Sec. 404. CAST STONE is a precast building stone manufactured from
portland cement concrete and used as a trim, veneer or facing on or in buildings or
structures.
tj CENTRAL HEATING PLANT is environmental heating equipment which
directly utilizes fuel to generate heat in a medium for distribution by means of
ducts or pipes to areas other than the room or space in which the equipment is
located.
CHIEF OF THE FIRE DEPARTMENT is the head of the fire department or

CONTROL AREA is a space bounded by not less than a one -hour fire-

rssesa CORROSIVE is a chemical that causes visible destruction of, or irreversible
u? alterations in, living tissue by chemical action at the site of contact. A chemical is
considered to be corrosive if, when tested on the intact skin of albino rabbits by the
method described in the U.S. Department of Transportation in Appendix A to
CFR 49 Part 173, it destroys or changes irreversibly the structure of the tissue at
the site of contact following an exposure period of four hours. This term shall not
I refer to action on inanimate surfaces.
COURT is a space, open and unobstructed to the sky, located at or above grade
level on a lot and bounded on three or more sides by walls of a building. -
Sec. 405. DANGEROUS BUILDINGS CODE is the Uniform Code for the
Abatement of Dangerous Buildings promulgated by the International Conference
of Building Officials, as adopted by this jurisdiction.
DISPENSING is the pouring or transferring of any material from a container,
tank or similar vessel, whereby vapors, dusts, fumes, mists or gases may be
liberated to the atmosphere.
DISPERSAL AREA, SAFE. See Section 3323 (b).
DORMITORY is a room occupied by more than two guests. "
DWELLING is any building or portion thereof which contains not more than I '
two dwelling units.
DWELLING UNIT is any building or portion thereof which contains living
facilities, including provisions for sleeping, eating, cooking and sanitation as

1 FLOOR AREA is the area included within the surrounding exterior walls of a
building or portion thereof, exclusive of vent shafts and courts. The floor area ofa tt
building, or portion thereof, not provided with surrounding exterior walls shall be
the usable area under the horizontal projection of the roof or floor above.
7 -FOAM PLASTIC INSULATION is a plastic which is intentionally expanded;
t by the use ofa foaming agent do produce a reduced density plastic containing
voids consisting of hallow spheres or interconnected cells distributed throughout
the plastic for thermal insulating purposes and which has a density less than 20

Sec. 408. GARAGE is a building or portion thereof in whicha motor vehicle L
containing flammable or combustible liquids or gas in its tank is stored, repaired 7
or kept.
GARAGE, PRIVATE, is a building or a portion of a building, not more than
1000 square feet in area, in which only motor vehicles used by the tenants of the S
building or buildings on the premises are stored or kept. (See Section 1101.)
GARAGE, PUBLIC, is any garage other than a private garage..
GRADE (Adjacent Ground Elevation) is the lowest point of elevation of the
finished surface of the ground, paving or sidewalk within the area between the y
i:building and the property line or, when the property line is more than 5 feet fromthebuilding, between the building and a line 5 feet from the building.
GRADE (Lumber) is the classification of lumber in regard to strength and
utility.
GUARDRAIL is a system of building components located near the. open sides y
of elevated walking surfaces for the purpose of minimizing the possibility of b
accidental fall from the walking surface to the lower level.
GUEST is any person hiring or occupying a room for living or sleeping id,
purposes.
GUEST ROOM is any room or rooms used or intended to be used by a guest for
sleeping purposes. Every 100 square feet of superficial floor area in a dormitory
shall be considered to be a uestroom.

Sec. 409. HABITABLE SPACE (ROOM) is space in a structure for living,
sleeping, eating or cooking. Bathrooms, toilet compartments, closets, halls,
storage or utility space, and similar areas; are not considered habitable space. -i is

Sec. 410. IRRITANT is a chemical which is not but which causes a l n
reversible inflammatory effect on living tissue by chemical action at the site of1
contact. A chemical is a skin irritant if, when tested on the intact skin of albinorabbitsbythemethodsof16CFR1500.41 for four hours' exposure or by otherappropriatetechniques, it results in an empirical score of 5 or more. A chemical isaneyeirritantifsodeterminedundertheprocedurelistedin16CFR1500.42 or z I f., ,
other appropriate techniques.

2. Material having a structural base of noncombustible material as defined in

This is to inform you that I made an inspection of the following
structures at Rio Blanco Ranch, 3.050 Trappers Lake Road in Section 21,
T1N, R88W of the 6th P.M. in Garfield County, Colorado.
My inspection disclosed that the construction of the additions
to dormitories Aspen and Spruce, and the new residence Larkspur conform
to the requirements of the Uniform Building Code of 1988.

RE: Rio Blanco Ranch
Dormitory Modifications
Dear Mr. Watts:
Recently you requested additional information concerning the Rio Blanco Ranch
dormitory modification project. Specifically, you asked for a clarification as to our
involvement, an assessment of the existing foundation and a stamped copy of the
plans.
Our firm was contracted to provide structural design services for the modification of
two dormitories located on the Rio Blanco Ranch below Trappers Lake by Meeker.
The project required the inspection of the Spruce and Quaker dormitories to
determine their structural condition and the design of the necessary modification.
The modification to the Quaker dormitory was prompted by the structural collapse
of the second story addition caused by excess snow loading. The Spruce dormitory
was modified to ensure that a similar collapse would not occur.
On June 1, 1993 , I conducted an on -site review of the two buildings. The buildings
were originally single story log structures that were proportedly constructed in the
late 1940's. A second story was added to each building two years ago.
The building foundation consists of a 10" wide un- reinforced concrete stem wall. It
was not determined if the stem walls extended below frost line or if they rested on a
footer. Based on the size of the aggregate, the concrete appears to have been site
mixed. The soil at the site appears to be alluvial sandy gravel. There are several
cracks in the walls and some isolated settlement.
As part of the design review, we analyzed the ability of the existing foundation to
support the imposed loads. The maximum foundation design load was estimated to
be approximately 2,200 pounds per square foot. The soils were estimated to have a
maximum bearing capacity of 3,000 pounds per square foot. The foundation for the
modified structure, therefore, will not exceed the bearing capacity of the soils.

It is our opinion that the existing foundation is capable of supporting the log
structure. This opinion is based on the fact that even though the concrete is not
reinforced, it has satisfactorily supported the building for the past 45 years. Even
though the cracks in the stem walls has allowed some settlement, the log walls have
adjusted to the uneven foundation level.
Enclosed are stamped copies of the plans for the structural modification of the two
