facilitate even breakage. This rvill
heLp reduee any unsightly eracking which could be caused
from differential movenent of slabs. It, is recommended that
any topsoil material and any of the soft, silty clays of Soil
flrpe No. 1 which are located in the slab a.rea be cornpletely
removed and replaced with a suitable backfill compacted to

IL is rccommendcd that the Pro-
posed foundation sysiems be wcll balanced. Exterior bearing
wall pressures should be balanced to within + 500 psf around
the entire structure. Isolated interior footings should be
designeil for unit loads of about 2O0 psf'Iess than the
average of those selected for the exterior walls. Ekre cri-
teria for..this balance rvill depend somervhat uPon tie nature
of the structure. Single-story slab on grade structures may
be balanced on the basis of deadload onLy. Cther types of
structures should be blanced on the basis of deadload
plus approximately one-half the live load.
Any stemvralls for continuous
footings should be designed as g:rade beams capable of span-
ning at least 12 feet. The horizonEal rej-nforcernent requir-
ed for this design shoulcl be placed continucusly around
the builCing r..;ith no gai)s or brealis in th,: reiafcrcir:g steel
unl-ess specia'l1y de:igned. Bea::rs should ,:a reinforced at
both top and bottom with the majority of the reinfcrcernent
being }ocated at the boEtom of the beam. Iltrere ster.walls
are placed beneath interior foundation loads they should of
course, be designed according to the criteria given above l
and should be rigidly interconnected rvith the exterior
foundation vralls.
Adequate drainage must be pro-
vided in the foundation area both during and after con-
struction to prevent the ponding of water. The ground
surface around the building should be graded such that

at shallow depth may create some difficulties in the in-
stallation of foundations and derva-.ering Eechniques Inay
be necessary. flrpical dewatering techniques would include
well points, drainage ditches, sumP pits vrith PumPs, and
deep wells. Probably the most practical dervateringr system
for this particular site would be the use of sumP pits

kets of debris, orgranic rnaterial or otherwise unsuitable rnat-

On 7-6-90 I met with Ron Liston on a site inspection for the proposed St.Finnbarr Farm slcetch plan. This is a unique site dominated by riparian
and rvetland vegetation, which is its main wildl-ife value, along with
some upland open meadows. Wetlands and riparian areas are tvro of the
most valuable and utilized habitat types for wi-ldtife. In addition,
the sj,te l-ies adjacent to the Crown which is critical rvj-nter range fordeer and elk. Deer do move throughout this bottomland yearlong.
Impacts to wildlife coul-d be minimized by:1. No net loss of wetlands
2. No l-ivestock or horse grazing in wetlands or along streambanks
3. Maintain a buffer zone between building envelope/grazing areas
and !f,etl-ands/streambanks .
4. Maintain native vegetation outside building envelopes, including
standing dead cottonwoods for cavity nesting species. If
buildlings are threatened by dead trees, the trees could be
topped so they will not blow down and stj-ll provide habitat for
the cavity nestors.
5. No dogs - If dogs are allovred, all dogs be kenneled
6. Fenci-ng be 42" high, 4 strand or less. If using wood rail
fence, 48" high 3rai1.
In addition, it is like1y that homeowners wi-th l-i.vestock or horses could
lure deer/eIk from the Crown into the subdivision during winter feedi-ng
resulting in increased game damage problems for homeowners and Divisionof Wil-dlife. Our damage fencing is limited vrith priority given to com-mercial, operators, such as cattl-emen. This potential problem could beminimized if all homeor,rners are required to fence their haystacks with
B' fencing. We woul-d be happy to furnish fencing specifications if you
wi-sh.
We would suggest a public fishing easement be granted along the Roaring
Fork River. Impacts to homeowners along the river would be minimal- as
the river is buffered by large cottonwoods and vrillow/other shrubs.

Dear Mr. McGregor:
I have reveiwed the St. Finnbarr subdivision Bketch plan and offer the followingconments:
1) The report states a large portion of the proposed developnent is in a 100year floodway or wetlands &rea. In my opinion this would preclude ISDSfor sewage disposal. . :
2) The 303 River Basin PIan and the 208 plan indicate this area is to beserved by a central wastewater treatment facility.
I feel this is the best alternate for this area.
