I. INTRODUCTION
Felsburg Holt & Ullevig has prepared a basic traffic impact analysis for the proposed Employee
Housing Facility that will be constructed for WPX Energy in Garfield County, Colorado. The
facility will be located approximately 13.5 miles south of Rio Blanco County Road (RBCR) 5 and
will access RBCR 5 from BLM 1009A. In the long term, the facility will house an estimated 24
employees. Figure 1 provides a vicinity map of the project location, and Figure 2 shows a
preliminary site plan.
The current parcel is undeveloped and generates no traffic volumes. The site will access
BLM 1009A and the surrounding road network through an existing intersection with RBCR 5. No
new access points will be constructed along Federal, State, or County roads. All staging and
storage for the construction of the facility will be done on site.
Three time periods have been analyzed for this traffic study. Existing traffic count volumes were
collected over two 24-hour periods. This information provides the basis for analyzing
background traffic volumes. The facility will be constructed within a one-year period, and site-
generated traffic volumes have been analyzed for the peak period of this construction effort.
The following is an analysis of potential traffic impacts that might result from the proposed
development.
Garfield County standards have been met for the purposes of this submittal; however, it is
anticipated that Garfield County will refer to Rio Blanco County for review and comment. The
following page provides a summary of those standards.

Garfield County Basic Traffic Impact Analysis (TIA) Standards
This study is compliant with Garfield County TIA Standards for a Basic Traffic Analysis. As such,
a brief summary of requirements is indicated below:
1. This study is conducted as a basic traffic impact analysis since the following criteria are
not met. (Further analysis of these requirements is included in the Site Generated Traffic
section.)
a. Traffic volumes projected at any intersection with a State or Federal highway
exceeds current volumes by 20%, as determined by CDOT using current traffic
counts and CDOT-approved methodology.
b. Traffic volumes projected on any county road segment exceed current volumes
by 20%.
c. Traffic volumes on any road segment identified or contained within an approved
municipal street plan within a 1-mile radius exceed current volumes by 30%.
2. As a basic traffic analysis, this study includes the following information:
a. A map or maps depicting the parcel or activity area and showing the following
information.
b. A narrative of existing land uses on the parcel.
c. A narrative of proposed land uses and trip generation projections for each use,
based on current Trip Generation manuals or other credible and defensible
analysis.
d. A narrative description of the construction phase of development.
e. Map depicting existing Average Daily Traffic Count information for all County
Road segments and State or Federal Highway intersections, at the appropriate
map scale.

II. EXISTING CONDITIONS
Turning movement volumes at the intersection of RBCR 5 and BLM 1009A were manually
counted for a total of two days (November 16 and 17, 2014, and November 21 and 22, 2014)
and are summarized in 15-minute periods. The counts started each day at 6:00 AM, and large
trucks and other specialized vehicles were counted separately from cars. Appendix A provides
these counts. The counts from November 21, 2014, resulted in higher traffic volumes than those
for November 16; therefore, the analysis was based on the November 21 counts to be
conservative. The peak hours were determined to be 6:30 to 7:30 AM, 12:00 to 1:00 PM, and
3:30 to 4:30 PM. Figure 3 shows the existing traffic volumes for these peak hours. The average
daily traffic (ADT) along RBCR 5 is roughly 1,300 to 1,400 vehicles per day (vpd).
Truck traffic at this intersection was analyzed using Passenger Car Equivalents (PCE), in which
one large truck is equivalent to three passenger cars. This is consistent with CDOT standards
and is used throughout the duration of this analysis. Truck traffic represents approximately
20 percent of the traffic at this intersection.
A minor amount of traffic uses BLM 1009A, and almost no traffic uses the existing private
access north of RBCR 5. It should be noted that existing traffic using BLM 1009A may continue
past the proposed project site as the road provides access to the rangeland.
Traffic operational analyses were completed to determine the level of service (LOS) for turning
movements at the site access. LOS is a measure of several factors including operating speeds,
freedom to maneuver, traffic interruptions, and average delay for vehicles at intersections. The
LOS describes the quality of traffic flow for turn movements at an intersection by a letter
designation ranging from “A” to “F.” Table 1 presents detailed LOS descriptions.

The Synchro traffic analysis software program was used to analyze existing traffic operations at
the study intersection. The high volume of trucks was specifically taken into account through the
use of PCE for these analyses. The results of this analysis show that morning, noon, and
evening peak hour volumes at this intersection currently operate at LOS A (see Figure 3).
For auxiliary lanes analysis purposes, RBCR 5 was analyzed as an R-A – Rural Highway. The
Colorado State Highway Access Code auxiliary lane criterion requires left turn deceleration
lanes for movements over 10 vehicles per hour. However, this requirement can be waived if
opposing traffic volumes are less than 100 vehicles per hour, which is true for existing traffic
volumes. Therefore, no auxiliary lane would be recommended under these traffic conditions. No
other approaches have high enough volumes to warrant the addition of an auxiliary lane.

III. TRIP GENERATION
A. Trip Generation and Distribution
Operational information provided by the client was used to determine appropriate trip generation
for this development. Trip generation volumes were estimated for both 2015 (during
construction of the site) and after completion (once the site is up and running). There are three
phases to the construction process: earthwork (20 days), wastewater system installation (7
days), and camp installation (2 days). Appendix C summarizes the traffic impacts of these
phases. The earthwork portion of construction is projected to have the greatest traffic impact
(estimated
20-day period) and was used for analysis. Additionally, activity data provided by WPX Energy
and general assumptions used in determination of trip generation are summarized below.
Construction (Earthwork Phase) – 2015
It is anticipated that the construction of the site will be finished in early-to-mid 2015. The trip
making for this phase is shown in Appendix C and summarized as follows:
A maximum of 5 personnel truck trips will occur daily.
An estimated 6 heavy vehicles and 2 tandem dump trucks will arrive and stay on site for
20 days.
A tandem water truck will make 3 trips per day.
An estimated 270 truckloads of earthwork materials will be delivered to the site over a
20-day period (approximately 14 trucks/day in a 12-hour work day)
Construction materials and equipment will be delivered to the site throughout each phase of
construction. An approximate total of 2,516 PCE trips have been estimated, as shown in the
spreadsheet provided in Appendix C. A conservative estimate was made in Table 2 of how
many of these vehicle trips would occur during the three peak hours being analyzed. When
using the above assumptions and construction traffic estimations, the site will generate a
maximum of approximately 157 PCE trips per day in 2015, as seen in Table 2. Refer to the
Traffic Worksheet in Appendix C for more information.
Plant Operations and Maintenance
An estimated 24 workers will reside within the facility. Workers will be shuttled to the site,
live, and work for extended periods of time. These traffic impacts are negligible.
It is estimated, conservatively, that there will be up to 34 round trips per month to the site
after completion (approximately 1 trip per day). See the Traffic Worksheet in Appendix
C for more information.
This amount of traffic is negligible and will not have significant impact on surrounding
roadways.

Figure 4 shows site generated traffic.
It was assumed that most (80 percent) of the vehicles accessing the site would be oriented to
the east on CR 5. This is the closest route to Rifle (and Meeker) where most of the off-site
workers are expected to live and to I-70 where most of the deliveries will come from. The
remaining 20 percent will be oriented to the west on CR 5, in the direction of Rangely.
Analysis of existing roadways and traffic volumes indicates that traffic volumes will not increase
substantially during construction or in the long term operation of this facility. Traffic volumes
along RBCR 5 are expected to increase by a maximum of 157 PCE trips per day during the
construction period and by a maximum of 1 to 2 vehicles per day in the long term operation.
Comparing to collected daily traffic counts at the intersection of RBCR 5 and BLM 1009A results
in an increase of approximately 8 percent during the construction phase and less than
0.1 percent in the long-term operation. At the intersection of RBCR 5 and State Highway 13,
existing traffic volumes are approximately 3,900 vehicles per day. This results in a maximum
projected increase of 3 percent. Additionally, traffic volumes are not projected to impact any
municipal street plan within a one-mile radius of the site.

IV. TOTAL TRAFFIC AND LEVELS OF SERVICE
A. Traffic Volumes
The addition of existing and site generated traffic yields the total traffic volumes used in this
analysis. Figure 5 shows total traffic volumes. Passenger car equivalents were used in the
analysis.
B. Levels of Service
Operational analysis was completed for total traffic volumes in 2015 for the RBCR 5/BLM 1009A
intersection. The intersection of RBCR 5 and BLM 1009A was analyzed as a two-way stop-
controlled intersection, with RBCR 5 traffic moving freely and BLM 1009A/Private Access traffic
being stop-controlled. Figure 5 presents the resulting levels of service, and Appendix B
includes the analysis worksheets. Traffic analysis was not completed for the operational phase
of the facility because projected traffic volumes were approximately 1 to 2 vehicles per day.
Auxiliary lane analysis was also completed for Total Traffic scenarios. In the AM peak hour,
westbound left turn traffic volumes (51 vehicles per hour) again exceed the threshold for a left
turn deceleration lane. However, as with existing traffic volumes, opposing traffic is lower than
100 vehicles per hour. This allows the left turn deceleration lane requirement to be waived.
During the PM peak hour, westbound left turn traffic exceeds the threshold for a left turn
deceleration lane (12 vehicles per hour). In this scenario, opposing traffic volumes are not below
100 vehicles per hour. As such, the auxiliary lane requirements cannot be waived. However,
based on the short duration of these traffic conditions (20 days) and that the intersection
operates at LOS A for all movements, it is not recommended that an auxiliary lane be required
in the total traffic scenario. No other approaches have high enough volumes to warrant the
addition of an auxiliary lane.
The results of the analyses show that all turning movements operate at LOS A during all three
peak hour periods in the total traffic scenario.

V. SUMMARY / CONCLUSIONS
The results of the LOS analyses show that traffic operations at the intersection of RBCR 5 and
BLM 1009A will not be negatively impacted by the development of the WPX Energy Trail Ridge
Employee Housing Facility. This intersection will operate at an LOS A during all peak hours for
existing and total traffic scenarios with the existing lane configuration. No auxiliary lanes are
necessary to maintain acceptable LOS or to meet auxiliary lane requirements.
