The development includes two well pads with associated pipelines (BMC A Pad and BMC L Pad) and a temporary water storage facility (BMC F Temporary Water Storage Facility). There will be a natural gas pipeline and two water pipelines co -located in the same trench at both pipeline locations. A Vicinity Map is included as an attachment at the end of this document. The objective of this analysis is to provide traffic data for the construction of the well pads, temporary water storage, and pipelines, review the existing road network, and provide traffic projections for public roads impacted by construction and production traffic. EXISTING ROAD NETWORK Maps showing the access route, haul route, and county roadways in the area of the well pads are included as an attachment at the end of this document. Table 1 tabulates roadway characteristics for the county roads used by vehicles visiting the well pads and pipelines. The Garfield County Road Inventory Report and 2014 Garfield County HUTF Report were used to identify the roadway geometry and characteristics of the facilities being used by construction traffic. Detailed Traffic Analysis Page 1 Battlement Mesa PUD Phase 11 Development July, 2017 Ursa Operating Company, LLC BACKGROUND TRAFFIC Background traffic volumes were obtained from Garfield County Road & Bridge. The count data was collected in 2014 at all roadways planned to be used for the Battlement Mesa Phase II Development. The background traffic volumes are shown in Table 2 below. In addition, turning movement counts were collected on Wednesday, January 18, 2017 during AM and PM peak hours (7:OOam — 9:OOam and 4:OOpm — 6:OOpm) at the following intersections: • CR 300W & CR 300N • CR 300W & CR 307 • CR 300E & Sipprelle Drive/CR 308 • Spencer Parkway & CR 300N Due to varying traffic trends throughout the year, it is most often appropriate to account for the time of year of data collection. The Colorado Department of Transportation (CDOT) Online Transportation Information System (OTIS) maintains a thorough inventory of roadway volumes. Based on area information a seasonal factor of 1.25 was applied to the existing volumes to obtain an adjusted volume set. The adjusted traffic volume set will be referred to as existing traffic volumes through the rest of the report. Existing traffic volumes can be seen in the exhibits at the end of the report. Detailed Traffic Analysis Page 2 Battlement Mesa PUD Phase II Development July, 2017 Ursa Operating Company, LLC BACKGROUND TRAFFIC ANALYSIS Capacity analyses were performed for the existing study intersections utilizing the existing lane configurations and traffic control. Analyses were conducted using Synchro, Version 9.1. Reported delays are based on the Highway Capacity Manual delay methodologies. For simplicity, the amount of control delay is equated to a grade or Level of Service (LOS) based on thresholds of driver acceptance. The amount of delay is assigned a letter grade A through F, LOS A representing little or no delay and LOS F representing very high delay. Table 3 shows the delays associated with each LOS grade for unsignalized intersections. Table 3: Unsignalized Intersection LOS Criteria Level of Service Average Control Delay (seconds) A <10 B 10-15 C 15-25 D 25-35 E 35-50 F > 50 The results of the capacity analysis indicate that most movements operate at LOS D or better in both peak hours. The exception is the northbound left -turning movement at the intersection of CR 300W & CR 300N which operates at LOS F in the AM peak hour. The 95th percentile queue length for this movement is approximately 15 vehicles (375 feet) in the AM peak hour. All other movements experience queue lengths of no more than one vehicle in both peak hours. The existing capacity analysis summary can be seen in Appendix A at the end of the document. Detailed Traffic Analysis Page 3 Battlement Mesa PUD Phase II Development July, 2017 Ursa Operating Company, LLC CONSTRUCTION TRAFFIC GENERATION Trip generation is generally determined using rates found in the ITE Trip Generation manual. Rates from this publication are applied to values related to the size of the proposed site to estimate the trips expected to enter and exit the site. In this case, no rates are provided for facilities similar to these. To estimate trips expected for the proposed sites, information was gathered regarding the expected construction and production traffic from the client. Because all proposed pad sites and pipelines are new, there will be a construction phase for each well pad and their respective pipelines. There will be a natural gas pipeline and two water pipelines co -located in the same trench at both proposed pipeline locations. The schedule order of construction is as follows: • BMC L Pad (31 wells) with pipelines and BMC F Temporary Water Storage concurrently • BMC A Pad (25 wells) with pipelines concurrently The construction of the BMC L Pad pipelines is to start at the BMC L Pad property just south of CR 300N along Spencer Parkway and travel north to CR 300N where it will connect to the existing Tompkins pipeline. The construction of the BMC A Pad pipelines is to start at the BMC A Pad property and work north to connect to the existing pipelines at the BMC B Pad site. Traffic is expected to originate at the 1-70 Parachute exit. Construction is set to begin in the fourth quarter of 2017 over the course of 12 weeks for the well pads, water storage facility, and pipelines assuming five working days per week. Heavy vehicles are considered to be vehicles used for hauling equipment and materials to the site. Light trucks are considered to be pickup trucks for crew transportation. Well Pad and Temporary Water Facility Construction Traffic The construction of the BMC A, BMC L, and BMC F pads will consist of approximately a 30 -day (6 week) work schedule. Approximately 12 daily vehicle trips are expected during the entire well pad construction. An additional 12 daily vehicle trips are expected for 100 proposed above grade storage tanks, including accompanying pilot vehicles, to the BMC F Pad site. These storage tanks are considered overweight and according to the 2014 Garfield County HUTF Report, all roadways within the haul route are in good or fair condition and are expected to support the anticipated vehicle loads. There is no special traffic control needed for the transport of these tanks as they are expected to adequately navigate the existing county roads. All vehicles are expected to use the 1-70 Parachute interchange through the course of construction. A detailed description of the routes to each pad site can be seen in the Haul Routes section of the report. Detailed Traffic Analysis Page 4 Battlement Mesa PUD Phase II Development July, 2017 Ursa Operating Company, LLC Pipeline Construction Traffic The first week of pipeline construction is dedicated to mobilization and materials distribution to staging areas along the project that will consist of approximately 20 vehicle trips per day. Construction weeks 2 through 8 will include 10 crew worker trips and two heavy vehicle trips per day. In weeks 9 through 11, work will be completed along the entire pipeline route for ground stabilization and reestablishing vegetation. This work will include approximately 12 one-way trips per day for crew members and four (4) one-way trips per day for heavy equipment. Week 12 of construction is dedicated for demobilization and is expected to consist of two (2) heavy vehicle trips per day to transport equipment from the construction area. All vehicles are expected to use the 1-70 Parachute interchange through the course of construction. Pipelines are anticipated to be constructed concurrently with their associated well pad. Drilling & Completions Construction Traffic Expected drilling and completions activities include the following. For the next year, there are three drilling and completion events planned that would last between 90-100 days each. During each event, there would be 4-5 days at the beginning and end for mobilization and demobilization of equipment, respectively. During that time, there would be approximately 20 round trips (40 one- way trips) per day distributed evenly through a ten-hour work day. Vehicle trips during the drilling and completions of the wells will include approximately 40 and 70 one-way trips, respectively. Drilling and completions will be performed at BMC A and BMC L pads. In addition, an injection well is proposed to be constructed at the BMC A Pad concurrently with the drilling and completions of the wells. This is anticipated to produce an additional 40 daily trips during drilling over 5 work days and 70 daily trips during completions over 10 work days. The drilling and completions phase is anticipated to generate the greatest amount of traffic of any construction phase. Detailed Traffic Analysis Page 5 Battlement Mesa PUD Phase II Development Ursa Operating Company, LLC July, 2017 Based on the expected trips discussed above, construction traffic is summarized in Table 4. Additionally, existing plus construction traffic volumes can be seen in the figures at the end of this document. Existing plus construction traffic included traffic for each well pad and its associated pipeline. To provide a conservative estimate, the drilling and completions construction traffic was used for BMC A and BMC L pads. Table 4 Construction ADT Projections Roadway Bkgd. This will allow construction and production traffic to exit the site to travel north to CR 300N which follows the Garfield County preferred haul routes. A Garfield County permit will be required for this construction. A detailed analysis of this proposed median break is discussed in the Roadway Analysis section of this report. Detailed Traffic Analysis Page 6 Battlement Mesa PUD Phase II Development July, 2017 Ursa Operating Company, LLC PRODUCTION TRAFFIC GENERATION It is expected that all site traffic will originate from the 1-70 Parachute Exit 90 to the northwest of the Battlement Mesa area. Production phase traffic will be generated from several well pads, including BMC A Pad, BMC L Pad, and BMC F Temporary Water Storage facility. Each well pad produces approximately five (5) trucks (10 one-way trips) per day. In addition, two pickup trucks will visit each site daily for maintenance and inspection. These trips are assumed to arrive evenly throughout the ten-hour work day. Table 5 summarizes the expected production traffic for surrounding county roads. These peak hour volumes are shown in the exhibits at the end of the document. Existing plus Construction The results of the capacity analysis indicate that most movements are expected to operate at LOS C or better in both peak hours. The exception is the northbound left -turning movement at the intersection of CR 300W & CR 300N which is expected to operate at LOS F in the AM peak hour. The 95th percentile queue length is expected to exceed 17 vehicles (approximately 425 feet) for this movement in the AM peak hour. This is approximately a two -vehicle increase from existing conditions queue lengths. Existing plus Production The results of the capacity analysis indicate that most movements are expected to operate under similar LOS and experience similar queues to those in existing conditions. Turning movement operations at site drives are expected to operate at LOS B or better in both peak hours with queue lengths of no more than one vehicle. A detailed summary of both capacity analyses can be seen in Appendix A. Detailed Traffic Analysis Page 7 Battlement Mesa PUD Phase II Development July, 2017 Ursa Operating Company, LLC HAUL ROUTES Haul routes were identified for each pad and pipeline being constructed as part of this project and are detailed below. The haul routes can be observed in the exhibits included at the end of the report. BMC A Pad/Pipeline The proposed location of the BMC A Pad and pipeline is along CR 307. Vehicles visiting the site will use Exit 90 on 1-70 and turn east onto CR 215. Vehicles will travel approximately 3/4 -mile and turn south onto CR 300W. Vehicles will then travel approximately one mile and turn west onto CR 307, and finally travel 0.7 miles to the pad site. Vehicles exiting the site will take the same route out of the site. BMC L Pad/Pipeline The proposed location of the BMC L Pad is along Spencer Parkway. Vehicles visiting the site will use Exit 90 on 1-70 and turn east onto CR 215. Vehicles will travel approximately 1.5 miles east along CR 215 and CR 300N and turn south onto Spencer Parkway. Vehicles will then travel approximately 400 feet south and turn west into the pad site. Vehicles exiting the site will take the same route out of the site. BMC F Pad The proposed location of the BMC F Pad is along CR 303. Vehicles visiting the site will use Exit 90 on 1-70 and turn east onto CR 215. Vehicles will travel approximately 2.5 miles east and then south along CR 215, CR 300N, and finally CR 300E and turn east onto CR 308. Vehicles will then travel approximately 1 mile south and turn west onto CR 303, followed by 1/4 -mile to the pad site. Vehicles exiting the site will take the same route out of the site. PAD PERMITS Each pad site and its respective traffic was evaluated to determine the need for permits from Garfield County. As mentioned above, heavy equipment will be transported to the surrounding pad sites as part of the construction process. Each pad site will be required to obtain oversize/overweight permits from Garfield County Road & Bridges. Special traffic control will not be needed as the trucks are expected to navigate the existing county roads, in some cases accompanied by pilot vehicles. In addition, a driveway permit will be required for each pad site drive. Detailed Traffic Analysis Page 8 Battlement Mesa PUD Phase II Development July, 2017 Ursa Operating Company, LLC ROADWAY ANALYSIS State Highway Crossings and Access The roadway access to this site does not cross any highway rights-of-way managed by the Colorado Department of Transportation. Access to 1-70 is at the Parachute interchange located northwest of all site parcels. The ramp terminals at this grade -separated interchange are signalized intersections. Impacted Parcels The well pads and water storage facility are proposed to be constructed on two separate parcels. The pipelines are proposed to be constructed through multiple properties. Current land uses on the affected parcels include Planned Unit Development, "open space", and agricultural uses as well as existing oil and gas well pads. Intersection of CR 215 & CR 300W The intersection of CR 215 & CR 300W is a "T" intersection with CR 300W as the stop -controlled minor approach. Sight distance measured from the stop sign on CR 300W is adequate looking west and east. The curb returns at this intersection have large radii that will allow trucks to make wide turns. There is an existing eastbound channelized right -turn lane at this intersection. Because of the heavy eastbound right -turning movements, an eastbound right -turn lane should be constructed. This would improve overall safety at this intersection. Intersection of CR 300W & CR 307 The intersection of CR 300W & CR 307 is a "T" intersection with CR 307 as the stop -controlled minor approach. It is located on a horizontal curve turning away from the minor road. Sight distance measured from the stop sign on CR 307 is adequate looking north and east at this intersection. Intersection of CR 303 & CR 308 The intersection of CR 303 & CR 308 is a stop controlled "T" intersection with the east leg of CR 303 as the minor road. Vehicles traveling from CR 303 west of the intersection have a free movement onto and from CR 308. Intersection of CR 308 & CR 302 The intersection of CR 308 & CR 302 is a two-way stop controlled intersection with CR 302 as the minor road. Sight distance looking north from the east leg of this intersection is questionable with tree coverage potentially blocking vision. Sight distance is adequate looking south from CR 302. Detailed Traffic Analysis Page 9 Battlement Mesa PUD Phase II Development July, 2017 Ursa Operating Company, LLC Intersection of CR 300E & Sipprelle Drive/CR 308 The intersection of CR 300E & CR 308/Sipprelle Drive is a two-way stop controlled intersection with Sipprelle Drive/CR 308 as the minor road. Sight distance is adequate looking north from CR 308. Looking south there are multiple trees that could potentially obstruct a driver's vision as well as a horizontal curve, resulting in questionable sight distance for a truck. Intersection of Spencer Parkway & CR 300N The intersection of Spencer Parkway & CR 300N is a stop controlled "T" intersection with Spencer Parkway as the minor road. Sight distance is adequate looking west along CR 300N. There is a horizontal curve approximately 200 feet east of this intersection that may have questionable sight distance for northbound left -turning vehicles. Intersection of Spencer Parkway & BMC L Pad Drive The intersection of Spencer Parkway & BMC L Pad Drive is proposed to be a two-way stop - controlled intersection. A median break is proposed for this new access to allow site traffic to exit the pad and travel north to CR 300N. A cursory review of the proposed site drive location was performed. Typical access control would be to have as few median breaks as possible, and the proposed site drive would ideally align with the existing median break to the south. If this is not possible, the drive should be located at least 400 feet south of an existing horizontal curve to the north to provide adequate intersection sight distance. The drive should also be located as far north as possible from the existing intersection to the south to minimize the potential for interactions between turning movements or overlapping turn lanes with the BMC L Pad drive. Detailed Traffic Analysis Page 10 Battlement Mesa PUD Phase II Development July, 2017 Ursa Operating Company, LLC CONCLUSIONS Based on the expected trip generation discussed above, the increased traffic during construction of the proposed pipelines, well pads, and water storage facility is not expected to have significant impacts on roads generally used by the public. The county roads discussed will see only a minor increase in construction and production traffic as compared to existing traffic volumes. The addition of temporary construction and long-term production traffic from the Battlement Mesa Phase 11 Development do not increase existing volumes to levels required for State or County permits. The geometry at most intersections where site traffic will be turning is expected to be adequate for site traffic. The CR 300E & Sipprelle Drive/CR 308 intersection was identified as having inadequate intersection sight distance for a single -unit truck. Traffic volumes at the CR 215 & CR 300W intersection indicate that an eastbound right -turn lane should be constructed. This is expected to improve safety at the intersection by removing the high right -turn volume from the thru traffic. The raised median along Spencer Parkway is proposed to be opened to provide full movement access for the BMC L Pad. If possible, this access should be aligned with the existing median break to the south. If a new median break is permitted, it should be located at least 400 feet south of the horizontal curve on Spencer Parkway and as far north as possible from the existing median break to the south. Ursa will be required to adhere to Garfield County Road and Bridge criteria for securing heavy haul and driveway permits for each pad site.
