HomeMy WebLinkAbout1.07 Stormwater Management PlanGrass Mesa Telecommunication Tower July, 2017 Garfield County Limited Impact Review Stormwater Management Plan Grass Mesa Telecommunications Tower Garfield County, Colorado Stormwater Management Plan 1.0 Construction Site Location Description The Grass Mesa Telecommunication Tower project consists of building one 160-foot tall self- supporting telecommunications tower and one 8-foot by 20-foot building within a 40-foot by 36- foot fenced compound area. Also proposed is a 56-foot long by 10-foot wide dirt access driveway to the tower site from the existing road to the north (Quick Silver Way). The purpose of the tower will be to support antennas for telecommunications and broadcasting. The total project footprint will have an approximate area of disturbance of 2,000 sq. feet (0.04 ac) in size. Project construction is scheduled for late summer of 2017 and should be completed within five (5) weeks, the first and last weeks of which being the only duration of active construction. 2.0 CDPHE Permitting The total project disturbance of 0.4-ac is beneath the threshold of what the CDPHE General Permit defines as “small construction activity”, which constitutes one to five acres of disturbance. Therefore, due to the fact construction of this telecommunications facility will result in land disturbance less than one acre in size, this project does not require permit application and authorization under the Colorado Department of Public Health and Environment’s (CDPHE) General Permit No. COR-030000 for Stormwater Discharges Associated With Construction Activity. Additionally, this site is not part of a common plan or related infrastructure that will ultimately disturb equal to or greater than one acre. 3.0 Construction Activities The clearing and grading of the construction site will not result in any stockpiled soil. All cleared soil will be utilized for the pad of the 8-ft by 20-ft accessory structure. One (1) culvert will be installed under the dirt access road to prevent damage to the roadside ditch next to Quick Silver Way. Additionally, the negligible slope of the tower location area will not create significant stormwater flow during precipitation events. The disturbance activities associated with construction of the Grass Mesa Telecommunications Tower project are not likely to adversely affect stormwater or surface water quality. However, as a precautionary measure, HRL recommends the consideration of wattle installation on the downstream side of the culvert during construction.
