RE: Red Barn Guest Ranch — Driveway Improvements, Waiver
Dear Mr. Halonen_
The purpose of this correspondence is to aid in the request of a waiver from providing
improvements to the driveway to meet the standards outlined in Table 7-107. The project proposes
to construct a reception center for events serving up to 300 people. The project is located in Peach
Valley, to the east of Silt and to the west of New Castle, at 345 Mid Valley Lane.
In a previous letter from this office dated March 30, 2017, traffic generation was estimated from
the reception center to be 154 Trips. Based on this, the driveway would be in the Rural Access
roadway classification. It is expected that the majority of the traffic will be passenger cars since
the facility is intended to be used as a reception center. Medium and small delivery trucks would
be the largest regular vehicle anticipated. Maintenance of the road would be by staff with
outsourcing of gravel resurfacing or leveling funded from the operating budget.
On Wednesday June 14, 2017, the existing driveway serving the Red Barn Guest Ranch was
reviewed. The road is gravel with adequate cross slope and constant moderate grade. The
intersection provides adequate site distance in both directions. Based on field measurements the
dimensions are generally as follows.
• Right -of -Way Approximately 20' between fences
• Roadway Width 11'
• Shoulder Width 5' on the north side and 4' on the south side
• Road Side Ditches Outside of fencing

The Roadway Standards for a Rural Access are as follows:
• Right -of -Way 50'
• Roadway Width 22'
• Shoulder Width 4'
• Road Side Ditches b'
Even though the trips generated puts the driveway into the Rural Access category, it will be a
driveway to a reception center. There is no need for a dedicated right-of-way since it is a private
driveway. Traffic will be largely one direction as guests arrive for an event and then depart after
the event. The driveway has 20' (+/-) between the fences. Presently the width is 11' with vegetated
shoulders on either side. This office would recommend improving the driveway with gravel to the
full width available between the fences. This would allow a 20' wide driveway which is a
generally minimum width for fire and emergency vehicles.
Based on the above, the driveway would be adequate for the use that is proposed.

that these opinions be modified.
