I. Subject: Mortarless Concrete Interlocking Block.
II. Description: Mdhs mort<1rless blocks are hollow concrete units
complying with Type N units as specified in ASTM C-90. The units arc
available in sizes of7Y, by 8 by 16 inches (stretcher). 7Y. by 8 by 8 inches
(one half) and 7% by 8 by 15Y• inches (comer block). The units are similar
to conventional hollo" concrete units but are manufactured with tongue-
and-groove joints to provide a mechanical interlock without mortared head
or bed joints. Special shapes are provided for comers. jambs and other
locations. The cells between the face shell may be partially grouted or
solidly grouted. Special blocks contain knockout webs to allow continuous
horizontal reinforcement.
Design: Cells and other cavities between face shells shall be grouted as
required for design. Structural design shall be based solely on the continu-
ous vertical grouted cells. The net grout cell dimensions for the stretcher.

respectively. Allowable compression stresses for reinforced masonry in

includes moisture and absorption and compressive strength tesh in
accordance with ASTM C-145-75 and drying shrinkage tests in
accordance with ASTM C-426-70.
2. Underwriters Laboratorie~ Inc. test report under File R9593. Project
80NK23641, which includes a fire test in accordance with ASTM
E-119.
3. Descriptive literature and detailed drawings of the various blocks.
Findings
IV. Findings: The National Research Board finds that the Mclbs
Mortarless Concrete Interlocking Block set forth in this report comply
with nationally recognized standards, provided the conditions set forth
in this report and as required in the 1981 Basic Building Code and the
1982 Supplement, the 1982 Standard Building Code and the 1982
Uniform Building Code are observed.
This report is subject to re-examination in one year.

Building permit (No. 2845) status on house located at 3200 County
Road 226 in Garfield County near Rifle, Colorado.
Ms. Walter phoned regarding the August 23, 1994 letter that I sent to her stating her
desire to do whatever is necessary to correct the problem. She stated that she still
has one story to go to complete the structure. I asked her if the house was now
occupied and she said that it wasn't but that she wanted to rent it. I told her that
occupancy of the building is not pennitted until the building has had a final
inspection and is approved for occupancy.
I suggested to Ms. Walter that we arrange to meet to discuss the situation and she
said that she will be in Colorado during the first part of October. I asked her if she
would. call me sometime during the week of Oct. 3rd so that we could arrange_ an
appointment. She said that she would call me then.

Dear Ms. Walter:
It has come to my attention that the home located at the above address has not had
an inspection within the last 180 days or has not had a final inspection and a
Certificate of Occupancy has not been issued by Garfield County.
A permit (#2845) for construction was issued on July 12, 1983 The last inspection
requested by the owner or contractor was for a weatherproofing inspection. The
requested inspection was completed by this department on October 25, 1985. No
inspections have been requested by the owner or contractor since that time.
The UBC (Unifonn Building Code) and other codes adopted by Garfield County
requrres:
The Unifonn Building Code as adopted by Garfield County require the
requesting of a final inspection by the owner or contractor and completion of
a final inspection by this department prior to the occupancy of the building.
I am requesting and it is required that you contact this department regarding the
status of this project within fifteen (15) days of the date of this letter. Thank you
for your cooperation and if you have questions please give me a call.

Spoke to Mr. Ken Watts a prospective buyer for this property I provided him with
the information that Don Owens of this department has identified regarding this
property. These items are:
l. The building has no heating system other than a wood burning stove in the
living area.
2. The proper venting of the water heater will need to be verified. as well as an
appropriate propane (L.P.G.) drain.
3. The bedroom has no proper egress provided as required by the code.
4. There is no record of a septic system permit having been applied for or issued
by this department. Verification of a system installed in compliance with the
code will be required.
~. Verification that appropriate electrical permits have been applied for,
inspected and approved will be required by this department.
Mr. Watts is interested in living in this building then building a log or frame
structure on top of it. I told him that this may be feasible but that the foundation
may need to be verified by an engineer before a permit could be issued. He will
need to provide for the correction of the items listed above in order to receive a
Certificate of Occupancy. He will need to submit plans for the building of the
remainder of the house, have them approved and be issued a permit prior to
construction.

Kathleen Walter and had moved into it We set an appointment for January 25,
1995 to meet at my office regarding the process necessary to prepare for a final
inspection that may be approved so that a certificate of occupancy can be issued fv.
