Buffalo Valley Restaurant
I have completed an initial review of the plans submitted for the work planned at the Buffalo
Valley Restaurant. The following are the majoritems relating to Uniform Building Codes and
Garfield County requirements for your project.
1. The existing building area is calculated to be +-5500 sq. ft. and the addition to be
+-2400 sq. ft. for a total of 7900 sq. ft.
2. The occupant load total of the building is 425-UBC Sec. 3302 and Table No. 33-A.
3. The occupancy classification is A-2.1 -UBC Table No. 5-A and UBC Chapter 6.
4. An auto sprinkler system is required -UBC Sec. 3802 (c).
5. Sprinkler System Supervision Alarms are required -UBC Sec: 3803.
6. The building is required to be Type V -one-hour fire-resistive construction -UBC
Table No. 5-C.
7. Based on the occupant load of 425, additional exits need to be provided at locations
indicated on the attached copy of the floor plan -UBC Sec 3303.
8. The main exit doors must be a minimum of 4.2' in width -UBC Sec. 3317(a). All
other exterior exit doors must be a minimum of36" in width UBC Sec. 3304(1) -and
all must be provided with panic hardware -UBC Sec. 3317 and UBC Sec. 3318.
9. Exit illumination -UBC Sec. 3313 -and exit signs -UBC Sec. 3314 -must be
installed.
10. The men's and women's restrooms require an additional toilet and an additional
lavatory in each -UPC Appendix C "Minimum Plumbing Facilities".
11. Handicap accessibility requirements apply -UBC Sec. 511 and UBC Chapter 33.

12. Compliance with the applicable requirements of the UBC, UPC, and UMC of the
kitchen and kitchen equipment.
13. Draft stops are required to limit attic spaces to max. 3000 sq. ft. and not exceeding
60 ft. in horizontal dimension -UBC Sec. 2516.
14. Designate the number of planned parking spaces on the plans.
The following items will need to be provided and/or resolved before Garfield County can
approve your plans and issue the Building Permit for your project: .
A. Completed and Architect and/or Engineer stamped plans (two sets) with:
evidence of compliance with items 1 through 14 above.
B. Approval of your plans by the Glenwood Springs Rural Fire Protection District.
C. AgreemenU Approval by the Colorado Department of Health as related to the Food
Services Regulations.

Memo to the file regarding Buffalo Valley Inn.
The following will summarize and outline construction requirements
for this project determined at a meeting between the Garfield
County Building Official and the GSDES this date at 1400 hrs •.
1. Construction type and occupancy.
The building in question is a single story V-NR structure of
approximately 5400 square feet. The proposal is to enlarge the
building to· about 8000 square feet. In doing so, two large
unseparated assembly areas will be created; one will be used
primarily for dining and one for dancing. The total occupant load
for these areas will be over 300 which will mean that the building
will be classified as an A-2.1. There is also a separated dining
area with an occupant load around 60. V-1hr is the minimum con-
struction type for this occupancy so all new·construction will have
to conform to that type. The existing structure will not have to
be brought up to, the new standard.
2. Exiting requi·rements.
A minimum of two additional exits will be needed. One from the
north side of the private dining room and one adjacent to the
fireplace in the large dining room. Jim McMurr~y has indicated
that an additional exit might be required from the dance floor.
It is conceivable that the total occupant load .of the building
could be over 500 people so the main exit should be sized per Sec.
3317 or a minimum of width of five feet. This would include both
the main exit door and the airlock. This might present a problem
for the floor opening from the private dining room. All exit doors
including the main exit will require panic hardware to be
installed.
Exit illumination will be required per Sec. 3313 and exit signs per
sec. 3314.
3. Fire extinguishing systems.
An automatic fire· sprinkler system will have to be installed per
Sec. 3802. This system will need to conform to NFPA 13 and its
related documents. The sprinkler system shall be designed for a
light hazard occupancy with a duration of flow of 30 minutes. An
outside hose allowance of 100 GPM for 30 minutes should be added to
the sprinkler demand. Total combined storage should be around 8000
gallons. Pressure tank, fire pump or gravity tank will be needed
to provide needed pressure. An outside yard hydrant and P.I.V.
valve will also have to be installed.
An automatic fire extinguishing system will be required for kitchen
exhaust and hood areas per the fire code. The kitchen hood will
need to meet Type 1 requirements per the mechanical code. ·
4. Fire extinguishers.
A total of four fire extinguishers will be required. A 40BC wili
be required in the kitchen and a 2A20BC will be required in each
dining room and the dance floor.
s. Specific GBDES requirements.
The GSDES will require that all automatic fire extinguishing
systems be supervised by UL listed digital communicator and that
the communicator be monitored by a UL listed central station.
The GSDES will also be responsible for all review, approval, and
inspections of fire extinguishing systems.
