Box 1438 Basalt, co 81621 Re: Cattle Creek Ranch Floodplain HCE File Number 94632.02 Dear Mr. Barr: i . This letter is to describe the analysis High Country Engineering, Inc. performed of the floodplain of Cattle Creek through a portion of the main ranch area of the Cattle creek Ranch. Per our discussions, we performed field surveyed cross-sections of the creek, three. near the existing modular, and one near the existing ranch house. We determined flows using the estimating equations contained in the hydrology report for the Garfield County Flood Insurance Study. This was necessary because the floodplain delineation in that study ended several miles downstream from the subject property. · Using the above data, we used the Manning Equation for open channel flow to estimate a depth of flow in the cross-sections that were surveyed near the existing modular. This procedure yielded a water surface elevation for the 100 year flow of approximately 1016.5 feet. Using standard practice, the minimum finished floor elevation was set one foot higher, at 1017 .5 feet. . . A drawing has already been sent to you which indicates the County's minimum setbac~ from top of b:mk of thirty feet. We concur with that minimum setback. The drawing also showed a berm to the east of the modular with a note proposing three feet above existing ground elevation.. I believe this proposed berm lost a little in the translation from Hawaii to here. (I was in Hawaii for ten days.) It seems that the berm would most logically be an extension of the existing northerly bank. Especially since we are recommending the channel curve be protected (with riprap). Then, the berm could be constructed adjacent to the existing creek bank, and the riprap would extend from the existing streambed up to the top of the proposed berm .. We recommend that the top of berm elevation be approximately elevation 1018 feet. The protection of.the bank 923 Cooper Avenue • Glenwood Springs, CO 81601 Telephone: 303·945-8676 • FAX: 303-945-2555 Barr April 1, 1994 Page2 through the curve appears to be particularly important, as the valley is a very narrow neck immediately upstream from this curve, and high flows will be traveling at a fast rate. :After the flow is turned, however, the valley widens out, and drops in elevation toward the south. Therefore, the protection of the bank through the curve appears to be very important. The area where the main house is now existing appears to be several feet above the potential floodplain.
