I. GENERAL PROJECT DESCRIPTION
The Roaring Fork Water and Sanitation District Wastewater Treatment Facility 0/VWfF)
and Expansion has been referred to the Board of County Commissioners and the Board
of Health for comments and recommendation. The Colorado Revised Statutes and
Colorado Department of Public Health and Environment (CDPHE) State Regulations call
for Amendments of an Existing Site Location Approval to be forwarded to the County and
Local Health Authority for review and comments.
The proposed Wastewater Treatment Facility Expansion will expand the capacity of the
current WWTF from 0.107 million gallons per day to 0.214 million gallons per day. The
Applicant has represented that the current WWTF is experiencing flows in the range 60%
to 80% of capacity and with the recent addition of the RE-1 Elementary School, those
flows will increase closer to the 80% capacity trigger which requires further planning and
permitting to begin. Additionally, the Colorado Water Quality Control Commission
Regulation 85, calls for the control of nutrients from domestic wastewater treatment
effluent and requires that discharges meet a total inorganic nitrogen and phosphorous
limit. Although the current facility is exempt from compliance because the facility is below
2.0 million gallons per day, the exemption may sunset in 2022.
The existing WWTF is located on an approximately 6 acre parcel. The proposed
expansion would occur on the already developed parcel. On August 9, 2017, the Roaring
Fork Water and Sanitation District received a Location and Extent approval from the
Garfield County Planning Commission for both the existing WWTF and the proposed
expansion.

II. REVIEW AND STAFF ANALYSIS

1. The CDPHE and State regulations call for Wastewater Treatment Facility
expansions to be forwarded to the County in which the facility is to be located for
review and comments. The local authorities are requested to comment on the
relationship of the lift station to its local comprehensive plan and/or utility plans for the
community as it affects water quality. An example of the referral form is available for
review as Exhibit 6.
2 . The Board of County Commissioners will also convene as the Board of Health for
the purpose of reviewing the referral.
3. The Garfield County Comprehensive Plan 2030, as amended contains goals and
policies in Section 7 -Water and Sewer Services relevant to the request. Key elements
from Section 7 that support the Application and a finding of consistency with the plan are
provided in the following excerpts:
Section 7-Vision:
High water quality has been preserved and enhanced through stringent regulation of
waste water treatment and disposal as well as regulation of detrimental surface uses.
Section 7 -Goals:
1. Ensure the provision of legal, adequate, dependable, cost-effective and
environmentally sound sewer and water service for new development.
Section 7 -Policies:
1. Development located adjacent to municipalities or sanitation districts with
available capacity in their central water/sewer systems will be encouraged to tie
into these systems .
2. County will strongly discourage the proliferation of private central water/sewer
systems[. ... ]
5. Higher density development [. ... ] should be located in areas where central
sewage treatment facilities are either currently available, or feasible in the future.
The location of the Wastewater Treatment Facility Expansion is designated on the
Comprehensive Plan Future Land Use Map as Residential Medium High. It is staff's
opinion that the application is generally consistent with the Garfield County
Comprehensive Plan .

The Application was referred to Garfield County Environmental Health Department.
Morgan Hill from Environmental Health noted in her comments (Exhibit 5):
There were no identified issues with the proposed wastewater expansion facility .
Public Health is supportive of new developments between Glenwood Springs
and Carbondale being connected to a public wastewater treatment facility.
Recommendation that a spill response plan is in place in the event of failure.
Staff spoke to the applicant and they stated that they have an emergency response
plan in place, as required by Colorado Department of Environmental Health. This
emergency response plan will address spills.
IV. RECOMMENDATION
Formalize a motion acting as both the Board of County Commissioners and the Garfield
County Board of Health recommending to the CDPHE approval of the Roaring Fork

I have reviewed the Site Application Report for Roaring Fork Water and Sanitation and did not
identify any issues with the proposed wastewater expansion facility. Public Health is supportive
of new developments between Glenwood Springs and Carbondale being connected to a public
wastewater treatment facility.
We recommend that a spill response plan is in place in the event of failure, which can happen
even with the best practices in place. The operator of the lift station should have the contact
information for the City of Glenwood Springs water treatment plant, which intakes off of the
Roaring Fork River. The City has developed a Source Water Protection Plan for this water
source and the site of the lift station is within their source water protection area. Please contact
Brad Zachman at (970) 989-4358 or Warren Hays at (970) 384-6348 in the event of a spill. The
City's wastewater treatment plant has also developed a spill response plan which I've attached
for reference.

The existing WWTF is an activated sludge facility with secondary clarification, tertiary filtration, chlorine
disinfection, and aerobic digestion of bioso/ids. Influent passes through the existing pretreatment facility, which
consists of flow measurement and screenings and grit removal equipment. Effluent is discharged to the
wetlands adjacent to the Roaring Fork River.

2. Proposed Facility Process Overview

equipment being retained.
The expans ion of the Roaring Fork Water & Sanitation District (RFWSD) Wastewater Treatment Facility
(WWTF) will include the following:
1. addition of one 107,000 gallon-per-day (gpd) aeration basin;
2. addition of an anoxic process, including pumps and piping necessary for recycling mixed liquor from the
aeration basin to the anoxic basin;
3. design of a treatment plant, necessary footprint, and piping for future enhanced biological nutrient removal
(EBNR) for phosphorus removal;
4. addition of another secondary clarifier to meet the CDPHE design criteria requirements for redundancy;
5. an analysis of influent flows to determine the need for flow equalization or pump system modifications to
keep pretreatment fa cilities and clarifiers from exceeding their design capacity.
Additional blower capacity and digester capacity will be considered, including an improved decant system
and thickeninq capabilities.

Recitals
A. Garfield County is a legal and political subdivision of the State of Colorado for which the
Board of County Commissioners is authorized to act.
B. Pursuant to law, the Board of County Commissioners of Garfield County has appointed
the Garfield County Planning Commission (the Commission) to act on its behalf.
C. The Roaring Fork Water and Sanitation District (the Applicant) applied to the Commission
pursuant to File No. LAEA-06-17-8557 for a Location and Extent Review for a wastewater
treatment facility.

D. The proposed facility will be .located on the property as depicted on the Final Plat of Aspen
Glen Filing No. 1, recorded in the records of the Garfield county Clerk and Recorder on April 6,
1995, as Reception No. 476330.
E. Pursuant to Section 4-111 (C) of the Garfield County Land Use and Development Code,
as amended, and C.R.S. § 30-28-1 lO(l)(a), the District is required to submit an application to the
planning commission that has jurisdiction over the territory in which the improvements are
proposed to be located for review and comment. Comments shall be provided regarding whether
the proposed improvements are in general conformance with the County's Comprehensive Plan of
2030, as amended (the Comprehensive Plan). Pursuant to C.R.S. § 30-28-110, whenever any
county planning commfssion has adopted a master plan of the county, no public utilities, whether
publicly or privately owned, shall be constructed or authorized in the unincorporated territory of
the county until and unless the proposed location and extent thereof has been submitted to and
approved by such county.
F. In accordance with state law, the Commission has adopted a Master Plan. The Master Plan
applicable to this review is the Comprehensive Plan.
G. The Commission opened a public hearing on August 9, 2017, upon the question of whether
the proposal i s in general conformance with the Comprehensive Plan.
H. The Commission closed the public hearing on August 9, 2017, to make a decision on the
request.
I. The Commission, on the basis of substantial competent evidence produced at the
aforementioned hearing, has made the following determinations of fact:
I. That proper public notice was provided as required for the hearing before the Planning
Commission.
2. That the hearing before the Planning Commission was extensive and complete, that all
pertinent facts, matters and issues were submitted or could be submitted and that all
interested parties were heard at that hearing.
3. That for the above stated and other reasons, approval of the Location & Extent request by
the Roaring Fork Water and Sanitation District for a wastewater treatment facility and the
proposed expansion is in the best interest of the health, safety, and welfare of the citizens
of Garfield County.
4. That the Location and Extent request has been determined to be in general conformance
with the Comprehensive Plan.
5. That the Location and Extent request is in conformance with the Review Criteria contained
in Section 4-111, Location and Extent of the Garfield County Land Use and Development
Code, as amended.

6. The determination of General Conformance is based on the Applicant's representations in
their Application submittal and at the public hearing before the Planning Commission.
RESOLUTION
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of Garfield Cowity, as
follows:
A. The foregoing Recitals are incorporated by this reference as part of the resolution.
B. Exhibit A describes the location of the proposed infrastructure improvements.
C. The Location and Extent request for expansion of Roaring Fork Water and
Sanitation's Wastewater Treatment Facility is hereby approved subject to the following conditions
of approval:
I. That all representations made by the Applicant in the Application shall be
conditions of approval unless specifically altered by the conditions of approval contained
herein.
2. That the District shall obtain all required federal, state and local permits required
for installation of the infrastructure.
3. The Applicant shall map the property for county listed noxious weeds and manage
any weeds that they may find. Cowity Vegetation Management requests that the Applicant
provide its office with treatment records by September 30 2017 if any noxious weeds are
located.
4. To help avoid and minimize disturbances to the adjacent heronry, the applicant shall
postpone initial construction witil May I st, 2018. To the extent possible, traffic associated
wit h the del ivery of supplies and equipment should be minimized and conducted during
the last two weeks of April. Additional construction needed to complete the proposed
upgrade during subsequent heron nesting seasons shall consist of interior construction
work.
