Most businesses on the Airport have two (2) store fronts and are located a minimum of 1000' feet from the street and the runway. The buildings/hangars are similar in style and function as aircraft storage facilities. Due to similar functions, these buildings are difficult to distinguish from other operators. Site Description: The subject property is located on the south side of the Garfield County Airport, in an area of the airport that has a number of other buildings. The building in question is a 150' x 150' hangar, with a 40' x 50' office attached to the northwest side of the hangar. See the attached site plan. B. R quest: The applicant is requesting a variance from Section 5.07.07 (9) of the Zoning Resolution, which restricts a lot to one sign and Section 5.07.09, which allows a maximum wall sign size of 60 sq. ft.. The applicant is requesting two (2) signs for the building, one on the runway side and one on the street side of the airport. They are proposing a 4' tall x 79' long (316 sq. ft.) sign on the street side and a 3' tall x 59' long (177 sq. ft.) sign on the runway side of building. (See site plan and application pgs. ) -1- • II. MAJOR ISSUES AND CONCERNS A. Zoning: Section 5.07.07 (9), only allows one sign per lot in any zone district. Section 5.07.09 allows a 60 sq. fl. wall sign in the CIL and C/G zone districts. The airport is zoned P/A, which is a new zone district that has no criteria for signs located within the zone district. The applicant and staff both agree that the appropriate criteria to use are the CIL and C/G designations. B. Section 9.05.03 states that "by reason of exceptional narrowness, shallowness or shape of the specific piece of property at the time of this resolution or by reason of exceptional topographic conditions or other extraordinary and exceptional situation or condition of such piece of property," the Board may authorize a variance. In addition, the Board must also find that: 1. That the variance granted is the minimum necessary to alleviate such practical difficulties or undue hardship upon the owner of said property; and 2. That such relief may be granted without substantial detriment to the public good and without substantially impairing the intent and purpose of the General Plan or this Resolution; and 3. That the circumstances found to constitute a hardship was not caused by the applicant, are not due to or the result of general conditions in the district, and cannot be practically corrected; and 4. That the concurring vote of four (4) members of the Board shall be necessary to decide in favor of the applicant. In addition to the above criteria, a request for a variance from the Garfield County Sign Code must meet the standards noted in Section 5.07.12. Those standards are: 1. It is the policy of the county to encourage aesthetically pleasing signs without substantial interference with the business to which the sign relates. 2. Projecting signs should not substantially obscure any part of another sign relating to another use. 3. Excessively large or tall signs should be avoided to prevent visual obstruction of the natural scenery within the county. 4. Variances should not be granted which would allow any business use an unfair advertising advantage over any other business use. -2- • 1 5. If it is necessary or reasonable to grant a variance to the strict regulations of this chapter, the sign should be limited in size, height and location in conformance with the purpose of the sign. C. The applicant is arguing that the airport businesses are unique, in that they have two directions from which potential clients approach their facilities. Staff will concede that the airport hangars are different from most businesses, in that they have clients approaching by air and the ground and need to be identified from both directions. The maximum size sign allowed under any circumstances, in any zone district, is 150 sq. ft. for a free standing sign in the CIL and CIG zone districts. The applicants are requesting a 177 sq. ft. wall sign on the runway side of the building. Which is 117 sq. ft. larger than the maximum size of a wall sign allowed presently and 27 sq. ft. larger than any sign in the code. Staff can support a 150 sq. ft. maximum size for the airport runway side of the building. The sign proposed for the road side of the building is 316 sq. ft. in size. The applicant's argument is that their clients need to be able to see the building from County Road 352, to be able to identify it properly. Staff does not agree with the applicant, that a building must be identified from the County road since the airport is fairly easy to find at this time. Once a client on the airport property, they have to go through a locked gate to gain access to the applicant's building. Another issue that staff notes is that the land between the airport fences and CR 352 is presently undeveloped, but zoned to allow for a number light industrial/commercial buildings. At some future date, it is more likely that the views shown in the applicant's pictures will be substantially obscured by a number of buildings. Making the need for a large sign even less necessary, since the applicant's building will probably be obscured by the other buildings and improvements on the lots. It will become more important to make sure that people find the airport and are then directed properly once they get to the main gate. It is staffs position that it will be more important for the airport businesses to make sure that their clients can find their buildings once they are at the main airport gate. Staff questions the need to increase the sign size, beyond the 60 sq. ft. allowed for a wall sign. IV. SUGGESTED FINDINGS 1. That the application for Variance was found to be consistent with the requirements and standards of Section 9.05 of the Garfield County Zoning Resolution of 1978, as amended. 2. That proper publication and public notice was provided as required for the public hearing before the Zoning Board of Adjustment. -3- • • 3. That the variance approved is the minimum necessary to alleviate the difficulties and not be to the detriment of the public. 4. The variance granted will not allow any business use an unfair advertising advantage over any other business use. 5. That the public hearing before the Zoning Board of Adjustment was extensive and complete, that all facts, matters and issues were submitted and that all interested parties were heard at the meeting. V. Included are photos taken from the taxiway in front of the hanger (Building 3000) as well as photos taken of the same hangar as it appears to someone driving to/searching for The Flight Department hanger from county Road 352. Discussion Submittal Requirement Items: Items A thru F Since the hanger construction was completed earlier this year, it is presumed that items A thru F are on file at the Building and Planning Department and readily available to the members of the County Zoning Board of Adjustment. Item G. Attachments 1 & 2 are drawings of the proposed signs as they would appear when installed on South end (street side) and the North end (runway side) of the hangar. Both signs would consist of individual block letters, each letter attached individually to the hangar exterior wall. The proposed street side (South side) letters are 4 feet tall and when all letters are installed the entire sign would approximate 79 feet in width. The proposed Runway/Taxiway side (North end) letters are 3 feet tall and when all letters are installed the entire sign will approximate 59 feet in width. • 0 Item H. In our opinion, the sign criteria outlined in Zone District Commercial General and Commercial Limiting, limiting the number of signs on our building to just one maximum 60 square foot sign can not adequately identify our business location on the airport as a Non -Scheduled Air Carrier. We have both aircraft and automobile traffic arriving at our business location, each from opposing directions, i.e., runway side (North side) and county road 352 (South side). Therefore we are requesting a variance from the one sign limitation. On the street side the distance from the county road airport entrance to the operations hangar is more than 1600 feet. On the runway side, the distance from the taxiway directly in front of the hangar is more than 800 feet. The proposed signs on each side of the hanger need to be large enough for drivers and pilots to be able to readily identify the business location at a glance at night and/or during periods of poor visibility without compromising the control of an automobile or an aircraft by "attempting to read the fine print". The proposed signs are the minimum acceptable dimensions to satisfy this objective. Therefore, we request a variance to the maximum size and square footage limitations. A check for the application fee of $250.00 is enclosed.
