The project proposes to construct a reception center for events serving up to 300 people. The project is located in Peach Valley, to the east of Silt and to the west of New Castle, at345 }r/:id Valley Lane. In a previous letter from this office dated March 30,2017, traffic generation was estimated from the reception center to be 154 Trips. Background traffic was estimated from the 2002 Transportation Study by Garfield County, with an applied 5Yo per year growth factor, as 665 trips per day. When added together, the estimated total trips on Mid Valley Lane would be 820 trips per day. On Wednesday June 14,2017, the existing Mid Valley Lane was reviewed. Based on the amount of traffic that was observed, it is believed that the above estimate for background traffic are inflated from actual. However, the trips from the 2002 study was 336 trips and the estimated trips to be generated of 154 trips would put Mid Valley Lane into the Minor Collector roadway classification. Based on field measurements the general dimensions of Mid Valley Lane are as followso Right-of-v/ay 45'+l- o Pavement V/idth 2I' . Shoulder Width 0. Road Side Ditches Varies from I l' to 2.5' The Roadway Standards for a Minor Collector are as follows: o Right-of-Way 60' o Pavement V/idth 24' o Shoulder V/idth 10' . Road Side Ditches 10' Mid Valley Lane does not meet the requirements for a Minor Collector as currently constructed. It bears mentioning that the road currently does not meet the geometry requirements of what would be its current classification as a Secondary Access. Mid Valley Lane otherwise is a safe straight road with adequate site distance. The road as constructed would adequately serve the proposed use. Additionally the peak hours ofthe proposed use would be on the weekends and at mid-day. This varies from typical traffic patterns which have weekday AM and PM peaks that correspond to daily commuters. The conclusions and opinions that are expressed above are based on the information available at the time of preparation of this letter.
