As I stated in our recorded phone conversation on August 6, 1993,
I bring this matter to your attention due to the discriminatory
attitudes, behaviors and practices I've encountered from specific
Garfield County Planning and Zoning employees and the fact that
these same attitudes, behaviors and practices no longer constitute
simple nuisance factors, but stand to threaten the livelihood
and well being of myself and my children. This most recent con-
flict is not a first time incident, but has happened consistently
over, at least, a two year period. It's just that now I have wit-
nesses to substantiate what I've sensed all along in my dealings
with certain members of the P&Z.
This most recent conflict began on July 27, when a B&R Septic
Company-- approximately one month after not completing a job
they started --reported my septic system to the County, resulting
in my receipt of a threat of condemnation of the usage of my
property.This was delivered on August 5. On July 27, a young
man by the name of Michael Watts came out and investigated the
situation. While he was here I asked him if this was going to
cause me any problems and he assured me that all I needed to
accomplish was to tighten the seal on a pipe leading to the
leech field. He then asked to tour the other systems on my proper-
ty. I obliged. Then I was instructed to have the pipe'sealed
and contact him before filling in the hole that had existed
for several years. The pipe was sealed on Thursday July 29.
A phone call from me summoned him to reinvestigate the situation.
I had a family with a small child moving into the house and
needed to have my son fill in the hole over the weekend to avoid
any inconvenience to the family or any mishaps involving the
hole.
During his second visit to my residence he displayed disappoint---
ment in the status of the hole surrounding the pipe. At this
point I'm not sure if he was disappointed to find it in a better
state than it had been for years or what? Because he immediately
began searching out other problems. When I halted his activities
he became dissatisfied and disgruntled. When I tried to glean
what action he might take, he would not be specific and began
to display a threatening attitude, until my son interrupted the
conversation at which point Mr. Watts instantly changed his
manner to non -threatening, and then left. Still without stating
any consequences of not complying with his "wishes" and "hopes."
When I was presented with the threatening letter of August 5,
I determined this matter to be much graver than the usual annoy-
ances I've repeatedly encountered with the P&Z. I did try to
contact you that same day but you were not in the office.
I plan to proceed with my complaint to the Colorado Civil Liberties
Commission. Not because of what has happened to me in the past
when dealing with the P&Z, and not just because of what is happen-
ing now, but because if these activities continue to be predominant
with my dealings then I'm confident they must be happening to
other women in the county as well.
Regardless, and in conclusion, I will state and reiterate what
I 'hope' to see happen within ten days of your receipt of this
letter.
1. A letter to rescind the most recent correspondence
generated from the office of Garfield Planning and
Zoning dated August 5 and signed by Michael Watts
and the five other people he claimed were backing
him in this endeavor.
2. The hole filled in that borders the leaching area,
with prior notification of when it will be done and
who will be doing it.
3. A letter from Marc Bean to be added to my legal_
papers regarding my property. This letter needs to
designate all dwellings, structures and other mechanics
of the property as legitimate pre-existing conditions
and that the county accepts them as such within that
legal realm of pre-existing.
4. Another letter from Marc Bean stating any and all
obstacles he intends to create to interfere with me
subdividing my property before I pay the required
fee of $300.00 to continue the process I initiated
approximately two weeks ago.
I still regret having to involve you in this ongoing conflict
between myself and the P&Z. I hope we can all resolve this matter
in an expeditious manner so as not to inconvenience ourselves
anymore or anyone who might become involved if it isn't.

Ms. St. John:
It has come to the attention of this office that there are apparent violations of the adopted
Garfield County Individual Sewage Disposal System (ISDS) Regulations and Colorado
Revised Statutes. These apparent violations are on your property at 6021 County Road 233
(legally described as being in the Southeast 1/4 of Section 35, Township 5 South, Range 92
West of the 6th Principle Meridian).
These apparent violations are to be addressed in the following manner:
1. Within ten (10) days of receiving this notice, you shall have had a Civil Engineer
(licensed in Colorado) or a Colorado Certified Sanitarian evaluate the ISDS on your
property, prepare, sign and deliver a report of their findings to this office.
2. If any of these systems are found to be substandard, failed or in need of repair, you
shall obtain specific repair permits for this work from the Garfield County Building
Department within twelve (12) days of receipt of this notice.
3. All work specified in the Repair Permits shall be completed within eighteen (18) days
of receipt of this notice.
The specific items to be addressed in the written report are:
MAIN HOUSE
1. Is the septic tank intact and working properly?
2. Is the leach field designed and capable of servicing the house?
APARTMENT IN THE GARAGE
1. Which system services this dwelling?
2. Is this system sized and capable of servicing this unit's additional load?

THE SOUTH MOBILE HOME
1. Is the septic tank intact and working properly?
2. Is the leach field designed and capable of servicing this house?
If these deadlines are not met, a hearing will be conducted before the Garfield County Health
Officer to obtain an order that you cease and desist the use of the affected residences. In
addition, failure to comply with these stipulations violates Section 25-10-112 of the Colorado
Revised Statutes and upon conviction, is punishable by a $500 fine, six (6) months in jail or
both.
I sincerely hope that these matters can be resolved quickly and with as little inconvenience to
you as possible.
