Dear Mr. McGregor:
I will refer you to my 7 /06/90 letter to you regarding theFinnbar Farm Witdlife review. I have included a copy of ityour reference.
fn addition, I would like to suggest the following to minimizeimpacts to wildlife:
1. No fencing within open space areas.2. Maintain Ioo' buffer zone atong aIl streans/wetlands (includinghomesites I and Z\3. Encourage alr deveropment outside of ftoodway, froodplain.4. Barbwire fence arong county Rd. roo be modified from itscurrent r0 strands and height to 42tt 4 strand or ress, with
1-2tt kickspace between 2 top strands.
I would Iike to emphasize the importance of dog restrictions/control as the subdivision lies immediatety adjacent to criticalhabitat and winter range for mure deer and erk. rf dogs areallowed, alr dogs shourd be kennered. This is arso important tonesting waterfowl which utilize the wetlands and streams in thissubdivision. Dog control, buffer zones and a no disturbance periodfrom May 1 to June 15 would help insure successful waterfowlnesting.
As shown in the Prel-iminary pran, there is an open spacedesignation along the Roaring Fork River. This wourd ,iL" it-

Re: St. Finnbar Farn Subdivisi.on - Sketch PIan
Dear Mark:
Attached herewith is a Sketch PIan and supplenental infornation as
required for sketch plan review. The property had previously been
before Garfield County in a prelininary plan review process in 1993.
At the tine the County requested that the Applicant nake another
effort at entering into an a.greenent with the Ranch at Roaring Fork
for wastewater treatnent. For that reason the prelininary plan was
withdrawn and negotiations continued wit,h the Banch at Roaring Fork.
Included with this subnittal is a "Menorandun of Understanding"
between the Ralch at Boaring Fork Homeowners' Association, Inc. and
the St. Finnbar Land Company. The menorandun identifies the key
elenents of an agreenent that would provide wastewater service to St.
Finnbar for 14 single family hones. A definitive agreement is
anticipated by April 1, 1996 per the memorandun. Such definitive
agreement would be subject to the vote of approval by the general
membership of the Ranch at Roaring Fork Honeowners' Association. The
Applicant is confident of the Ranch at Roaring Forks comnitment to
achieving an agreenent and is therefore proceeding with the new
sketch plan subnittal.
Existing Site Conditions
The Sketch PIan includes detailed topographic mapping, 100 year
floodplain and floodway, wetlands mapping and vegetation massing.
The site is bounded by the Roaring Fork River on the south, Preshana
Farn equestrian center on the north, County Road 100 on the east and
the open spa.ce &reas of the Ra^nch at Roaring Fork on the west. The
site is approximately 85 &cres in size and is Zoned Agriculture/
Besidential/Bural Density. BIue Creek runs along the northerly edge
of the property then splits and one branch angles to the south west
before turning west. Both branches of Blue Creek exit the site
through the west property line. Approximately 32 acres of the site
have been historically irrigated for hay or pasture. The

remaining are&s, of the site are characterized by various types of
Iarge trees and brush. The east central area of the site displays a
number of nature Ponderosa Pine trees. Nativer Narrowleaf
Cottonwoods are the predominant tree species on the site alonS with
typical riparian vegetation in the lower areas of the site.
I{etland areas have been napped and verified by the Corps of Engineers
in the past but the verification periods have expired. In the spring
of 1995 & new wetlands verification process was initiated.
Previously issued pernits for driveway crossings of wetlands wilI
also be renewed during this process. The wetlands were again mapped
including all wetlands bounding the development area. The Corps of
Engineers will conduct the field verification of the napped wetlands
in the spring of 1996. Thg. unverifiert mapping as identified by
Acquatic and Wetland Consultants of Boulder is shown on the Sketch
P1an.
The 100 year flood plain and floodway are shown on the Sketch PIan'
In most areas the floodplain line and the floodway line are
coincidental. AIl lots have buildable areas outside of the floodway
and floodplain. A detailed drainage and flood study will be
presented with the preliminary plan. Included in this submittal is a
soils and geologic report that was originatly prepared for both the
St. Finnbar and Preshana Farns siteg. The high water table in the
area of the building sites will required some considerations in the
design of building foundations and floor systems'
During previous reviews by Garfield County the Colorado State
Geologic Service commented that there w&s potential for the gross
relocation of the Roaring Fork River which could endanger the
proposed building sites. This concept was discounted at a meeting
this past sutrEer conducted by the Corps of Engineers and the U.S.
Justice Department. At this meeting a consultant hired by the
Justice Department made a presentation on the characteristics of the
Boaring tr'ork niver and the typeg of activities that the Corps of
Engineers would support for the stabilization for river channel' The
U.a. governnent's consultant described the gross rovenent of the
river channel as very unlikely. At this neeting the corps
representatives encouraged the property owners along this area of the
Roaring Fork Biver to unite and prepare a master plan for the
stabilization of the river. If prepared in close coordination of the
Corps, it was suggested that a blanket pernit for river stabilization
could be issued for the entire &rea. At the prelininary pla^n we will
endeavor to have a specific report thet speaks to the issue of river
channel relocation.

The site is rich in wildlife, particularly snall namnals, song birds
and waterfowl. The Division of Wildlife issued a letter with
reconnendations for the site at the tine of the original sketch plan
several years ago. It was the applicants desire then as it is now,to observe these reconnendations.
Sketch Plan Description
The Sketch Plan proposes 14 single family lots. The gross density of
the project is just over 6 acres/dwelling. AII but three of the
proposed building sites are located in the open fields or upland
meadows of the property. Three sites are Iocated in more heavily
treed upland areas and will require greater sensitivity to vegetationin the design of the residence and site services. A11 si.te
developnent will require approval by the Architectural Beview
Comnittee established by the protective covenants. The Architectural
Review Connittee wiII adopt design guidelines to promote the
preservation and expansion of tree and shrub plantings on theproperty. Sone liuited }ivestock aEtivity nay be allowed on lotsthat have irrigated pasture.
Two of the lots are located across BIue Creek. There has been a
Special Use Pernit issued by Garfield County for the construction of
a crossing of BIue Creek and a second crossing of a narrow piece of
floodway. This pernit nay need to be updated prior to theprelininary plan.
The access road (St. Finnbar Drive) from County Road 100 is identicalto the alignment of the road presented in the previous prelininary
plan reviewed by the County. It is located to allow good site
distance on County Road 100 and to avoid the mature Ponderosa Pinesthat the road weaves through. The access drive is in excess of 600foot naximun length recopnended by the subdivision Begulations. Thealternative would be a looping road which would result in a secondpoint off access on County Boad 100. This would create an
unnecessary safety hazard as well as a waste of land and resourcea.
To nininize any risk fron restricted access, a sep&rate euergency
access easenent is proposed across lots 11 e L2, This will provide
an alternate route to the cul-de-sac should the st. Finnbar Drive
become obstructed in some D&rrner. [ots 6 through L2 are accessed bylinited use access easenents. AII lots are of more than adequate
size to accomnodate all required offstreet parking.

A large part of the site is covered by a copmon use e&sement which
will allow aII residents of St. Finnbar Farn to enioy the natural
environnent of the site. No fornal trail systen is proposed at this
time although the Sketch PIan shows the connon use easenents
interconnecting such that a trail could be created that circuited the
entire site.
Basalt Water Conservancy District contracts have been acquired for
nine of the proposed lots. Additional contracts will be provided
for prior to preliminary plan for the additional lots. Following the
issuance of the additional contracts application wilI be nade for
well permits. Each lot will have a private donestic well. Fire
protection water is proposed to be provided by a shallow well
infiltration gallery. This wiII allow the Carbondale Fire District
trucks to punp directly from the shallow ground water reservoir. The
infiltration design wiII assure the availability of adequate volunes
of water for fire fighting. This design was approved by the
Carbondale Fire District Fire Chief at the time of the previous
prelininary plan. This proposal wilt again be reviewed with the
District prior to the preliminary plan'
As described above, wastewater treatnent is anticipated to be
provided by the Ranch at Boaring Fork. Power and telephone service
are available in the area.
Comprehensive PIan Compatibility
The new Garfield County Conprehensive PIan for the Roaring Fork
Valley identifies the St. Finnbar site as tow Density Besidential
(10+ acres/dwelling unit).
a. The previous project which proposed individual sewage disposal
systens would have agreed with this density. The additional expense
of connecting to the Ranch at Roaring Fork wastewater treatment plant
has prompted the Applicant to redesign the project to accommodate
additional lots. The Sketch PIa.n represents a density of 6.1 acres
per dwelling unit. The fourteen lot layout does not iupact any new
areas of the site, it has simply reduced the auount of space between
dwellings. Connon Use Open space easenents represent over 40 per
cent of the site. The proposed parcels are consistent in size or
Iarger than the residential parcels located &cross the Roaring Fork

fron St. Finnbar Farm. The nuch higher density Ranch at Boaring Fork
is located inuediately to the northwest and Preshana Farms ad.jacent
to the north wae at one tine approved for a level of developnent
higher than proposed by St. Finnbar.
This proposal is consistent with the adjacent uses and in fact
establishes a transition to the undeveloped areas upriver. The
availability of central wastewater treatnent and fire protection
water further suggest conpatibility with the intent of the
comprehensive plan in regards to conmunity services.
b. Environnentally sensitive &reas of the site (wetlands and
floodplain) have been avoided by the proposed development. Each lot
has a very gracious buildable area that does not infringe upon
wetlands or floodplain. Most sites c&n be built with minimal
disturbance of live trees. Sore dead standing trees in cloge
proxiuity to building sites nay be renoved for safety purpoaes.
Iletlands danaged by the floodway channel crossings will be nitigated
as proposed to the Corps of Engineers, resulting in no net loss of
wetlands. AIl site disturbance, alteration of native and proposed
landscape and aII building construction will require approval by the
St. Finnbar Architectural Review Comnittee as established by the
protective covenants. Language of the protective coven&nts is
desigled to protect the wetlands and wildlife resource of the site.
The wetlands are further protected by the jurisdiction of the Corps
of Engineers. AIl wetland edges in general proxinity to building
sites have been identified, surveyed and will be reverified in the
field by the Corps of Engineers.
c. Access is via County Road 100, a paved road with a channelized
intersection with Hwy 82 approxinatel.y one half uile to the north.
In the future, public transportation will likely be available at this
Iocation along Hwy 82.
d. The site has a history of agricultural activity in the open
neadows but in recent years this has been reduced to grazing because
of linited production and snall size fields. Some of these fields
will continue to be utilized for livestock grazing. Irrigation water
for the property will be owned a^nd adninistered by the St. Finnbar
Honeowners Association to assure the preservation and wise use of
these irrigation rights. The water will continue to be used to
irrigate the historic pastures and possibly be introduced to are&s
previously not accessible by flood irrigation.

e. Visually, the proposed developnent is largely concealed from
public view. OnIy three building sites front onto County Boa.d 100'
Building sites along the Boaring Fork Biver are screened by the dense
native vegetation along the river bank which witl be preserved due to
floodway a.nd wetlands criteria.
f. The proposed subdivision offers diversity to residential housing
opportunities in Garfield County because of the efforts to preserve
the unique environmental characteristics of the site' The St'
Finnbar Farn Sketch PIan is conpatible with the available utility
transportation services a,nd preserves the wetlands and floodplain
the site.

Dear Mark:
St. Finnbar Land Company has retained the services of Zancanella and Associates, lnc. to driiland test the water supply for the proposed St. Finnbar Farm Subdivision. The test drillingprogram will be completed for the preliminary plat submission. ln addition, we will be peiorminga 24 hour pump test on one well and we wilt be collecting water samples for quality analysis at Jnindependent laboratory. Water quality tests will be perfoimed based on Colorado bepariment ofHealth non-community water supply requirements.
Enclosed is a copy of one of the g existing Basalt Water Conservancy District contracts on filewith your office. Also included is our estimates of the water requirement to support thedevelopment of an.augmentation plan to provide a "legal" watei supply to the 5i. finnOar farmSubdivision. We will be applying for 5 additional Basafi Water Conservancy District contracts;one for each of the proposed 14 lots.
The St. Finnbar Farm Subdivision is proposed to be located in the Catherine area just east ofCarbondale, Colorado. The St. Finnbar Farm Subdivision wilt inctude 14 single famity residencesand a guest or caretaker house with 8,800 ft2 of lawn and gardens. The Subiivision is locatedwithin area A of the Basalt District and will be eligible for thle Basalt District temporary exchangeplan approved by Garfield County and the Colorado Division of Water Resources, until such timeas the augmentation plan moves through water court.
We have estimated that these 14 single family residences and caretaker units will each beoccupied by 3 people_ using 100 gallons of water per person per day. Water will be diverted toinigate up to 8,800 ft2 of lawn at each residence.'We have also inctuded 4 livestock units in eachwater service plan. Table 1 presents the diversions and consumptive use for each lot in the St.Finnbar Farm Subdivision.
As can be seen from Table 1, the subdivision will divert on the average 1.g4 AF or ,1.2 gpm andconsumptively use 0.97 AF or 0.6 gpm. The peak month of June wolto require a continuousdiversion of 2.64 gpm.

Contract, Applicant shall bear only a pro-rata portion of such expenses. Applicant shall be
soiely responsible for providing works and facilities, if any, necessary to utilize the District's
water rights allotted hereunder for Applicant's beneficial use.
Water service provided by the District shall be limited to the amount of water available
in priority at the original point of diversion of the District's applicable water right and neither
the District, nor those entitled to utilize the District's decrees, ffiay call on any greater amount
at new or alternate points of diversion. The District shall request the Colorado State Engineer
to estimate any conveyance losses befween the original point and any alternate point and such
estimate shail be deducted from this amount in each case. The District, or anyone using the
District's decrees, may call on any additional sources of supply that may be available at an
alternate point of diversion, but not at the original point of diversion, only as against water
rights which are junior to the date of application for the alternate point of diversion.
In the event the Applicant intends to develop an augmentation plan and institute legal
proceedings for the approval of such augmentation plan to allow the Applicant to utilize the
water allotted to Applicant hereunder, the Applicant shall give the District written notice of such
intent. In the event the Applicant develops and adjudicates an augmentation plan to utilize the
water allotted hereunder, Applicant shall not be obligated to bear or defray any legal or
engineering expense of the District incurred by the District for the purpose of developing and
adjudicating a plan of augmentation for the District. In any event, the District shall have the
right to approve the Applicant's augmentation plan and the Applicant shall provide the District
copies of such plan and of all pleadings and other papers filed with the Water Court in the
adjudication thereof.
4. PAYMENT: Applicant shall pay annually for the water service described herein
at a price to be fixed annually by the Board of Directors of the District for such service. The
initial 2lnrral payment shall be made, in full, within 15 days after the date of a notice from the
District that the initial payment is due. Said notice will advise the Applicant, among other
things, of the water delivery year to which the payment shall apply and the price which is
applicable to that year. Annual payments for each year thereafter shatl be made by the

Water Service Plan as adopted by the District and amended from time to time; provided that
such Water Service Plan shall apply uniformly throughout the District among water users
receiving the same service from the District. Applicant shall also be bound by the provisions
of the Water Conservancy Act of the State of Colorado, the Rules and Regulations of the Board
of Directors of the District, the plumbing advisory, water conservation, and staged curtailment
regulations, if any, applicable within the County in which the water allotted hereunder is to be
used, together with all amendments of and supplements to any of the foregoing.
8. CIIRTAILMENT OF USE: The water service provided hereunder is expressly
subject to the provisions of that certain Stipulation in Case No. 80 CW 253 on file in the District
Court in Water Division 5 of the State of Colorado, which Stipulation provides, in p"rt, for the
possible curtailment of out-of-house municipal and domestic water demands upon the occurrence
of certain events and upon the District giving notice of such curtailment, all as more fully set
forth in said Stipulation.
9. OPERATION AND MAINTENANCE AGREEMENT: Applicant shall enter into
an "Qrcration and Maintenance Agreement" with the Disrict if and when the Board of Directors
finds and determines that such an agreement is required by reason of additional or special
services requested by the Applicant and provided by the District or by reason of the delivery or
use of water by the Applicant for more than one of the classes of service which are defined in
the Rules and Regulations of the Board of Directors of said District. Said agreement may
contain, but not be limited to, provision for water delivery at times or by means not provided
within the terms of standard allotment contracts of the District and additional annual monetary
consideration for extension of District services and for additional administration, operation and
maintenance costs, or for other costs to the District which may arise through services made
available to the Applicant.
10. CHANGE OF USE: The District reseryes the exclusive right to review and
approve or disapprove any proposed change in use of the water right allotted hereunder. Any
use other than that set forth herein or any lease or sale of the water or water rights allotted

Ten test pits $rere excavated on
this site at locations indicated on the encrosed Test pit
Location Diagram. These Eest pits $rere placed in such a
manner as to obtain a reasonably good profile of Ehe sub-
surface soils. Wtrile some variation was.noted from point
to point the subsurface profile encountered was judged
sufficiently uniform that no further test p5-ts were deemed
necessary. AII Eest pits rdere e:<cavated with a hydraulic
backhoe. Samples were taken by bulk rnethods.
I'he soil profile encounEered on this
site can broad].y be characterized as a tvro la1rer system.
Ihe upper layer sr*this system consisted of a reddish brown
silty clay material ruhich was in generally lovr density,
high moisture condition. The second layer consisted of a
coarse grained poorly graded gravel which conta-tned numerous
cobble and boulde.r sized parti-c1es. Ehis coa.rse grain
mate-i:ia1 is rcpxesentative of the allu..,zial rive-r terrace
deposit, of Ehe Rca.ring Forl; Rirrer. A ihin v/:r1eer of organic
topsoil material- was enccunte.red at the g::ouncl surface across
the majority of this site
The sarnples obtained during our
field exploration program have been grouped into two soil
.atypes. These Ewo soil .types are represent, ative of the
respect, ive layers of the previousLy described two layer
soif p.rof5.Ie. More precise engineering characteristics of
these two soil types are given on the enclosed sumnary sheets.

Soil \rpe No. I classified
as silty clay (cLA,rL) with a considerable portion of sand
size particres. Generarry, this materiar is srighEry prSstig,
of low permeabirity and was encountered in a row densityr
high moisture condition. rn the condition in which this
material was encountered, it should not hur. a significatrt
tendency to expand upon the addition of moisture. rt wil.r
however, have a distinct tendency to rong-term consoridaEion
under load- Additionalry, this materiar wilr have a very
low bearing capacity value. rt was encountered in a rer_
atively thin layer across the site however, and it is reeom_
mended that foundation penetrate through this sirty cray
rnaterial and restT' tn" underlying arruvial gravers. soil
f)pe No- r contains surfates in detri-rnentar quantities.
Soil Qrpe No. 2 classifie,J as
a poorly graded gravel (Gp) of coarse g:rain size. This
material contained numerous cobble and bourder sized par-
ticles whicrr obviousry cannob be accuratery represented
on the enclosed grain size curve. Generally, this material
is non-plastic, pe'neable and was encountered in a moderaEe
densiEy condition. It witi have no tendency td expand upon
the addition of moisture, nor. any tendency to rong-term
consolidation under road. Granurar materiars such as this 1
often do exhibit settienent upon apprication of foundation
sEresses or vibration, but if ma:<irnum arrowabre bearing
capacity values are not exseededr Brd balancing and rein_
forcing recomnendations are carefully followed, it is not
felt that settrement of this materiar wilr create any pro_
blems- At any rate settlement wirr be fairry rapid and wirl

probably be complete by the end of construction. Foundations
resting on the material.dsoil Qrpe No. 2 may be proportioned
on the basis of a rna:<imum arlowabre bearing capacity of 3ooopsf, with no minirnum pressure required. SoiI Ilrpe No. 2
was not found to contain sulfates in detrimental quantites.
.As has been previously mentioned
in this report free water was encountlred in several of the
test boringsr dt depths ranging from 3 to 7 feet beneath the
ground surface, at the time of excavation. This free water
lever is the resulE of the presence of the Rcaring Fork
River, of numerous ditches locatecl on the site, and of local
seepage and runoff. rhe free water level can be expected torise from the .l#tions encountered during wetter seasons
and could conceivably rise virtuarry to the ground surface
in sorne locations on this siEe. The presence of free waterwill require speciar consideration in the design and con-
strucLion of foundations. Basement Lype foundations arenoi recon'rrnendecl and alr froors of structures shourd be con_
structed werr above the finished exterior ground surface.
DewaLerS-ng Eechniques may be required in the instaLration
of foundations
H

Since the magnitude and nat,ure
of the proposed foundation loads are not precisely known
to the Laboratory at this time the recommendations contained
herein must be quite generar in nature. Any special loads
or unusuar design conditions should be reported to the Lab_
oratory so that changes in these recommendations rnay be made
if necessary,' However based upon our anarysis of the soil
conditions and project characteristics previously 6utrined
the followingr recommendatj-ons are made.
It is our recommendation that
shallow foundation systemsconsi-sting of continqous. foundatj-ons
beneath bearing wr.Lr s ancr i-sorated spread footings beneath
corumns and other points of concentrated road be used to
carry the wei.ght of the proposed structures. The presence of
shallow ground water lvirr necessitate special consideration
in foundation cJesign and this rvirr be discussed in this
section. Foundations rvhich r-est on Lhe .rrruviar gravers of
soir Type No- 2 mary be proport-ioned on Lrrc basis of a maximurn
arlowabre beari-ng capacity of 3o0o psf with no minirnum dead_
load pressure required. The bottoms of foundations should be
located a minimum of 3.5 feet berow finished grade or greater
if dicated by locar buirding codes, for frost protection. t
Obviously the presence of ground
water at a relativery sharrow depth wirr create difficurties
in the installation and performance of basement type found-
ation systems. Therefore, basements are not recommended for
this site- A crawr space type frame floor or a slab on grrade
could be used on this site providing speciar precautions

are taken. If a crawl space type i
recommended that the interior of Ehe cralul space be backfilled
to an elevaEion equal to or greater than the finished ext, erior
grade in order to minirnize the possibility for sEanding water
in the crawl space. rt wourd then be necessary of cogrse, to
construct the floor a sufficient distance above this backfill
to provide access if required, and to satisfy any buirding
codes requirements.
If a slab on grade type of foundation
is used the floor srabs shourd be placed above a capirlary
brea.r'< consisting of a clean compacted graver rayer of approx_
imately 6 inches in thickness. rt is recornmended thaE the
bottom of this cap*{.rary breal< rayer be locaEed at or above
Ehe finished e:<terior grade elevation. The capillary break
shourd be provided with a free drainage outret to the exter-
ior so as not to serve as a water t-rap beneath the froor
slabs- A vapor barrier is recorrmendeci beneaLh a1l froor
sJ.abs between the slab and the capillary break.
F1oor slabs should be construc{:ed
in such a manner r:hat they acL indepe*dentiy of corumns and
bearing walrs. Additional,ly, concrete froor srabs on grade
should be praced in sections no greater Ehan 25 feet on a
si-de- Deep consEruction or contract-i-on joinE,s courd be tplaced at these rines to faciritate even breakage. This will
help reduce any unsightly eracking which courd be caused
from differentiar movement of srabs. rE, is recommended thaE
any topsoil material and any of the soft, silty clays of Soil

removed and repraced with a suitabre backfilr compacted to

at least 95% of the ma:<imum sbandard procbor dry density,
AS1I4 D-598.
IE is recommended thaE the pro_
posed foundation systems be werl baranced. Exterior bearing
waII pressures shourd be balanced to within + 500 psf around
the entire structure. rsorated interior footings shourd be
designed for unit roads of about 200 psf ress than the
average of those selected for the exterior warrs. Ttre cri_
teria for;:this barance wilr depend somewhat upon tlie nature
of the strucEure- single-story srab on grade structures may
be balanced on the basis of deadroad onry. other tlpes of
structures shourd be branced on the basis of deadroad
plus approximately--6ne-half the 1ive 1oad.
Any stemwalls for continuous
footings shourd be designed as grade beams ca1:abre of silan-
ning at least L2 feet. The horizonLar reinforcement requir_
ed for this design shor-rrci be praced conbinuousry around
the burildin<-y wiLh no 'lrc1i)s o;:'rr.reai;.s in ti:e re:Ln.fcrcing sLeer
unles-- ripec'iai]y dr:.signec1. Iltrnrirs should l:e reinforced at
both top and bottom with Ehe majority of Ure reinfcrcernent,
being rocated at the bottom of Ehe beam. where s{:emvrarrs
are placed beneath interior foundaLion roacls they shourd of
course, be designed accordi-ng to the criteria given above ,
and shoul-d be rigidly inEerconnected rvith the exterior
foundation wal1s
Adequate drainage musb, be pro_
vided in the foundati.on area both duri'g and after con-
struction to prevent the ponding of water. The ground
surface around the buirding shourd be graded such that
H
-9-
=surface vrater will be carried quickly away from the structure.
Irlinimum gradient rvithin 10 feet of any structure vrill depend
upon srtrface landscapirlg. Bare or paved areas should have
a minimum gradient of 2%, wliile landscaped areas should have
a minimum gradienb of 5%. Roof draj-ns, if used, should be
carried across aII backfilleil areas and dj.scharge.J well
away from the structure. The overall drainage pattern should
be such that water directed away from one structure is not
directed agains.t an adj acent structure.
The presellce of ground water
at shallow depth may create some difficulties in the in-
stallaEion of foundations and dewatering t,echniques may
be necessary. fYpital dewaLering techniques would include
rvell points, drainage dibches, sumP pits wiLh Pumpsr irid
deep wells" Probably the most practical dewatering syst,em
for this particular siEe would be Ehe use of sump pies
wiEh pumps. Basic;rlly this ruould involve placing several
pits o.i: Ior,v ,:.reas in i:he fou:rd;rLion -regir-rn and h-hen rernoving
water from these pits by purriping. Tlt,e nurnt>.-li and size of
suxnp pits ;equrired foi any given sltruct.nre and the necessary
capacity for pumps are dependent upon many fact, ors and are
beyond the scope of Ehis report. Regardless of the type of
dewat, ering sysLem used, it will be necessarir to rer,ove the .
water frcm the excavation- for sufficient periods of tirne to
permiE proper grading of the fooundat, ion soilr placement of
concrete and placement of backfill around foundaE,ions,
Bacl<fill around the proposed stru-
cture and in utility trenches leading to the structure should
be compacted to ab least 9V/. of the maximum standard Proctor
dry density, ASTI4 D-698. Backfill on the interior of the
-
-10-
structure whj.ch wj.lf Delccaceo
be cornpacted to at least 95% of the murimum proctor dry
density. The native aoils on this site will be suitable
for this backfill, with the exception of any topsoil
materials or debris. Backfill shourd be placed in rifts
not to exceed 6 inches compacted thickness and at a mois-
ture content of approximately equal to the proctor optimum
moisture content ! T/". Arl maEetial in excess of 6 inches
diameter should be removed from backfill prior Eo ptace-
menE. Backfill shourd be compacted to the required density
by mechanical means. No water flooding tecrrniques of any
type should be used in the placement of fiII on this site.
.- Any topsoil o.r debris should be
removed from the consEruct, ion area prior to beginning of
construction of foundaE.ions. Adciitionally, should any poc-
,rcets of debris, o.rganic materiar or otherwise unsuitabre mat-
erial encountered at foundation }evel, these materiais should
be removed and .replact:d vrith bar:l<fj-Il coinpc:rcted Lo 95% of Ehe
ma:<imum Froctor dry density, us.ing the pr,:ceclures previously
outli-necl.
fhe open founCaton excavation should
be inspected prior to the consbruction 6f forms o.r placernent
of concrete to establish that proper design bearing material,
has been reached and that no debris, soft spots o.r other
unsuitable materials are located rvithin the foundaEion area.
The silty clay of SoiI 1ype No.l
was noted to contain surfates in det, rimentar quantities.
Additionalry, ground water in this area can be,.expected to
carry significant quantities of sulfates. For these reasons
a sulfate resistant cement, such as rype rr cement is re-
comrnended for all concrete which vrirl be in contact wiuh

poinEs concerning the subsurface soirs on this site have

RE: Saint Einnbar Farm Subdivision Sketch plan
Dear Eric:
Thank you for referrincJ the saint Finnbar sketch plan to theTown of Carbondafe for comment. unfortunately, ou, February29th agenda is arready full. r am not sure if our nextmeeting after that will- be March 7th or March 14th. Muchdepends on how the prel iminary prat review of the RiverValIey Ranch is proceecling.
when this project was reviewed by the Town in 1993, theprimary concern was abc,ut the use of rsDS and there was anadditionaf concern about rel-ationship of the rots to thefloodplaln. r also note that on the first page of thenarrative, Mr. Listen states that the preriminary pran waswithdrawn. Tt is my understanding that the prelirni.ra.y planwas denied. r would ask that you research this statementfor accuracy.
once ag'ain, the Town is i-irtere.:ted in revie."ving 1i11-s hr_rtwill not be able to meet the March 6th deadl_lne. prease letme know if there wirl be another opportunity for revi_ewprior to preliminary plan submittal.

Saint Finnbar Farm Subdivision - Sketch plan

Water Division 5, Water District 38
Dear Sir/Madam:
We are in receipt of your subdivision referral to subdivide approximately g5 acres into 14Iots, located about two miles east of lhe Town of Carbondale, Colorado. The subdivision willinclude 14 single family residences and a guest or caretaker house with 8,g00 square feet of lawnand gardens' The groposed water suppt will be an individual well on each lot. The applicantstates that Basalt water conservancy Disirict (District) contracts have been acquired for nine ofthe proposed lots and additional contracts will be secured for the remaining lots, indicating thatthe wells would be operated pursuant to the District's substitute water s"uppty plan that wasapproved by the State Engineer on December 26, 1gg5.
The ground water in the subject area is tributary to the Roaring Fork River and colorado::Y,:{::T^II!Lil? 9y?':rppropriated. rn senlra, i..r"n"""o;-n'*'i,.'*;;;;';.;vr v^Hqt tvsv UJE

Pursuant to section 30-28-136(1)(h)(l), c.R,s., it is unlikely that the proposed water supplywill cause injury to decreed.water rights. we recommend tnit tnis aeveropment not receiveapprovalfrom the county and lots not be sold until the developer has District contracts for alltheproposed wells and has obtained valid permits for the proposed uses.
Based on the location of the existing and proposed wells proximity to the Roaring ForkRiver' and review of records of wells in similar circumstances completed in same aquifer, itappears likely that the water supply may be adequate. Please note that the long term adequacyof any ground water source may be iubject to fluctuations oue to hydrological and climatictrends.
