Also refer information contained in the plans submitted by
Mark Schams and dated June 1993. Items which are not shown on the plans submitted or were
forgotten, for the Mark & Sue Schams residence.

CONDITIONS FOR PLAN REVIEW# 1-93
GENERAL REQUIREMENTS:
G-1 In lieu of the site and plot plan the owner has agreed to submit to the Building Official a
recent improvement survey variance, of which shows contours, location of the well, and location
of the septic system_
G-2 Obtain a "Standard Individual Sewage System Application" from the Garfield County
Building Official at 109 8th St. Suite 303, Glenwood Springs, Co 81601. Procedure for
compliance are out lined with application concerning State Statute and Garfield County
regulations. Coordinate inspections of the system prior to cover-up.
G-3 Coordinate well water system with the State of Colorado Division Water Resources
located at 50633 U.S. Hwy 6&24, Glenwood Springs, Co 81601, (945-5665) contact person
Dwight Whitehead.
G-4 Provision shall be made for the control of drainage water around the building. On graded
sites, the top of any foundation wall shall extend above the elevation of the street or gutter.
Provide adequate drainage away from the structure at all locations around the building. (Use
section 2905 (F) and section 2907 (5) of the (U.B.C.) Coordinate this inspection with the
Building Inspector.
G-5 Notify all utilities for line locations and approval prior to beginning any excavation on site p/
(Public Service Electric, Natural Gas, Telephone, etc.)
G-9 Submit engineer reports which indicate satisfactory means of compaction if fill is used for
bearing, under foundation systems, (section 2905 U.B.C.), coordinate with the Building Inspector
as needed.
BUILDING ITEMS:
B-9 .1 The garage shall be separated from the remainder of the house as required by
(section 503 (d) exception 3 of the (U.B.C.) As shown on the drawings the separation wall /
appears that it can be built vertical only 5/8" type X drywall only to the roof sheathing, coordinate
the wall construction with the Building Inspector during the framing, (section 503(b) U.B.C.)
B-9.2 The drawings are correct in that a door between the garage and the master bedroom is
not allowed. Special Hazards; (section 1104 2nd paragraph of the (U.B.C.)
B-9. 3 Please beware that a loft area cannot be used as a sleeping room unless it is equipped
with an egress window. In compliance with (section 1204 of the U.B.C.)
A window schedule has not been provided, emergency egress doors or windows shall be
provided from each sleeping room as required by (section 1204 of the U.B.C.)
(see attached drawing)
B-9 Guardrails may be necessary if a hazardous condition is created at the loft area, refer to
(section 1711 of the U.B.C.)
B-9 .4 The 2" ridged foam insulation shown in the crawl space shall be in compliance with
(section 1712 (2) of the U.B.C.) Coordinate with the Building Inspector prior to installation.
Paper back insulation cannot be left exposed (i.e. attic crawl space, unfinished areas, etc.),
(section 1713 (c) of the U.B.C.)
B-20 Provide smoke detectors in accordance with (section 1210 of the U.B.C.) One smoke
detector is required on each level and they shall be on their own designated circuit and inter
connected. Audible from the bedrooms with the door closed. Also one will be required at the
high point in the living room, loft area. The Colorado State Electrical Inspector may have
additional regulations. This requirement is taken from the 1988, U.B.C.

B-30 Please submit roof truss diagrams bearing the stamp and signature of the Colorado
Professional Engineer and indicating design for a minimum of 40#/sq. ft. live load (section 2305,
U.B.C.)
B-33 Provide under-floor clearance for wood joist and beams in accordance with the (section
2516 (c) of the U.B.C.)
B-35 Foundation ventilation shall be in accordance with (section 2516( c) 6., U.B.C.)
( ( 1) sq. ft./ 150 sq. ft. of area)
B-38.1 ADDITIONAL INFORMATION NEEDED:
( 1) Please submit drawings showing beams, built-up beams concerning under floor framing
members, also, floor members 2nd story loft area and garage headers. Submit an approved one
or two page drawing to the Building Official for approval prior to beginning this phase of
construction.
(2) At the time of the foundation wall pour, beam pockets will need to be sized according to
the actual beam sizes. Wood beams supported by concrete need a minimum 3" bearing, with l"
for expansion and contraction, also 1/2" clearance is needed at the sides, (section 2516(c) U.B.C.)
(3) It appears that the under floor beams will have a beam to beam T connection at (2)
locations. Approved hangers and method of connection will be needed, along with wood to
column I connections will also need to be approved and verified.
(4) Manufactured joists and beams (T.J.I.'s I micro lams, glu-lams, etc.) Shall be sized and
installed in accordance with the manufactures documents and installation guide. For boring holes
and cutting ofT.J.I. joists these documents must be followed; (i.e. flanges, top and bottom webs
~
must never be cut or notched.)
(5) The building appears to have a cut roof over the loft and living room area, with a glu-lam
beam. A section drawing ofthis area is needed, submit the information to the Garfield County
Building Official, for approval prior to beginning this phase of construction.
B39. l Roof rafters and ceiling joists shall be supported laterally to prevent rotation and lateral
displacement when required by (2506 (h). Roof trusses shall be supported laterally at points of
bearing by solid blocking to prevent rotation and lateral displacement, (section 2517 (h) 6.,
U.B.C.)

B-40 All plumbing walls should be at least 2x6 or as necessary to allow for piping within walls /
without weakening the structure, (section 2517 (g) 6.8.9., U.B.C. and section 315 (b) U.P.C.)
B-41.1 Vertical and horizontal reinforcement (rebar) for concrete shall not be spaced further
apart than (3) times the wall thickness, nor 18 inches. Vertical dowels can project out of the y-"
footer at 18" on center. 18" by 18" grid is a minimum requirement based on (section 2607(g) I.
of the U.B.C.)
B-45 Footings shall extend at least 36" below finish grade, (section 2907 (a) U.B.C.)
B-45. I Foundation supporting wood shall extend at least 6" above the adjacent finish grade. M
B-50 Attic access must be provided for all roof areas where there is more than 30" vertical
dimension above the ceiling to the rafters. Opening shall be not less than 22" x 30", (section 3205
(a), U.B.C.)
B-51 Attic ventilation is required to be in accordance with (section 3205 (c) ), coordinate with
the Building Inspector during construction.
B-59.2 The 1988 U.B.C. (section 3304 (i) ), requires a landing on each side ofa door, there are
some exceptions. However, the exterior doors are required to have landings. Minimum size 36"
x 36", provided the door does not swing over the landing, a 7 1/2" step is allowed.
B-59.3 Section 3306 subsection (c) show that the stairs may be constructed with 8-inch
maximum rise and 9-inch minimum run. The greatest riser height and largest tread run within any
flight of stair, cannot have more than 3/8 of an inch deviation.
Stairway handrails: minimum height 38"; hand grip portion shall be not less than 1 1/2" nor
more than 2" in x-section dimension. Minimum of one handrail required on all stairways with
more than three risers. Minimum 1 1/2" space required between wall and handrail, (section 3306
G) U.B.C.)
Guardrails of 36" minimum height shall be installed at open sides of stairways, landings, ramps,
decks, or porches more than 30" above grade or floor below. Open guardrails shall have a
pattern such that a sphere 6" in diameter cannot pass through
(section 1711, U.B.C.)
B-77 Provide safety glazing in all hazardous locations as defined in (chapter 54 of the U.B.C.)
Glass and glazing must also comply with all States and Federal requirements. (i.e., doors,
windows, shower and bathtub enclosures, etc.)
B-78 The R-control panel wall sections proposed shall be constructed per. the manufactures
and manufactures documents. At the oversize openings and difficult areas field framing shall be in

compliance with the( U.B.C. chapter 23 and 25.) (Refer to EVALUATION REPORT NO. 4457
from I.C.B.O.)
B-79 The wood stove will need to be an approved stove and be installed according to the
manufactures documents and listed and approved by (I.C.B.O., B.O.C.A. or U.L.)
PLUMBING ITEMS:
P-1 Plumbing and mechanical must comply with the Uniform Plumbing Code (U.P.C.) and the
Uniform Mechanical Code (U.M.C.)
P-5 Dishwashers must hook to the drainage system through an approved air gap. Contact
building department for approved method prior to installation, (section 608 (c), U.P.C.)
P-7 All boilers shall be equipped with an approved backflow device (double check with an
atmospheric vent is acceptable), (section 1003, U.P.C.)
P-8 Hose bibbs shall be equipped with self-draining approved backflow prevention devices,
(section 1003 (h) and (i) U.P.C.)
P-11 Provide a floor drain for the pressure I temperature relief valves on the boiler and hot
water heater, (section 1007, U.P.C.)
The gas piping will need to be installed and sized in compliance with (chapter 12 of the
U.P.C.) Pressure tests are required (minimum 10 lbs. for 15 minutes.) Coordinate inspections
with the Building Inspector.
MECHANICAL ITEMS:
M-1 The boiler and hot water heater shall comply with the U.P.C. and U.M.C. (i.e.; combustion
air, installation, clearances, access, venting, gas line sizing, etc.)
M-2 The clothes dryer vent cannot terminate in the crawl space. Will need to be a minimum 4
inch diameter and duct directly to the outside, (section 1903 (a). (b). (c)., U.M.C.) v

G-1.1 Every attempt is made by the Building Department to perform a thorough plan review, "
however please be aware of (section (c) of the U.B.C., which states:
This issuance or granting of a permit or approval of plans and specifications
shall not be construed to be a permit for, or an approval of, any violation
of any of the provisions of this code or of any other ordinance of the
jurisdiction. No permit presuming to give authority to violate or cancel the
provisions of this code shall be valid.
The issuance of the permit based upon plans, specifications and other data
shall not prevent the Building Official from thereafter requiring the correct-
ion of errors in said plans, specifications and other data, or from preventing
building operations being carried on thereunder when in violation of this code
or of any other ordinances of this jurisdiction.
All construction shall be approved prior to the issuance of a Certificate of Occupancy.

AGREEMENT REGARDING Qt.llTIFICATE OF OCCUPANCY
WHEREAS, Mark and Susan Scharns (hereinafter "Owner") has
applied for a Certificate of Occupancy for a house located at
1840 County Road 293, Garfield County, Colorado under permit No.
4818 and,
WHEREAS, the following items have been determined to be
apparent defects or deficiencies with the application which
prohibits the issuance of a Certificate of Occupancy until they
have been resolved pursuant to codes adopted by Garfield County
and approved by the Garfield County Chief Building Official:
1. No front stairs have been provided.
2. The siding on the house and garage has not been installed.
and,
WHEREAS, the Owner is willing to make certain assurances
and agreements relating to these identified code deficiencies and
on the basis of such assurances the County is willing to issue a
Certificate of Occupancy.
NOW, THEREFORE, it is agreed as follows:
A. The Owner agrees to do the following:
Deficiency No. 1.
ACTION REQUIRED OF THE OWNER:
Provide front stairs with handrail as required under U.B.C.
(Uniform Building Code) Section 3306. A safety hazard
exists if there are no stairs (or unstable stairs) and
handrails as required by code. Temporary stairs may be
provided but must comply with the code.
Deficiency No. 2.
ACTION REQUIRED OF THE OWNER:
Weather protection is not a requirement of the U.B.C. for a
garage however, the O.S.B. board is not an appropriate
exterior material and will deteriorate when left exposed.

FURTHER ACTION REQUIRED OF THE OWNER:
The Owner will complete all work described herein and
request inspection of all work by the Garfield County
Building Department. All work shall be completed in
compliance with the stated provisions of the codes
currently adopted by Garfield County in a manner that
will enable approval of all work. All work, on items 1
& 4, inspections and approval of work shall be
completed within sixty (60) days of the date of signing
of this document. All work on items 2 and 3 will be
required to be completed prior to issuance of a
Certificate of Occupancy for health and safety reasons.
There is no requirement to complete item 5.
B. In the event the Owner fails to perform as agreed on any
of the above, the County may revoke any permits which may
have been granted to the Owner. The County will require the
habitation and occupancy of the house cease immediately.
C. This agreement is binding upon the heirs, successors in
title, and assigns of the parties.
