We will include a site plan from one of the building permit applications to use as a reference of where some of the septic systems are in relation to wetlands and Cattle Creek. Zancanella and Associates did riot include Cattle Creek in their January 26 letter establishing setback/separations. It would appear the engineer has done a good job of designing the individual systems, but all the systems in aggregate and the close proximity to Cattle Creek might warrant a review by your department. In addition, several of the systems are perched above and very close to the wetlands. It would appear the entire site is built on fill brought to the limits of the flood plain about 4-6 above the existing grade. Because of this, I have additional concems for uncontrolled drainage that may occur over time to these septic systems located as they are above Cattle Creek. Thanks, Andy Schwaller Building Official, Garfield County aschwaller©garfield-county. com 970.945.8212 2/9/2005 Roland Parker Rudd Construction 132 Park Ave. Basalt, CO 81621 February 3, 2005 Re: Proposed Septic Systems at Cattle Creek Dear Roland, We have received a letter and information from Zancanella and Associates dated January 26, 2005 with regards to the separation of the ISDS for the various buildings at Cattle Creek. This information illustrates that the required separations from the individual fields are met. It would also appear the required separations to the existing wells are met. However, as per Policy # WQSA-6 of the Colorado Water Quality Control Division of the Colorado Department of Health, a site location application may need to be submitted to the Division for these septic systems as proposed. As per this policy, it would appear from the information submitted; the combined design capacity of all the systems not including a future system for Building A is greater than 6,000 gpd. It would also appear that the wetland boundaries are within the required horizontal separation requirements for surface waters. The proposed systems are perched directly above the wetlands and Cattle Creek areas in elevation and additional safeguards would need to be in place to protect these areas should there be an unusual drainage problem associated with any of these septic systems. The Water Quality Control Division is the final jurisdiction regarding septic systems. I will forward this letter and the information submitted to us to them for their review. Setback/separation distances were calculated in accordance with the state and county ISDS regulations which require additional setback distances for systems with design flows greater than 1000 gallons per day. The results are shown graphically on the attached exhibit. As you can see, the existing and currently proposed systems have been designed with this criteria in mind. In addition, the area to the north and east of future Building A will allow for another system to be designed for that building which will also be able to meet the setback criteria.
