011 t·./ovember 10th, Bill Gavette and myself flowed the 5J'Sfem and measured
1000 gallons per minutes being tliscllargedfrom a hydrant 011 tile main road in
Aspen Glen. JUr. Gary Lattie and .Wlr. 111ark Gou/ti were present for the flow test.
J1r. Goultl reported that the new watet Umk was i11 tile ptocess of being .filled, tile
u11dergrou11d pipes were charged and that the system 1w1s 011 line.
I.feel that it is now appropriate to issue b11ildi11g permits for residential housing
at Aspen Glen.

Earlier this week we met with the developer and contractor at Aspen Glen to test the recently
completed first phase of the water system The current fire flow from the water system meets our
requirement for residential construction to begin in the subdivision.

Dear Bob:
The Design Review Committee has enjoyed working with you and your consultants
through the review process of your proposed home. We appreciated the manner in
which you addressed the concerns we raised during the Preliminary Review.
Based on your Final Review submission, we hereby grant you a "conditional
approval" of those plans. This approval will entitle you to apply for a building
permit with Garfield County, and upon their issuance of said permit, you may begin
construction. However, the conditions un,der which this approval is granted must
be completed to the Committee's satisfaction before a Notice of Satisfactory
Completion of Improvements to Property can be issued and a certificate of
occupancy is requested and issued by the County. The conditions we have
specified are as follows:
1. Submission of final landscaping plans that incorporate the following:
A. The formation of bedding areas around the clustered treescapes
you have depicted on your plans with some form of appropriate
edging.
B. Coordination of your grassing plan on the rear of your lot to
coincide with the grassing plan we will use for the golf course.
Currently, we intend to plant that area which borders your lot in
a mix of blue grass, rye grass and fine fescue.
C. The planting of an acceptable screening material which can be
either an evergreen variety of trees or shrubs or a combination
of both along your west property line which is adjacent to your
garage door openings.
D. The extension of landscaping along the edge and corners of the
front walls of both garages to reduce the impact of concrete
driveways.
E. The continuation of bedding and landscape materials around the
corners and along the eastern wall of the home to break-up the

In order to understand the scope of the work intended under a permit
application and expedite the issuance of a permit it is important that
complete information be provided. Adequate and complete information will
prevent delays in the plan review process. Reviewing a plan and the
discovery that required information has not been provided by the applicant
may result in the delay of the permit issuance and in proceeding with
building construction. The owner or contractor may be required to provide
this information before the plan review may proceed. This causes delays
because other plans that are in line for review may be given attention before
the new information may be reviewed after it has been provided to the
Building Department.
Please review this document to determine if you have enough
information to design your project and provide adequate information to
facilitate a plan review. If you do not, it may be helpful to obtain a book
titled "Dwelling construction under the Uniform Building Code. This
book is available to you through this department at our cost. Also,
please consider using a design professional for assistance in your
design and a construction professional for construction of your project.
To provide for a more understandable plan in order to determine
compliance with the building, plumbing and mechanical codes, applicants
