Per Colorado law (CRS 12-58-101 et seq Y 12-23-101 et seq, respectively), persons preforming plumbing or electrical work for hire must be licensed by the State Plumbing or Electrical board, respectively, and must be working under the supervision of persons licensed by the state to operate a plumbing or electrical. business. For plumbing work, this means that the individual must not only be licensed by the state as a plumber, but must also either hold a Master Plumber's license or be working under the direct supervision of a Master Plumber. For electrical work, the person doing the work must not only be licensed, but must also either hold a Master Electrician's license and an Electrical Contractor's license or be working under the direct supervision of an individual licensed as such. The only applicable exception to these laws is that individuals may perform electrical or plumbing work within their own home (see CRS 12-58-113(2) and 12-23-111(2), respectively, for details). APPROVAL OF PLANS AND SPECIFICATIONS DOES NOT PERMIT THE VIOLATION OF ANY PART OF THE GARFIELD COUNTY BUILDING CODE OR ANY OTHER ORDINANCE OR LAW. N 1. Foundations supporting wood shall extend at least 6" above the adjacent finished grade (UBC Sec. 1806.1 and 2317.8). 2. All lumber in contact with concrete or masonry or within 6" of finished grade shall be treated wood or redwood (UBC Sec. 2317.4). 3. Footing and foundation systems shall extend a minimum of 36 inches below finished grade, to bottom of footing, up to and including 8,000 feet of elevation as amended by Resolution 90-05. 4. Wood joists closer than 18" or wood girders closer than 12" to exposed ground within a crawlspace are to be treated lumber or wood of natural resistance to decay (UBC Sec 2317.3). Wood used in the construction of structures and located nearer than 6" to earth shall be of treated wood or wood of natural resistance to decay (UBC Sec. 2317.8). 5. Wood girders, that are not treated or of redwood, entering concrete or masonry walls must maintain a 1/2" air space (UBC Sec. 2317.7). 6. Under floor vents shall have a net area of not less than 1 sq. ft. for each 150 sq. ft. of under floor area (UBC Sec. 2317.7). 7. Accessible under floor areas shall be provided with a minimum. 18" x 24" unobstructed access opening. (UBC Sec. 2314.3). Where equipment is located in an under floor area the access opening shall be of a height and width sufficient to allow the removal of the largest piece of equipment, but not less than 30" x 30" (UMC Sec. 320). 8. Provisions shall be made for the control and drainage of surface water around buildings. All building pads will be graded 2% away from buildings (UBC Sec. 1804.7 & 1806.4.5). 9. Installation of a perimeter drain system is mandatory in all cases where slabs will be located below finished grade (GCBC Amendments to UBC Sec. 2902(a)). Dampproofing or waterproofing of foundations retaining earth and enclosing interior spaces below grade is required. (UBC Appendix Chapter 18) 10. Gutters and downspouts are required in all buildings within Garfield County (UBC Sec. 1804.7). 11. Bond beam required inblock foundation walls (UBC Sec. 2106.1.12.1). 12. Foundation plates or sills shall be bolted to the foundation wall with not less than 1/2 -inch diameter steel bolts embedded at least 7 inches into the concrete or masonry and spaced not more than 6 feet apart. There shall be a minimum of 2 bolts for each piece with one bolt located within 12 inches of each end of each piece (UBC 1806.6) 13. Garfield County will not inspect the drilling, reinforcement and placement of caissons (drilled piers). This inspection must be performed by a qualified engineer. Findings must be detailed in a typed, stamped report to the County Building Department (GCBC Amendments to UBC Sec. 305(e)1.C.) & UBC Sec. 306(a)11). 1.4.
