This firm has been retained by Mrs. Robert S. Ragle in connection
with her erection of a modular home on property located on Road 324,
south of Silt. A second single family dwelling unit is located on this
site which is an older farm house. The older house on this parcel is
being renovated for occupation and a footer and foundation system has
been installed for the location of the modular home. Mrs. Ragle will
occupy the modular home and Mr. & Mrs. Eicher will occupy the refur-
bished existing house. Mr. Eicher is to be employed on the ranch
property which consists of some 320 acres. After reviewing the zoning
regulation for Agricultural/Rural/Residential Property, it is my
understanding that one of the uses by right is the erection or main-
tenance of a building for the shelter of persons employed in farming or
ranching on the property. Therefore, the two dwelling unit configura-
tion of this property would be permissible as a use by right as long as
the second structure was used for the habitation of persons employed in
farming and ranching activities on the property.
It is my understanding that a building permit has been issued from
Garfield County for the placement of the modular home and no further
building permits should be required. In connection with the Sani-
tarian's requirements, it is my understanding that the Sanitarian issued
a permit for only one septic system, whereas the present configuration
involves two septic systems. It will be therefore necessary that Mrs.
Ragle obtain the second permit by making appropriate application with
the Sanitarian. Mr. Howard has also indicated that the systems are

deficient inasmuch as 3/4 inch gravel has been placed in the leach field
instead of the V? washed rock which was required. Mr. Howard
informed a Mr. Russell Schumann of this deficiency during Mr. Howard's
visit to the premises, however Mr. Schumann did not correct this
deficiency. It is my understanding that the leach fields would be
acceptable to the Sanitarian, if all 3/4 inch rock around the leach
lines inserted in the field is removed and replaced with 1-!i inch washed
rock in those areas. This would not entail the removal of all 3/4 inch
rock in the leach beds, but would be..limited to the areas_ in the general
vicinity of the leach lines.
If anything set forth in this letter is incorrect or should be
amended, please advise at your earliest convenience. Thank you for your
courtesies in this action.

Dear Mr. Milner:
The Ragle home on Raymond C. Dunn's property in Silt, Colorado,
has not been set on the foundation properly, or, the dimensions
of the foundation are to small to accommodate the house shipped.
I think it is an unsafe condition in either case. I have tried
to have the dimensions of the foundation walls verified by an
engineering firm but Ragle and Dunn's agent, Eicker, would not
allow the engineering firm to measure the foundation walls.
I think the certificate of occupancy should be revoked.until
this unsafe.situation_:is-..corrected.

Dear Mr. Milner:
On or about April 5, 1982, I was contacted by a Mrs. Robert
Ragle to construct a residence at 2898 #342 Road, Silt, Colorado.
I was shown plans for a pre -manufactured house. Approximately
1700 sq. ft., one story on crawl space. I asked if they had a
building permit and they assured me they had. I proceeded with
the work and after excavating for foundation and forming for
footing, I asked Ragle to call for inspection. They said they
did and it was approved.
The footings were poured. When thewall forms were ready for
inspection they said they called and the inspection was made and
walls were approved. After foundation was completed, they asked
me to install a septic system. I told them to secure a county
permit for septic. They said they had one and I constructed two
leach fields, two septic tanks and all flow lines and trenches,
according to their design. When asked for inspection, Mr. Howard
arrived and asked for.11" rock instead of 3/4" rock that was in-
stalled and not to cover anything up until the I -J" rock was in-
stalled and inspected. Mr. Howard said that only one permit was
issued but two field andtank and lines were installed. I told
this to the Ragles and they assured me that they would obtain a
second permit. They never did and they have backfilled all.leach
field and trenches without inspection. The lz" rock was never
installed.
Upon further checking, no building permit was ever issued.
In my opinion.the pre -manufactured structure
seal of approval by the Colorado Division of
and I think -:the poorly installed plumbing and
standard.
Please investigate the matter promptly.
