PROJECT DESCRIPTION Existing Use: The existing WWTF is an activated sludge facility with secondary clarification, tertiary filtration, chlorine disinfection, and aerobic digestion of biosolids. Influent passes through the existing pretreatment facility, which consists of flow measurement and screenings and gnt removal equipment. Effluent is discharged to the wetlands adjacent to the Roaring Fork River. Proposed Use (From Use Table 3-403): Description of Project: The expansion of the Roaring Fork Water & Sanitation District Wastewater Treatment Facility will increase the capacity from 0.107 million gallons per day (MGD) to 0.214 MGD. This expansion is the second of three planned phases for expansion of the facility and includes: an additional aeration basin, a new anoxic basin, an additional secondary clarifier, and design of the necessary footpnnt and piping for future enhanced biological nutrient removal (EBNR) for phosphorus removal. Additional blower capacity and digester capacity will be considered, including an improved decant system and thickening capabilities. The RFWSD and its engineer have determined that the WWTF expansion described in this Application are necessary to provide the District with a facility that meets the new Colorado Water Quality Control Commission (WQCC) Regulation 85 requirements and that continues to serve the community for the 20 -year planning horizon. 2.0 Background of the RFWSD The District was formally organized and created as the Aspen Glen Water & Sanitation District by order of the District Court, Garfield County, entered on May 5, 1994, in Civil Action No. 94CV29. The Service Plan for the Aspen Glen Water & Sanitation District (the "Service Plan") was approved by the Garfield County Commissioners on January 31, 1994 in Resolution No. 94-008. The District's name was changed to the Roaring Fork Water & Sanitation District by Order of Court entered on July 13, 1998. The Service Area for the District is generally described as the Roaring Fork Valley floor between Carbondale's and Glenwood Spring's municipal service area boundaries. The District was formed during the land use entitlement process for The Aspen Glen development to provide municipal level water and wastewater service to this area which prior to 1994 did not have any municipal or district providers. Appendix D shows the service area for the District. The original "Service Area" can be generally described to include the following: 1) the Crystal River Ranch, presently undeveloped and lying southwesterly of Aspen Glen, 2) the Coryell Ranch and Midland Point subdivisions lying immediately south of Aspen Glen, 3) the Burry Property, undeveloped, and lying generally to the east of Aspen Glen and 4) the Aspen Glen Subdivision. Originally, the "Extended Service Area" was described to include the following: 1) the Ironbridge PUD which lies to the north of Aspen Glen, 2) the Sanders Ranch (Now Called Rivers Edge) presently undeveloped land lying to the east of Aspen Glen, and 3) the developed property lying to the north and east of Aspen Glen which is identified as "mid- way" in the Wastewater Management Study and generally lies within an approximate one- half mile radius of the southerly intersection of Colorado State Highway 82 and Garfield County Road 154. In 2016 the District amended the Service Plan to include the RE -1 School District Eastbank School site and adjoining land totaling 170 acres. The RE -1 School District is building a new elementary school and requested service from the RFWSD. The expanded service area is shown in Appendix E. This is an area on the Western Slope composed of primarily residential subdivisions. Maps of the service area, 5 -mile vicinity and 1 -mile vicinity are included in Appendix D and B, respectively. 6 Location and Extent Review 1 Roaring Fork Water and Sanitation District Wastewater Treatment Facility Expansion The land upstream of the WWTF, including Aspen Glen, Coryell Ranch and Midland Point, is served by an interceptor sewer and lift stations. Land downstream of the facility, which includes the Ironbridge subdivision, is served by a series of lift stations and force mains which traverse through Ironbridge and Teller Springs to the main interceptor sewer that enters the WWTF headworks facility. The expanded service area will be served by a single lift station owned and operated by the District; this lift station has received site application and design approvals from the Colorado Department of Health and Environment (CDPHE). The treatment facility currently operates under the Colorado Discharge Permit System (CDPS) Permit Number C00044750 issued through the CDPHE. The plant receives domestic wastewater with no known hazardous constituents of concern. The service area is comprised of low density residential subdivisions. The influent is primarily residential wastewater. There are currently no industrial or commercial contributors to the facility, however, the anticipated utilities connections of the RE -1 Eastbank School and adjacent areas will result in modest commercial contributions to the facility. Any potential industrial waste producer will be required to have a pretreatment program. 3.0 Submittal Requirements Pursuant to Table 4-203 and section 4-203 of the ULUR, the RFWSD provides these general application materials: 1. Application Form: The Application Form is provided. 2. Ownership: All improvements will be conducted within the currently facility boundary that has been disturbed and modified many times in the past. Consequently, no new environmental impacts will be created by this project. In fact, the new facility will improve effluent quality and thereby reduce environmental impacts to the receiving waterbody. A summary matrix of environmental impacts is as follows: Environmental Impacts Matrix The existing facility and all its lands are outside any known or delineated floodplain boundary. The construction of the WWTF expansion will occur solely within the bounds of existing District -owned land, as shown on Exhibit A. Project Description: This Application is for Location and Extent approval for the expansion of the WWTF to meet new regulations and provide adequate service for the 20 -year planning horizon. 4.0 Review Criteria Pursuant to section 4-111.0 of the ULUR, the Planning Commission is to review the application to determine whether the project is in general conformance with the Comprehensive Plan. 4.1 Section 1 — Urban Growth Areas and IGA The project site is included within the Urban Growth Area as is detailed on the Garfield County Comprehensive Plan's Future Land Use Map. The project site is within the RFWSD service plan area. The project is in general conformance with the vision outlined in Chapter 3, Section 1 of the County's Comprehensive Plan. 4.2 Section 2 — Housing While this application does not include future residential development, the expansion of the WWTF will accommodate anticipated flow regimes under the 20 -year planning horizon, in part the result of expansion of the service area. This project is in general conformance with the vision outlined in Chapter 3, Section 2 of the County's Comprehensive Plan. 4.3 Section 3 — Transportation This application does not create new roadways or require construction within the County Road right of way. The RFWSD and its engineer are in the process of preparing preliminary design for the project, which will require subsequent approval from the Colorado Department of Health and Environment (CDPHE). This project is in general conformance with Chapter 3, Section 3 of the County's Comprehensive Plan. 4.4 Section 4 — Economics, Employment and Tourism This application expands the capacity of the wastewater treatment facility which provides service to developments and a newly -annexed school within the County. Therefore, it facilitates the growth of institutions to educate the county workforce, and improves the quality of life of its citizens. This project is in general conformance with Chapter 3, Section 4 of the County's Comprehensive Plan. 4.5 Section 5 — Recreation, Open Space, and Trails This Application does not impact open spaces or trails. 4.6 Section 6 — Agriculture This Application does not impact agricultural lands or remove lands from agriculture. 6 Location and Extent Review 3 Roaring Fork Water and Sanitation District Wastewater Treatment Facility Expansion 4.7 Section 7 — Water and Sewer Services This Application expands the capacity of the District wastewater treatment facility. This expanded infrastructure will allow for conformance with upcoming regulations on effluent limits, as well as facilitating adequate service to the community for projections through the 20 -year planning horizon. The RFWSD owns and operates the wastewater treatment facility with an existing capacity of 0.107 million gallons per day (MGD). The facility was designed in 1994 and was planned to have three phases, totaling 0.321 MGD at full build -out; this expansion is the second of three phases and will result in total capacity of 0.214 MGD. The proposed facility will employ a biological nutrient removal process for nitrogen reduction. The selected process will utilize aerobic and anoxic environments for biological treatment. Proposed work will expand upon the existing facilities and will include the construction of new aeration, anoxic, and secondary clarification process tanks. In anticipation of required compliance with future phosphorus effluent limits under Regulation 85, a proposed footprint and facility design will be included for future inclusion of an enhanced biological nutrient removal (EBNR) process for phosphorus reduction. Upgrades are not required for the existing pretreatment facilities, tertiary filtration or final disinfection processes, all of which will remain. The project will also include expansion of the biosolids treatment through expansion of the existing aerobic digestion process. Currently, the existing plant does not have sludge thickening or dewatering aside from a small decant basin. Biosolids dewatering will be considered as an alternative bid item. If the budget allows, the District would like to include that process in this phased expansion. Disinfected water is directed to a natural wetlands area where water is further cleaned before discharge to the Roaring Fork River. Effluent limitations are based upon discharge to these wetlands and are stricter than discharge to the Roaring Fork River. This application is in general conformance with Chapter 3, Section 7 of the County's Comprehensive Plan. 4.8 Section 8 — Natural Resources This Application is not for the construction of water and sanitary sewer service in existing rights of way and developed areas and will not affect natural resources. This application is in general conformance with Chapter 3, Section 8 of the County's Comprehensive Plan. 4.9 Section 9 — Mineral Extraction This Application is for the construction of additional process basins in existing District - owned parcels and developed areas and will not prohibit resource extraction. Garfield County PAYMENT AGREEMENT FORM GARFIELD COUNTY ("COUNTY") and Property Owner ("APPLICANT") Roaring Fork Water & Sanitation District agree as follows: 1. The Applicant has submitted to the County an application for the following Project: Location and Extent Review 2. The Applicant understands and agrees that Garfield County Resolution No. 2014-60, as amended, establishes a fee schedule for each type application, and the guidelines for the administration of the fee structure. 3. The Applicant and the County agree that because of the size, nature or scope of the proposed project, it is not possible at this time to ascertain the full extent of the costs involved in processing the application. The Applicant agrees to make payment of the Base Fee, established for the Project, and to thereafter permit additional costs to be billed to the Applicant. The Applicant agrees to make additional payments upon notification by the County, when they are necessary, as costs are incurred. 4. The Base Fee shall be in addition to and exclusive of any cost for publication or cost of consulting service determined necessary by the Board of County Commissioners for the consideration of an application or additional County staff time or expense not covered by the Base Fee. If actual recorded costs exceed the initial Base Fee, the Applicant shall pay additional billings to the County to reimburse the County for the processing of the Project. The Applicant acknowledges that all billing shall be paid prior to the final consideration by the County of any Land Use Change or Division of Land.
