13.50.080 STREET GRAPffiCS
A. PURPOSE
The purpose of these regulations is to provide minimum regulations of street graphics in order
to protect the public from unsafe signs, from signs which obscure or unreasonably distract
motorists or conflict with traffic control devices, and to afford reasonable consideration for
aesthetics. Therefore, the provisions of these regulations and it implementation are designed
to conform with the following overall guidelines:
1. To provide street graphics which do not present a safety hazard to the public;
2. To promote aesthetics in the community by encouraging street graphics which are
compatible with their surroundings and which promote the aesthetics of the community;
3. To provide a reasonable balance between the· need to advertise businesses, the need to
protect the public from the effects of unsafe street graphics, and to encourage the
aesthetic aspects of street graphics.
B. DEFINITIONS
1. ''Graphic Area" shall be the area of the smallest plane geometric figure which encom-
passes the facing of a graphic, including copy, insignia, background and borders. Cutout
·:-'} letter shall be measured as the sum or the area of rectangles outlining each individual
_, letter.
2. "Logo" means any picture, design, emblem, object or initials observable from any
roadway or public right-of-way or public property used for identification of any
· business, premises, establishment, product, service or other identification purposes.
J. "Multi-llmant Structure" is a building where more than one business is served by a
common entrance, and where such businesses may not be located on the ground floor or
otherwise not have frontage located on. a public right-of-way.
4. 'Shopping Comple;i;" is a group of three or more retail, wholesale, or professional
business establishments occupying a building or group of buildings located on one
commonly owned or controlled parcel of land provided with privately controlled and
privately maintained parking area or areas.
5. "Street graphic" means any script, lettering, sign, emblem, object or other device
observable from any roadway or public right-of-way or public property used for
identification of any business, premises, establishment, product, service or other identifi-
canon purposes.

6. "Road-gr:ide" or "gr:ide" shall be measured at the centerline of the road right-of-way for
the purpose of measuring height of signs in this section.
7. '.'Centerline" means the centerline of the adjoining right-of-way closest to the street
graphic.
C. GENERAL REGULATIONS
Street Graphics may be permitted in any zone district as provided in this section.
1. Permit Required.. No person shall in5tall or display any street graphics in any district
without the prior issuance of a street graphics permit
2. Permit Application and Review Procedure
a. The building official shall have the authority to issue individual graphics permits
based upon all applicable provisions of this section .
. b. Permits shall be applied for, reviewed and issued in accordance with the procedures
in Section 18.55.065 of this ordinance.
D. PROHIBITED SIGNS
-~ 1. No animated or flashing sign shall be permitted. . :}. ._,
2. No graphic shall be constructed on any roof nor shall any wall-mounted or projecting
graphic extend above any roof line.
a. In the case of peaked or irregular roofs, no graphic shall extend above the point
where the wall meets the roof.
b. In the case of a false front or a mansard-type front, the top of such structure shall be
considered the roof line.
3. No graphic advertising a business or use shall be installed on any lot other than that on
which the business is located.
4. No billboards or advertising graphics shall be installed or displayed which are not in
compliance with this section and are not located on the property or business identified or
advertized in the graphic.

E. 1YPES AND MAXIMUM ALLOWABLE NUMBER OF PERMITTED SIGNS
1. Except as otherwise provided in Pans L. and M. in this Section, a business may choose
not more than two street graphics from the following list for each adjoining contiguous
street or publicly used access road but may not have more than one of any type of
graphic facing each adjoining street right-of-way:
a. Flush-mounted or projecting wall mounted street graphic
b. Freestanding
c. C:mopy, awning or pon:h front (located on the vertical face only)
d. Pedestri:m way sign5 located under porch or mansard (free hung or wall mounted)
e. Marquee (limited to business with changeable entertainment)
2. Each business fronting on a pedestrian way may choose only one of the two types of
signs intended for use by pedestrians listed below. These signs shall be located under a
porch, covered walkway or mansard style roof:
a. A free hanging sign not exceeding 4 square feet in total area.

: ') b. A flush wall mounted sign not exceeding 10 square feet in total area. .,
3. Marquees and changeable lettering signs shall be limited to businesses such as theaters
and nightclubs which have changeable entertainment The marquee shall be constructed
within the size and height limitations established by the UBC, as adopted by the City of
· Carbondale. No other graphics shall be allowed which have a changeable logo or
lettering and which are designed to allow frequent changes of content.
4. Gas Price Signs. In addition to street graphics permitted elsewhere in this code, retail
establishments dispensing vehicle fuel shall· be permitted to display fuel prices in one
location per street front Numeral size shall be limited to 30 inches in height, and shall
be installed no higher than the height of the island canopy.
5. Tempor.uy Signs. Temporary Commercial. Signs shall be limited to 40 square feet and
may be displayed up to ten consecutive days, but not more than 30 calendar days in any
year. Only one temporary sign shall be allowed facing each adjoining street Temporary
signs in violation of this ordinance shall be removed within 24 hours after notification by
the Building Official.
6. Neon or similar gas filled signs shall be allowed as any type of graphic wliich meet the
requirements of the street graphics section (Section 18.50.080).

F. FREE-STAND!l'{G SIGNS
1. THE MAXIMUM GRAPHIC AREA. The ma.ximum graphic area for free-standing
graphics shall be computed on the basis of height and distance from the street as shown
in the chans shown in figures A & B.
The highest point of graphic area and the edge of the graphic area nearest the edge of the
roadway shall be plotted on the graph. The point of intersection of these two
measurements shall be used to determine the ma.ximum allowable graphic size in square
feet, per face of the freestanding sign.
2. MAXIMUM SIGN HEIGHT. The maximum sign height for free-standing graphics shall
be determined from the charts shown in figures A & B and as follows:
a. No portion of any free-standing graphic or additional architectural feature shall
e:ctend higher than the roof line of the principal building containing the business
advertised, with the roof line determined as in Section D.2.
b. Signs above grade shall be measured from a point located one-half the actual
distance between the road grade centerline and the finished building grade elevation
of the structure the sign is advertising; but said measuring point shall never be more.
than 6 feet above grade at the centerline of the adjoining right-of-way.
c. Noncommercial architectural features enhancing the appearance of freestanding signs
(such as canopy or mansard roofs) shall not exceed 4 feet additional height or width,
and shall not be used in the computation of the maximum sign size or height. In no
case shall any portion of any additional architectural feature extend greater than 20
feet above the road-grade as measured grade of the centerline of the nearest arterial
street.

Flush wall-mounted signs and projecting wall signs shall be allowed three quarters of a square foot of
sign area for each lineal foot of building frontage used by the business being advertised adjacent to
each public way, but total sign area shall not exceed the following:

L MULTI-TENANT BUil.DINGS
1. Buildings defined as a multi-tenant structure may be identified by one additional sign per common
entrance, except that no multi-tenant structure shall be identified by more than one additional sign
per contiguous street right-of-way or publicly used access road.
2. Size and type of common entrance identification signs shall be limited as specified in Section
18.050.080 (G) and (H).
3. In addition, businesses within the multi-tenant structure that share the common entrance may be
identified by a directory-sign, provided that the directory be constructed within the limits set forth
in Section paragraph G of this section, and be part of a comprehensive sign plan for the
multi-tenant structure submitted to and approved by the Plarining & Zoning Commission .
.l SUBDIVISION AND MOBILE HOME PARK GRAPHICS
Subdivisions and mobile home parks may be identified by two street graphics, except that no individual
entrance of a subdivision or mobile home park may be identified by more than one srreet graphic. Sub-
division and mobile home park street graphics are limited to 33 square feet in area and shall be limited
in height by the provisions set forth in Sections 18.50.080 (E) and (F).
K.. CONSTRUCTION SITE GRAPHICS .

2. Construction site graphics may be erected when the building permit is issued for the
project and shall be removed upon issuance of a Certificate of Occupancy or when work
is otherwise abandoned.

Graphics in conjunction with any permined residential use in a residential-zoned district or
any home occupational sign shall conform to the following requirements:
1. Only one graphic With a ma."timum area of 2 square feet shall be allowed for an
individual use.
2-Graphic may be: wall, projecting, or ground mounted. Ground mounted graphics must
be at least 6 feet from any property line and at a ma.'timum height of 5 feet from ground
level to the top of the graphic; ·
3. If more than one business is located on the same lot one additional professional directory
with one listing for each profession or practitioner is permined;
• SHOPPING COMPLEX GRAPHICS
f 1. An application shall be submitted outlining an overall signing plan for the complex prior
to submitting any application for a street graphics permit for any use within a shopping
complex. Said signing plan shall identify the method of allocating the square footage of
signage for each business, the graphic design, sign type and style, sign colors and
contents to be permitted in the shopping complex.

2-The Building Official shall have the authority to approve any sign plan or sign
applicarion for a sign pernut which conforms with the regulation.5 of this section. Plans
which do not comply with this section shall require approval by the Board of
Adjustment
3. Once approved, a signage plan shall not be altered in any way except by reapplication
and approval in accordance with the regulations in this section. All subsequent
applications shall conform with the approved signage plan or shall not be permitted
unless an alterarion to the si~age plan is approved by the Building Official.
4. ·All applications for a street graphics permit must be submitted by an individual, business,
or corporation having authority and responsibility for administering the affairs of the
shopping comp!e."t as relate to zoning compliance; or, if no such individual. business, or
corporarion exists, must be submitted with written approval of all occupants of the
complex.
5. General Regulations
a. Each individual establishment within any shopping complex is subject to the
provisions of this section; except, that no individual business may install a separate
freestanding sign.

b. An individual. business within a shopping complex is allowed to install a street
graphic exceeding 0.75 sq. ft. of area per lineal foot of building frontage adjacent to
each public way providing the following are met:
1. The graphic does not exceed 20 square feet if the business is located 40 feet or
less from the centerline of the adjoining street.
2. The graphic does not exceed 3 5 square feet if the business is located more than
40 but less than 60 feet from the centerline of the closest adjoining street.
3. The graphic does not exceed 70 square feet if the business is located more than
60 feet from the centerline of the nearest adjoining street.
4. The maximum combined area for all wall mounted graphics in the shopping
complex do not exceed . 75 square feet of street graphic area for each lineal foot
of building frontage for the entire shopping complex adjacent to the adjoining
street
c. No business within a shopping complex shall be identified by more than two
graphics ..
d. In addition to the individual graphics authorized in this section; and subject to
approval of a signage plan, a shopping complex and its individual businesses may
install one graphic identifying the complex on each public street frontage upon which
the complex is located.
N. INTERIOR WINDOW GRAPIIlCS
Interior window graphics are allowed in addition to other permitted graphics. Window
graphics are exempt from the limitations established in this section regulating the number,
size, letter size, content and logo size and do not require a permit There shall be no
limitation on neon signs that are utilized as window graphics.
O. PROJECTIONS
1. No overhanging graphic or graphic support shall project more than forty-eight inches
from the wall of the building tci which the graphic is attached.
2. No overhanging graphic shall extend into the airspace beneath which vehicular traffic
passes or may pass without provision for adequate clearance.
3. The minimum clearance between a sidewalk, bicycle path or pedestrian way. and the
bottom of any overhanging graphic, shall be 8 feet.

P. EXEivIPTIONS
The following types of gr:iphics are exempted from all the provisions of this section, except
for the consrruction and safety regulations and the following standards:
1. Public Grnohics. Graphics of a noncommercial nature and in the public interest, erected
by, or on the order of, a public officer in the perfonnance of his public duty, such as
directional graphics and informational graphics, regulatory graphics, and warning
graphics;
2. Tempor:uv Graphics. Temporary graphics announcing any public, charitable, educational
or religious event or function shall be allowed so long as the total graphic area does not
exceed 40 square feet Such graphics shall be allowed no more than twenty-one days
prior to the event or function and must be removed within seven days after the event or
_ the function.
3. Integral. Names of buildings, dates of erection, monumental citations, commemorative
tablets and the like when carved into stone, concrete or similar material or made of
bronze, aluminum or other permanent-type construction and made an integral part of the
Structure;
· 4. Real Estate Graphics. Temporary real estate graphics not exceeding 6 square feet in area
located on subject property and limited to one such graphic for each frontage of a home,
~ _ lot, ·parcel or tract under two acres in area. Lots, parcels or tracts exceeding two acres in
··'-area shall be allowed real estate graphics not exceeding 24 square feet Graphics shall be
removed within seven days after sale. For property sought to be leased rather .than sold,
one permanent graphic per parcel is allowed, with the graphics subject to the size
limitations stated in this paragraph.
5. Politic:il Campaign Graphic. Graphics announcing candidates seeking public political
office and other .data pertinent are permitted. Size limitations are 6 square feet in a
residential zone, and 20 square feet in a commercial or industrial zone. -These graphics
shall be-confined within private property and shall not be less than 8 feet from the
nearest edge of the pavement. These signs must be removed seven days after the
election for_ which the graphic is intended;
6. Commen:ial Informational Graphics. Up to two graphics announcing business hours,
vacancy S'".atu.s for hotels and motels, "open" and "closed" graphics and informational or
directional graphics of a noncommercial narure not part of non-exempt graphic. Such
graphics shall not exceed 3 square feet per each graphic.
7. Temporan Commen:ial Graphics. Temporary commercial graphics announcing openings,
sales and other promotions shall be allowed in addition to graphics permitted elsewhere
in this code. Temporary commercial graphics shall be limited to 40 square feet and may

be displayed for up to ten consecutive days but not more than thirty days in a calendar
ye:i.r. The Building Inspector may order the removal of non-conforming temporary
commercial graphics within 24 hours after notification.
Q. NON-CONFORMING GRAPHICS
All non-conforming graphics installed and in place on he effective date of any provision in
. this section making such graphics unlawful shall be removed at the cost of the owner within
three years of the notification by the Town that· a street graphic is non-conforming. The
owner may apply for a variance for a pre-existing, non-conforming graphic in place prior to
the effective date of any provision of this section. Repairs to non-conforming graphics shltll
be permitted subject to all other applicable provisions of the Carbondale Municipal Code and
all codes adopted by reference, but no expansion or alteration of a non-conforming graphic
shall be permitted.. If a non-conforming graphic is damaged or requires maintenance which
exceeds 50% of the replacement value the non-conforming shall be replaced by a graphic
conforming to all provisions of this code.
R INSURANCE REQUIREMENTS
The owner of every ground supported graphic or any graphic which e:ctends over any public
way shall be required to furnish the town evidence of insurance or bond coverage
indemnifying the town from any liability incurred in the event of injury or damage resulting
from the collision with or the fall or collapse of such overhanging graphic by or onto. persons
~or property within the public_ way. Such indemnific~tion shall be required to be maintained
·--. m force as long as the graphic e:ctends over the public way.
